In cooperation with the Research and Evaluation Division of BRAC,

Copenhagen Consensus Center organized roundtable discussions with

an aim to figure out smarter solutions to the most problematic issues facing

Bangladesh.

• Sustainable fisheries resource management as a source of protein and export earnings.

• Design quotas for total allowable catch. • Declare suitable coastal waters as Marine Protected Areas

(MPA). • Stop land based pollution (e.g. plastics, polythene, toxic

substances) and untreated industrial effluents from entering the sea.

• Reduce shore-based and ship-borne pollution. • Stop industrial practices on the continental shelf and onshore

areas. • Use global best practices in hydrocarbon exploration on the

shelf and coastal waters.

• Regulate drilling and rig operations. • Increase grid connected renewable energy from tide.• Invest in wind power plant.• Design and implement projects to supply 'green'

electricity. • Maintain existing and create new maritime industrial

fronts. • Promote ship building industry. • Undertake research on marine biotechnology and

industries based on biotechnology.

• Encourage fishing operators to venture into deeper and open ocean areas with high- tonnage vessels, using alternate gear, such as tuna long-lines and hooks.

• Develop capacity of blue economy stakeholders. • Rapid production intensification for enhancing fisheries

production. • Introduce and nurture mariculture or marine farming

technique.• Domestication of new fish and shellfish species. • Diversify coastal aquaculture practices for improved

productivity.

• Promote coastal and marine tourism. • Expansion of fleet in terms of size and capacity, and of

destinations. • Focus on inland water transport and inland

ports/terminals and river navigability. • Update biodiversity policies and plans to include

climate mitigation and adaptation. • Address coastal erosion from rising sea-level and

increasing storm activities.• Engineering interventions for land reclamation from

sea.

• Protection of coastal zones and islands by mangrove afforestation.

• Create natural corridors for freshwater fishes. • Establishment of dams and barrages to consider

sediment movement and navigation.• Integrated water resources management for marine

and coastal zone development.• Provide research funds to universities involved in the

study of marine sciences.• Operationalize the National Oceanographic Research

Institute (NORI).

• Develop a national marine science data infrastructure.• Integrated policy and strategy, interagency

coordination and marine spatial planning. • Design an integrated coastal and ocean management

policy and framework to be implemented by a special task force (e.g. under the Prime Minister's Office).

• Establish platforms for multi-sectoral cooperation and coordination in marine affairs.

• Establish a rigorous marine-oriented monitoring and assessment facility.
