1.It is responsibility of the State to provide free and compulsory elementary education to children.
2.Only children aged between 6 and 14 will be covered by this Act.
3. No capitation fee can be charged by schools.
4. No child can be expelled from school.
5. No child to be denied admission.
6. Quality teachers should be recruited.
7. 25 % seats in all private schools should be reserved for disadvantaged sections.
8. Parents must constitute 75% of the members in management committees.
9. School management committee should have 50% women members.
10. Collection of capitation fee will attract a fine of upto 10 times the amount collected. Screening procedure will attract or invite a fine of up to Rs. 25,000/ for the first offence and double the amount for every subsequent violation.
11. National and State Commissions for Protection of Child Rights must monitor the effective implementation of the measures in the Act and inquire into complaints.
