1.1 Public Works Mission, Vision, Values and Goals. As part of the budget process and Mayor/Council goal setting, Davenport Public Works shall annually review, and update, as needed, its strategic plan, mission, vision, values and goals to ensure the agency’s direction remains consistent, complimentary and current with the City’s overall goals, strategies and agency responsibilities. The method and manner used to conduct strategic planning is defined by the Public Works Director and shall encourage input from all Public Works staff. The result of strategic planning aligns division services with City Council goals and supports the budget process.

See Appendix 4A for additional details on the budget development process and associated tasks, including Strategic Planning.

1.1.1 Mission. The mission of Public Works is to provide professionally managed fundamental services that protect, sustain, and grow the natural and built environment for the present and future of the community.

1.1.2 Vision. Public Works Vision is to provide reliable exceptional public service.

1.1.3 Values. Our Values are:

1.2 About the Public Works Department. Davenport Public Works is responsible to maintain our natural and built environment with vision and environmental stewardship in an ever changing world. Public Works is: the streets, signs and signals that aid your daily commute, the systems that collect waste from your home, the programs that protect the health and safety of our citizens and our community's environment, and the projects that maintain and allow our City to grow. The services provided are fundamental to quality of life we enjoy in the City of Davenport.

The Public Works Department is comprised of 15 Divisions: Administration, Airport, CitiBus Transit, Code and Safety Enforcement, Compost, Engineering, Facilities Management, Fleet Management, Forestry, Parking, Sewer Maintenance, Solid Waste, Street Maintenance, Traffic Engineering, and Wastewater Treatment. The Department generally employs close to 325 individuals and is a 24/7 operation with emergency response responsibilities. The operations of Public Works are conducted from three locations within the City: The Davenport Public Works Center, the Wastewater Treatment Plant and the Compost Facility.

*The Assistant Director of Public Works, City Engineer/Deputy Director of Public Works and the Deputy Director of Public Works may be called out as Senior Managers in documents where all share responsibility for an item.

1.2.1 Public Works Logo.

1.2.2 About Public Works’ Divisions. The business plans, organizational charts and service descriptions for each of Public Works’ Divisions is reviewed, updated and communicated to public works staff annually as part of the City’s budget preparation process, refer to Appendix 4A for additional detail. Those business plans, organizational charts and service descriptions can be found in the most current City of Davenport Operating and Capital Improvement Budget, at http://www.cityofdavenportiowa.com/eGov/apps/document/center.egov?view=item;id=11859. Information about each of the Divisions can also be found in Division specific chapters 10 through 39.

1.3 Policies, Practices and Procedures. Davenport Public Works has been accredited by the American Public Works Association (APWA) since October of 2007. APWA Accreditation demonstrates our commitment to continuous process improvement and best management practices. Public Works maintains operational guides and standard operating procedures for each of its divisions which include standards for operations in 34 of 39 functional areas the American Public Works Association (APWA) offers accreditation for.

In addition to operation’s guides that define the policies and procedures for the organization, Public Works and its staff is responsible to adhere to all other policies and procedures established by federal and state regulation as well as all other local policies established by the City of Davenport, including, but not limited to the City’s Administrative Policy Manual and the City’s Purchasing Policy.

Public Works’ operations guides provide a general statement about our policies for conducting business and include procedures for accomplishing the work the organization is responsible for. The Public Works Program Coordinator has the overall responsibility to ensure Public Works operational guides, policies and procedures are reviewed by staff and maintained. See Appendix 1A for additional details.

1.4 Code of Ethics. During employee orientation and at other intervals, all public works employees receive instruction on the City’s Administrative Policies and Public Works requirements for employee conduct in the workplace. It is the City and Public Works expectation that all Public Works employees conduct themselves in accordance with established policies and to uphold the Vision and Mission of the agency, as well as embrace its Values.
