Financing for Sustainable
Development Goal 3Alison Marshall December 2015
Aim? improve the lives of women, newborns, children and adolescents by increasing funding for SDG 3
Where will the funds come from? Domestic private and public sources, the GFF Trust Fund and bi-lateral support.
How much? $214 million so far
The Global Financing Facility (GFF)
Funders of the GFF Norway: $600 million Canada: $200 million USAID Japan Bill and Melinda Gates
Foundation
Hosted by the World Bank and leveraging International Development Association and International Bank for Reconstruction and Development
Progress of GFF Announced: 2014 Launched: Addis Ababa
Financing for Development Conference July 2015
Business plan has been agreed
‘Front runner’ countries have started work on investment cases: ◦ Tanzania◦ Ethiopia◦ Democratic Republic of Congo◦ Kenya
8 more countries announced:◦ Bangladesh◦ Cameroon◦ India◦ Liberia◦ Mozambique◦ Nigeria◦ Senegal◦ Uganda
What next?
Loans: Any grants from GFF Trust Fund are dependent on countries taking loans from IDA or IBRD (likely on a 1:4 ratio). But taking loans for recurrent health costs could increase indebtedness
Only SDG 3: GFF should also finance target 5.6 under Goal 5 - to ensure universal access to sexual and reproductive health and reproductive rights.
Accountability: mechanisms for accountability are currently unclear. Civil Society organisations in country should have a strong role in creation and validation of all plans as well as monitoring.
