• Beneficiaries: 33 EU-funded organisations (majority from private sector) and 1 non-EU

funded organisation

• Non-funded partners: more than 60 public/private organisations participating in IRG and AG

SOME LESSONS LEARNED

• Significant price gap LNG – Diesel essential for sustainable business case • Extremely high prices for LNG equipment (> 30-50% above estimated budgets)• High logistics costs (10-15€/MWh on top of TTF c. 20€/MWh)• Transparent and competitive pricing requested

• Despite proven “technologies” still many technical challenges (vessels)• New air emission targets must be achieved by gas engines without exhaust after

treatment in order not to kill LNG in IWT before it has started• Permits for on-shore infrastructure critical (NIMBY, realization time)• Public/Politicians/Authorities tend to overestimate safety risks of LNG – more information

needed• Multi-client strategy (maritime & road sector, off-road, peak shavers, off-pipeline clients,

etc) for deployment of LNG hubs required• Public co-funding essential to ensure business case

AS PART OF WIDER STRATEGY WE NEED….

• LNG Technology Platform for IWT/Horizon 2020-Call 2016for targeted innovation to reduce TOC & further improve environmental performance addressing:

• Engine technologies, tank & fuelling systems, (e.g. standardised solutions for retrofitting)• Modular logistics systems, intermodal logistics chains• Increased public awareness and improved governance

• Combined CEF Energy & Transport Call 2016 to cover infrastructure investment along LNG value chain

• Viable business cases by combining LNG as energy resource & LNG as transport fuel • Enabling investment in liquefaction of bio-methane/stranded gas resources• Particularly important for Danube region to kick off investment

• New financing instruments to overcome structural weakness of inland shipping sector• European Fund for vessel modernization (e.g. EFSI backing)• National State Aid Schemes (with access to ERDF/Cohesion Fund)

• Strong commitment of municipalities/regions/public authorities • Ensure smooth admission/permitting process/administrative efficiency in deployment• Integrate public transport & public utility operators as pioneer consumers

CONCLUSIONS

• LNG is the most promising alternative fuel for inland navigation offering high environmental and economic benefits

• Use of LNG supports major EU transport, environment and energy policy objectives • Bio-LNG will improve CO2 performance significantly• Best possible bridge for a strongly decarbonised inland shipping (e.g. fuel cell) • Inland vessels can deliver high volumes of LNG cost-effectively from seaside import

terminals to economic heartlands of Europe • Barging sector, therefore, is pioneer consumer of LNG and enabler of LNG supply

supporting a more diversified European energy supply• Rhine/Meuse-Main-Danube axis will serve as European main LNG artery• LNG Masterplan prepares sector for successful follow-up EU projects, but: • Implementation of comprehensive strategy and favourable framework conditions

(market & policy) are needed for wide-scale deployment• LNG is not a self-running case nor the solution to all evil in inland shipping
