Modern Art Center is a modern functional innovative cultural Center with a great range of capacities which stimulates practices of dissemination and development of modern arts in thecity and is a base for conducting of exhibitions, seminars, presentations, installations, art - performances of the international level, and also renders the educational and artistic servicesand technical support in the process of organization of cultural events.
There are 31 modern art centers (MAC) in Ukraine, 15(48,39%) ones are located in the capital - Kyiv. Geographically MACs are located mainly in the north, and a small part in the west,south and east of Ukraine.
There is a small number of MAC in the central region of the country and it allows to talk about the necessity of MAC building able to become the center of children, youth and family rest,cultural leisure and artistic education for people with different income level.
The most attractive area for doing business in Ukraine is the Dnepropetrovsk Oblast. The Dnepropetrovsk Oblast occupies 5,3% of the country’s territory, and 7,5% of the Ukrainian population live here. The Oblast provides 8,7% GDP of Ukraine and 11,3% of all Ukrainian
external commodity turnover. In regional competitiveness rating the Oblast takes the 2th place, yielding only Kyiv. Kryvyi Rih occupies the first place in the Oblast by the volume of direct foreign investments attracted in the city economy - 5,2 milliards of dol. of the USA (as of July 1, 2012), that is 62,9%
from the all- Oblast volume of direct foreign investments. The investments come from 28 countries of the world (Germany, Cyprus, Netherlands, Great Britain, others) The volume of foreign investments per capita in the city is 7843,2 dol. of the USA, that exceeds the All-Ukrainian index in 6,8 times (1 150,7 dol. of the USA) and Oblast’s one in 3,2 times
(2485,7 dol. of the USA).2
Key attractive points for MAC building in Kryvyi RIh city (Dnepropetrovsk Oblast): Great population size of the city (661,5 thousands of people 3, 2nd place in the Oblast and the 8th in Ukraine). In accordance with expert opinions the MAC construction is expedient due
to the presence of the city nearby with a population not less than 600 thousand of people; absence of similar leisure center in the city, well-developed traffic center allowing the center to overcome a service territory with a population more than 2,3 million people. 23% of them are pupils and preschool children –
potential permanent visitors who will visit the center on regular basis not only with parents but under the programs of year-round group visits organized by the educational establishments.
a great part of young population of the Kryvyi RIh (target group of park visitors) – children and young people under 35 that is more than 45,9% of permanent city population; center attendance not only at the weekends and public holidays but also in week-days due to the shift working hours of the main enterprises of the city; willingness to spend 8436 UAH per year on services sector (20% from the average income of the Kryvyi Rih resident; the city residents prefer entertainments in native city due to high cost of airline tickets and visa problems on going abroad at weekends; high tourist potential in industrial tourism. Taking into account a sum the city residents are ready to spend on cultural-leisure-educational activities, the evaluation minimum volume of market is 2977,2 million hryvnyas per
year. City Development Institution studies proposals of potential investors who are interested in doing effective business by means of construction of scale, unique modern art center in
Kryvyi Rih. We are opened for a collaboration and ready to discuss the possibilities of additional support in realization of the Project and easy terms for an investor.

Kryvyi Rih took places in 2012:15th place in «Top-20 of the most accessible for living cities of Ukraine»; 19th place in the list of the most comfortable cities of Ukraine (among 73 cities); 28th place in «Top-50 of the best cities of Ukraine».
Foreign economic activity: For 9 months of 2012 the external trade turnover of the city enterprises increased on
7,5% in comparison with the proper period of 2011 and accounted 4,7 milliards of USAdol.
From January till October 2012 the volumes of sold products were 64,5 milliards ofUAH that is 38% of general volume of sold products in Dnepropetrovsk Oblast
As of October 1, 2012: an export of commodities and services is 3,9 milliards of USAdol., an import is 800 K of USA dol.; these indexes grew on 1,4% and 9% accordingly.Positive balance of external trade commodities was 3083,6 million USA dol. The
coefficient of import coverage by export is 4,7. The city is making foreign trade transactions with partners from 91 countries of the
world. In comparison with 2011 year there is growth of volume of exports to the
following countries: America – in 6,4 times, Africa, – on 36,1%, to the CIS countries –on 36,3%.
Investments : Volume of direct foreign investments attracted in the city economy of city as of July 1, 2012 was 5,2 milliards of USA dol., that is 62,9% from the all-Oblast volume of direct foreign investments. Investments came from 28 countries of the world (Germany, Cyprus, Netherlands, Large Britain, but other)The volume of foreign investments per capita in the city makes 7843,2 USA dol., that exceeds all-Ukrainian index in 6,8 times (1 150,7 USA dol.), Oblast one in 3,2 times (2485,7 dol. of the USA). Due to all funding sources it was mastered 5,5 UAH milliards of capital investments.Enterprises attracted 4,8 UAH milliards in fixed capital.

The city has taken some measures to improve conditions for entrepreneurial activities:
Improvement of permission system. From January till November 2012 in the Kryvyi RIh municipalcenter of services according to the principle of the «single window» is was considered 36 942business entities, citizens, it was rendered 25 876 administrative, municipal services, that is on 24%exceeds the analogical indexes of 2011.
Improvement of registration services. State registers have done over 73 K of registration actions.The process of forming of the Unique register of legal entities and physical persons (enterpreneurs)was completed. In November, 2012 the software «Registration portal» was implemented.
Development of electronic informative resources. Under the Opened Authorities Project thedevelopment and orgware of measures implementation for functioning and enhancement of multi-profile programmatic complex «Kryvyi Rih resource center» were continued. The interactivemultimedia electronic encyclopaedia of the city infrastructure was created. The unique municipalinformation service consisting of 12 sensory informative stalls was put into opertion.
Upgrading of municipal management. In the Kryvyi RIh municipal center of services the uniquesystem of informational support was created with the application of electronic managementtechnologies
The virtual Business incubator was created by the Department of entrepreneurship development ofthe executive committee
Average salary level is 3515 UAH that is in 3,2 times more than the minimum salary, on 14% more than the Oblast index and on 20% is more than all national one.

It possible to get minimum gross income more than 2977,2 mil. UAHCity residents are ready to spend 2100 mil. UAH on their leisure activities and 877,2 mil. UAH on their children visiting of cultural and entertainment and educational events in MAC.2

Comments:
PU “Kryvyi Rih municipal Taras Shevchenko drama and musical comedy theater” presented approximately 158 performances (4 charitable ones) in 2011. The theater was attended by 30 K of visitors. Charitable performances were attended by almost 3K of persons
PU «Kryvyi Rih municipal theater of musical plastic arts «Academy of motion» presented 87 performances for 15 thousands audience during the year 2011
In the PU «Kryvyi Rih municipal puppet theater» a school-studio of acting skills «Wing» wasopened. 14 performances were organized for children of preferential categories and 3025children attended them. Totally it was performed 223 spectacles and entertainment programs,20 118 people were rendered services.
PU «Kryvyi Rih local history museum» had presented 1500 exhibits from its collection, prepared 55 performances, mini performances of local history and ethnographic directions in the year 2011. 1200 excursions were organized at the travelling performances and expositional halls. Research workers of the museum collected 504 items of museum value. During the year the museum was attended by 50 тис. K of city residents and guests.
In 2011 it was organized 45 performances, 22 lectures, art meetings which were attended by 14 K of people
187 club formations are functioning in 12 palaces of culture. 7 club formations consist of people of different age including 3560 children. 4300 people are participating in 140 amateur art groups, 82 of them are ‘”model” ones.
Kryvyi Rih State Circus has performed 6 first night programs and 105 performances during the year which were attended by 61 250 visitors including 4250 ones of preferential category.
Movie screening was performed by 4 cinemas: «Olympus», «Multiplex», «Odessa-kino» and «Zarichnyi». They conducted 16 446 cinema shows and comprise 400 000 of spectators.
Taking account cultural, educational and art, investment potential, prospects for industrial tourism development, historical favorableness of the region, community’s needs there is a necessity in creation of MAC oriented at interaction of different cultures and people, science and art, styles and trends.
