Dear Mayor Caldwell, Commissioner Tiker, Commissioner Taketa,
Commissioner Costales, Commissioner Flores, Commissioner Hamada,
Commissioner Sword and Commissioner Thompson:
My correspondence with you today, September 24, 2014, is to request that
a thorough inquiry be made by the Office of the Mayor and the Honolulu Police
Commission on Chief Louis Kealoha’s handling of Officer Darren Cachola’s case.
Yesterday, September 23, 2014, I shared my thoughts, publically, on the
handling of Officer Darren Cachola’s case with members of the Hawai`i
Women’s State Legislative Caucus, members of the Honolulu City Council and
Chief Louis Kealoha.
My letter expressed my thoughts on the handling of this case. My
thoughts and words were neither charitable nor reserved.
State Senator Suzanne Chun Oakland and Honolulu Council Member
Kimberly Marcos Pine responded to my letter. These are their responses,
Senator Suzanne Chun Oakland
“At our Women's Caucus meeting with the Chief, I did mention this.
I also mentioned this at the press conference held at the State Capitol a
few days ago.
There is a need to provide supportive services for such trauma for our law
enforcement officers (and military personnel as well as many of the
health, human services, and corrections personnel that experience
violence and highly dangerous or emotional types of circumstances on a
daily basis).

Council Member Kimberly Marcos Pine
“Aloha Mr. Hasegawa,
Thank you for your thoughtful message and for reminding us of all that
officers go through. I certainly will keep this under consideration.
I deeply appreciate your time in writing to us.”
The action taken by Chief Kealoha to simply transmit Officer Darren Cachola’s
case to City & County Prosecutor Keith Kaneshiro is criminal, unconscionable,
and conduct unbecoming of the individual who is Chief of the Honolulu Police
Department [HPD] as the HPD Internal Investigation has yet to be completed.
The appearance is that a Honolulu Police Officer with 17 years of service who
was promoted in July is being railroaded and thrown to be devoured at whim by
Chief Kealoha to give himself and convey to the public the appearance of being
trustworthy, honest, transparent, and the supreme guardian of truth and justice.
For your convenience these are my thoughts on the handling of Officer Cachola’s
case by Chief Kealoha,
“Chief Kealoha is an accessory and co-conspirator to this travesty and
miscarriage of justice. The Chief, to get this matter off-his-back unloaded
this case by tossing this “hot potato” to Honolulu City & County
Prosecutor. These are exemplary, slick moves of an experienced,
bureaucratic, CYA leader. Chief Kealoha is the converse, direct bi-
polarization expected of a fearless leader, protective of the men and
women of the Honolulu Police Department.”
Your inquiry into this matter is appreciated.
My wish is the proceedings be handled with discretion and that action you
determine to be appropriate be immediate to bring this matter to closure.
