What is Community Right to Challenge? Why is it needed?

• Voluntary and community bodies already successfully run numerous local services. They can often offer innovation, responsiveness to local needs, and potential cost savings. Many local authorities already make good use of the talents of these bodies, but in other places good ideas do not get a fair hearing.

• The Right will hand the initiative to voluntary and community groups, parish councils and relevant authority staff to challenge to run a service on behalf of the authority where they believe they can do so differently or better and ensure their proposals are properly considered.

• The Right will also give groups the time they need to organise themselves to challenge, and to bid in any subsequent procurement exercise for the service. We are considering what support and guidance may be provided.
