Was ist Armut und wie kann sie gemessen und verglichen werden? Im wissenschaftlichen und politischen

Diskurs über unterschiedliche Armutskonzepte hat sich die Auffassung durchgesetzt, dass das Phänomen

Armut nicht auf Einkommensarmut reduziert werden kann und daher zusätzliche Indikatoren verwendet

werden müssen, um die Mehrdimensionalität von Armut zu erfassen und für Armutsbekämpfungsstrategien

des Entwicklungsprogramms der Vereinten Nationen (UNDP) wird deswegen seit 2010 der von der OPHI

Dimensionen - Gesundheit, Erziehung

und Lebensstandard - mit insgesamt zehn dimensionsspezifischen Indikatoren.

Die vorliegende Bibliographie knüpft an die gleichnamige Veröffentlichung vom Mai 2005 (dok-

line_orient_2005_2.pdf) an und verzeichnet neuere Berichte und Studien zur Armutssituation in arabischen

Ländern. Die Fragestellungen sind vielfältig: Gibt es (noch) extreme Armut in arabischen Ländern? Wie ist

Armut in der Gesellschaft verteilt und welche Auswirkungen hat Ungleichheit? Gibt es signifikante

Unterschiede zwischen ländlichen und urbanen Regionen? Wie ist das Verhältnis von wirtschaftlichem

Wachstum und Armutsentwicklung? Wie haben sich die globalen Krisen (namentlich die Nahrungsmittel- die

Finanz- und die Ölkrise) auf die Situation der Armen ausgewirkt? Welches Gewicht kam Armut als

auslösendem Faktor der arabischen Protestbewegungen zu? Welche Maßnahmen zur Armutsreduzierung

waren erfolgreich? Wie kann die Datengenerierung für Armuts- und Deprivationsmessungen verbessert

werden? Wie sollte ein dem globalen MPI vergleichbarer arabischer MPI aussehen? Wie sollten Armut und

Armutsbekämpfung in den Sustainable Development Goals (SDGs), die im September 2015 die Millennium

Development Goals (MDGs) ablösen sollen, verankert werden?

Die Literaturzusammenstellung stellt eine Auswahl dar, die versucht, möglichst viele Aspekte des

vielschichtigen Problems Armut deutlich werden zu lassen. Ohne Anspruch auf Vollständigkeit kann die

Gesamtheit der nachgewiesenen Literatur dennoch als eine Art Bilanz der Armutsbekämpfung in der

auslaufenden MDG-Phase aufgefasst werden.
