The President
Who is the President?
While the Prime Minister is the head of the Govt., the president is the head of the State. In our state the President exercises only nominal powers. The President supervises the overall functioning of all the political institutions in the country so that they operate in harmony to achieve the objectives of the state.
How is a President elected?The President is not elected directly
by the people. All the members of the Parliament (MPs) and Members of the State Legislative Assemblies(MLAs) elect him.
A candidate standing for the President’s post has to get a majority of votes to win the election.
What are the powers of Indian President?EXECUTIVE POWERS Being head of the union executive all the
administrative decisions are taken under his name.
He also enjoys the power to appoint members of election commission, finance commission and inter-state commission.
He enjoys the power to enter into treaties with foreign states.
LEGISLATIVE POWERS On the advice of the Prime Minister, he can
dissolve the Lok Sabha before the expiry of its normal term.
No bill, passed by the two houses of the parliament can become a law without his assent.
No money bill can be introduced in the Parliament without its prior approval by the President.
Financial PowersAnnual budget is presented before
the Parliament with his approval.He has the power to appoint
members of the Finance Commission.The Contingency bill is under his
control.
Judicial Powers The Judges of the Supreme Court Of India
and High Courts are appointed by the President.
He also enjoys the power to reduce and postpone a death sentence for some time.
EMERGENCY POWERS The President can ask the Govt. to work
according to his instructions.
During an emergency period, our federal system changes into a unitary system.
