Digitalisating transport

• Service provides must open essential data in computer-readable format

• incl. routes, timetables, stops, prices and accessibility information

• Ticket and payment system interfaces to be opened for 3rd party service providers

• Passengers must be able to purchase (a ticket for) a single multimodal travel chain

• Public procurements must ensure ticket and payment system interoperability

• Less stringent requirements especially for small operators (e.g. a technical service for providing data access)

Possibility for business opportunities in comparing prices, combining services, offering door- to-door services, creating packages etc.

Public transport

• A passenger transport licence required for public bus transportation

• Compliant with EU legislation

• Additional national licences dropped (such as separate licences for routes in scheduled transport).

Easier for operators to develop dynamic services.

However, if considered necessary for service quality, a local authority may conclude public service contracts and grant exclusive operating rights in compliance with the EU Public Service Contract Regulation.

Goods transport

• A transport licence is needed for the commercial transport of goods with vehicles whose loaded weight exceeds 3.5 t

• Tractors with a maximum speed of less than 60 km/h are exempted from this requirement

• Other currently valid exemptions will be laid down in a decree

• Vans (weighing over 2 tonnes) used in the commercial transport of goods must be registered with the

Taxi services

In Finland, offering taxi services has been heavily regulated

• Quotas, base of operations, maximum prices.

only one business model, very restricted market entry.

The Code sets requirements for a taxi licence to be issued to any and all applicants that meet the criteria. Also a passenger transport or goods transport licence entitles to offering taxi services. In addition the taxi driver needs a taxi driver permit.

If prices become unreasonably high, the transport authority can issue regulations on a maximum price taking into account certain indicators (general consumer cost level etc.)

Operational requirements to be applied by all incl. obligation to give a price estimate before the journey starts, to inform of the accessibility of services, of how to give customer feedback etc.

The same rules apply to all taxi services (also those offered through digital platforms).

The Transport Code, phase II

Gathering market and service provisions of all modes into one law

Road, rail, sea and air

Allows for a comprehensive look at the Transport System as a whole

Covering:

• Open data, accessible data

• New provisions on data use, disclosure and registration

• Reform of legislation on professional competence in all modes

• Transport personnel in all professional transport services

• Passenger right to be examined –challenges recognized.
