3. Terrell Hills

Terrell Hills is similar to Alamo Heights, it is an upscale city within the city of San Antonio that is very safe, has good schools, and borders Fort Sam Houston. Terrell Hills even shares its emergency manage-ment system with Alamo Heights. As is the case with Alamo Heights, housing affordability may be an issue here. But if you can swing it, you will likely be very happy living in this area.
