Fund objectives - results
• increase overall level of funding - Yes
• improve predictability of funding - No
• provide stability of funding and fund use
flexibility – No/Yes
• timely disbursements - No
• greater proportion as unrestricted
funding - Same
Points to ponder:
• Multi-year contribution agreements why not?
• Disruptive amendments to CAs - unhelpful
• Diverse and changeable donor Fund use
strategies
• Need for “rolling” Fund cushion – inter year
smoothing
• Fragmentation of windows – help or
hindrance?
• Why is CGIAR Fund different to other Funds
with similar donor base?
• Collective allocations instead of sum of
individual contributions?
