A National Green House Gas (GHG) inventory system includes all institutional, legal and procedural arrangements made Parties to the UNFCCC, for estimating anthropogenic emissions by sources and removals by sinks of all greenhouse gases.
The objective of developing Uganda’s GHG inventory management system include: Enable the country to estimate anthropogenic GHG emissions by
sources and removal/sinks;
Assisting in meeting its obligations under UNFCCC;
Facilitate review of climate information for national reporting to inform policy decision making
Assist in improving the quality of climate data Management

The CCD,Ministry of Water and Environment is mandated among others to develop and maintain a robust National GHG inventory system and strengthen capacity of all sector players on GHG Inventory development and management
Uganda now is in advanced stages of finalizing the NIS with support from UNDP –LECB project. In addition to NIS,the project also is supporting Uganda in the development of NAMAs and MRV system.
The project has supported preparation of the INDC and the Green Growth Development Strategy (GGDS)
With finalization of GHG System, it will enhance preparation of TNC,BUR and NDC reporting as well as other national reporting requirements.

Review, Development, and Description of Archiving System (Ongoing National GHG database and sharing )harmonization of data capture procedures and measurement units at source level
Development of national/country specific emission factors in the AFOLU sector – livestock, agriculture and Forestry. data is captured differently, need CB-especially under LULUCF
Establish a national center of excellence for GHG compilations and future monitoring and verifications. Need for support from ILRI GHG lab to establish satellite center in Uganda
Improve the inventory compilations from TIER I to TIER II.
