HISTORICAL BACKGROUNDHISTORICAL BACKGROUND 1947-1961 No seed production and distribution system 1961-1972 F&A Commission, West Pakistan Agricultural
Development Corporation (WPADC) was created for procurement and distribution of seeds.
Government of Pakistan initiated “Seed Industry Development Project” on the recommendation of World Bank which provided legislative support through Seed Act, 1976 for controlling and regulating the quality seed for controlling and regulating the quality seed through setting up of necessary institutional infrastructure through setting up of necessary institutional infrastructure like *Federal Seed Certification Agency (FSCA) & like *Federal Seed Certification Agency (FSCA) & *National Seed Registration Agency (NSRA) which were *National Seed Registration Agency (NSRA) which were later merged together as later merged together as Federal Seed Certification & Federal Seed Certification & Registration Department (FSC&RD) Registration Department (FSC&RD) in 1997in 1997

SEED CERTIFICATIONSEED CERTIFICATION
Seed Certification is a Quality Control System to Ensure that Seed Sold to Farmers is of the Indicated Variety, has Sufficient Purity (Physical & Varietal), High Germination Capacity and is Free from Seed Borne Disease.
By Ensuring that Seed is Multiplied and Processed in such a way to Minimize Risks of Mechanical and Genetic Contamination.

Variety Approval and Registration Procedure
When a breeder selects a candidate variety on the basis of a wide range of tests and considers it
having sufficient merit and competitiveness over the existing varieties of the same crop, he simultaneously
submits the seed sample (Breeder/ Nucleus Seed) of his candidate variety along with its tentative
“Botanical Description” to two agencies. (1) PARC (all crops except cotton) and PCCC
(cotton varieties only) and (2) FSC&RD
