The need for a Go-West policy can be explained by the disparities between the Eastern and Western regions. The 5 goals of the development aim to achieve a more harmonized development throughout China

The incentives to attract investors cover the following: increased government input, fiscal support, tax cuts and policies. Private investment measures focus on equipment purchasing taxes, income tax, local tax and individual income taxes

Conclusion for the past 10 years (2000-2010) and Strategy for the coming 10 years

• Since 2000, China has poured money and resources into developing the west. – West –east gas pipeline project– West-east power transmission project– Qinghai-tibet railway– Interprovincial highway project– Basic infrastructure facilities in key western cities

• GDP in the west has risen at an annual rate of 11.7 percent, nearly 2 points higher than the national average.

• In 2009 the growth rates of Central China (12.6%) and Western china (13.4%), were both superior to the Eastern rate (10.7%)

• Progress in economic and social development were observed. Disparities have decreased but continue to exist.

• In this new plan, the Chinese government is emphasizing the development of industries including chemistry and energy, mining and manufacturing of mineral resources, equipment manufacturing, high technology industries, processing of crops and dairy products, and tourism.

• Favorable policies, including those that support the construction of infrastructure and protecting the ecological environment in the previous 10-year plan, will be maintained and further improved. In 2010, Wen Jiaobiao announced investment of more than 100 billion USD for infrastructure projects (railways, roads, airports, coal mine, nuclear plan, extend the electrical network)

• China’s goals is to put in place a global strategy in the regions considered in order to promote a social balance.

• On the downside, the western development leads to higher pollution and corruption in the local governments, it is a problem Beijing had been tackling for a few years.

Recommendation

As the capital city of Sichuan, Chengdu is a city with many faces. On the one hand this is an incredibly modern and vibrant place. Beijing has a relatively relaxed attitude towards this city and as such, Chengdu has blossomed in terms of affluence and investment. The traditional industries of gold, silver, silk and laquerware have helped to make this city one of the most important centers of commerce in the country.

The case of Yibin’s prefecture in Sichuan where 1 company (Wuliangye) accounts for 70% of the city’s revenue

Economy

The city's industry focuses on electronics, food products, and power generation. It also produces paper, silk, and leather products. The surrounding region is rich in agricultural resources, growing rice, barley, oil seeds, sesame, and tea.

Wuliangye

The largest employer in Yibin is Wuliangye, a company best known for Wuliangye, a traditional chinese liquor (Baijiu) .

The Wuliangye Group grew from a small company employing 300 people in 1977 into a large company employing over 20,000 on a 7 km2 plant.

The Wuliangye Group is 72% state owned and provides 70% of the revenues of Yibin City, One third of top management positions are held by retired members of the military.

Unsuccessful efforts to diversify its business, poor transparency and a murky ownership pictures are among the company's problems today.

Wuliangye now contributes about 60% of Yibin's GDP

Conclusions

• After auditing 5 suppliers, it appeared none of them were able, on the short term, to meet the requirements of the client for toy manufacturing, specially in terms of testing and regulation conformity, on the short term.

• The suppliers were specialized in heavy industry (automotive) and not used to the light industry requirements

• Most of the suppliers identified could provide high savings potential thanks to the low labor prices in the region

• The supply chain was not efficient. Suppliers would need to buy the raw material from suppliers on the eastern coast.

• In conclusion, Sichuan and Chengdu were not yet mature for manufacturing this kind of goods. It would have been a high investment both in time and money that might overcome the potential savings generated for the client.

The 3 main downsides of going west compared to east cities

1.Supply chains and logistical services.East : access to developed supply chains and advanced logistical services. West : unless the entire product and all the component parts can be made in the second-tier city, you're going to be shipping to and from multiple locations, often through less than ideal transportation networks.

2. Staff qualityEast: quality of the potential employee pool (at the expense of interior cities) because of the draws of city life and the potential for higher earnings. large group of people that already have education, experience and some language skills in one location. West: as more opportunities open up in second-tier cities, more and more people are "staying home,"

3. Physical resourcesEast: availability of physical resources: .nearby Airports ports, embassies/consulates, legal services, third-party quality and logistics providers, testing and inspection offices, notary republics, rental car agencies, regional and provincial governmental offices and some Western creature comforts and hospitals.

The price is typically much cheaper and quality levels can be comparable, so it can be more cost-effective. It just takes more work.

It takes much more time and personal involvement to get things done right in western China than in first-tier cities in the east.
