Sustainable Modeling Culture Models are corporate knowledge assets that provide a long-term
value and need to evolve together with the organization
ü Strict adherence to the principles is necessary
ü A need for a dedicated business architecture tool
ü A need for a dedicated team supporting this effort
ü Organization-wide involvement

Project Context
l Public Administrations need to manage increasing complexity and volatility of business processes with continuously reduced available resources and increasing demands on the quality of the outcome
l This pressing challenge can only be fulfilled if organizations evolve towards a more efficient and flexible way of performing their tasks
l Efficiency and flexibility require training and consciousness of involved Civil Servants
11
http://www.learnpad.eu
Solution dimensions Model Based Learning
l Models have been used more and more to represent different dimensions of an organization
l Learn PAd explores how models, and their graphical representation, can be exploited for learning purpose
l Learn PAd identified different model kinds to represent different knowledge dimensions

Solution dimensions Model Based Learning
13
http://www.learnpad.eu
Solution dimensions Collaborative content management
Learn PAd provides an infrastructure to complement models with textual information l From process models a wiki infrastructure is generated l Pages are organized in accordance to the structure of
corresponding models l CSs are prosumers of contents l Wiki infrastructure enable off-line learning and on-line
learning, with access to contents related to specific process activities and real cases (learn by doing)
14
http://www.learnpad.eu
Solution dimensions Content and Models Automatic Assessment
l Models and Textual Contents should be assessed for quality to facilitate learning
l Learn PAd investigates on automatic mechanisms for - Model verification - Textual content evaluation - Issues are highlighted and suggestions for
improvements provided
15
http://www.learnpad.eu
Solution dimensions Simulation based learning support
l Learn PAd investigates on simulation based learning exploiting information available in defined (process) models
l Processes are parsed and “interesting” paths are selected and experimented - i.e. seldom activated paths can be experimented in
a synthesized context l Using the Learn PAd simulation environment
CSs can experiment together and collaboratively their acquired knowledge
16
http://www.learnpad.eu
Solution dimensions Monitoring and KPI for engaging learners
l Relevant Key Performance indicators are derived for assessment of CSs and organizational learning
l Learn PAd includes a monitoring infrastructure to collect information about CSs activities and results
l Collected data are analyzed and performance indicators derived

LCMM
Learn PAd Conceptual Metamodel (LCMM) provides an overview of Public Administration enterprise architecture, which will be used as a basis for Learn PAd

LPIMM
The Learn PAd Platform Independent Metamodel consists of seven component metamodels
23
http://www.learnpad.eu
LPIMM > Process Metamodel
It defines a minimal subset of BPMN 2.0 whose metaelements have been selected on the base of
→ the practical expertise of Learn PAd partners working with Public Administrations,
→ Learn PAd requirements, and → preceding deliverable D3.1
24
http://www.learnpad.eu
LPIMM > Process Metamodel
Let us consider the following fragment
25
http://www.learnpad.eu
LPIMM > Process Metamodel
An Activity is an atomic or non-atomic arctivity that is performed within a process. The types of Activities that are a part of a Process are:
→ Task
→ Sub- Process, and
→ Call Activity, which allows the inclusion of re-usable
Tasks and Processes in a diagram
The complete specification
of LPIMM is available in deliverable D3.2

LPIMM > Process Metamodel 30
http://www.learnpad.eu
LPIMM > Process Metamodel
A Lane is a sub-partition within a Process → lanes are used to organize and categorize Activities
→ Lanes are often used for such things as internal roles (eg. Manager, Associate), systems (e.g., an enterprise application),
an internal department (e.g., shipping, finance), etc.
PROBLEM the meaning of the Lanes is
up to the modeler, BPMN does not specify the usage
of Lanes

The component metamodels are woven together by means of weaving models

LPIMM
The component metamodels are woven together by means of weaving models
Lanes in business processes are given semantics in terms of Organizational
Metamodel concepts
33
http://www.learnpad.eu
Weaving
Model weaving is frequent in schema integration and evolution, in the context of Learn PAD
→ Weaving enables multi-view modeling → Weaving represents (declarative) semantic
anchorings, i.e. the semantics of a concept in a metamodel can be given in terms of concepts in another
metamodel.

Overview of Case Reducing the administrative burden the
entrepreneurs refers to a single office, the SUAP office and contact between entrepreneurs and SUAP office has to be done completely on-line
Communications among the SUAP office and other offices in the same or different Public Administrations are managed by the SUAP office without impacting on the entrepreneurs
SUAP office can be placed inside the municipality or can be aggregated and offered by a consortium of municipalities
