CONTRACTING PARTIES - COMMON CHARACTERISTICS AND BARRIERS• High potential for EE and RES, especially hydro, biomass, wind, solar
• Many existing barriers to are still slowing down the implementation of EE and RES policies. New legislation, but real implementation is still a challenge.
• The vast investment needs for major retrofit, and new power plants
• CPs are facing more barriers to financing energy efficiency than EU Member States (economic structure, public budget constraints, lower income etc). Severe effect of economic and financial crisis - substantially reducing economic growth rates, decreasing investment and increasing poverty rates, increase of public debt and the general financial insolvency of the public sector
• Low electricity prices, well below cost recovery level, especially for residential consumers
• Lack of information, skills and practical knowledge of both the providers and the end users of services (too good to be true symptom!!!)
• Need for a strengthened regional cooperation
