METHODOLOGY



The literature search on the key concepts, discussion of the relationship between local governance and citizen participation, and its impacts of ICT usage in local

participatory processes.

Experiences are under a project carried out by International Network Logolink called "ELECTRONIC LOCAL

GOVERNANCE: LATIN AMERICAN PERSPECTIVES" and coordinated by the Office Pólis, Logolink, and

University of São Paulo - Brazil.

Right to be heard People have the right of having channels of direct communication and deliberation.This research considers the use of the Internet in the DPB is a way of promoting the right to participation in public management.

Monitoring of Participatory Budget

Porto Alegre, State of Rio Grande do Sul, South Region - Brazil

When it started?Experience started in 1989. The use of internet to monitoring the PB, since1995.

What is monitoring of PB?Municipality use Internet as a tool to provide information for citizens on the implementation and progress of works and services performed.

What is the implication of PB monitoring?Social Control over its implementation andTransparency for all the data and municipality actions.





DPB with Collection Demands on the internet

Ipatinga, State of Minas Gerais, Southeast Region - Brazil

Experience startedSince 2001 it was incorporated as an indication of PB demands on the Internet.

What is collection demand? People registered on the site can indicate priorities for the PB.

Who can indicate priorities?Citizens with residence in Ipatinga and over 16 years old.

Who does not have internet access?Computers were available in public places the city and supported by local authority staff.





Online voting

Recife, State of Pernambuco, Northeast Region - Brazil

Experience startedExperience started in 2007 you can vote by Internet for the traditional PB (face PB).

How it works?The Internet is part of traditional PB, which is held annually and allows voting in the 10 works have focused on micro-regions of the municipality.Citizen who vote on internet could not vote on face-to-face phase, however could participate of the face-to-face processes and forums.

What is the implication?Improving different kind of participation, such as young people, medium class (historically out of the face-to-face process)





Online voting

Belo Horizonte, State of Minas Gerais, Southeast Region - Brazil

Experience startedExperience started in 2006, using the internet to vote.

How it works?The online process is separated from the traditional PB (face PB). 12 million dollars are separated to people deciding what is better for them.To vote, citizen over 18 y.o. should have residence and fiscal/civil identification.In 2007, citizens could choose one of 180 shares voted in the 18 micro-regions, taking the opportunity to change the order of priorities.

What is the implication?In 2006, almost 23 thousand people (22,856 people) voted by Internet, around 25% of participants in PB. (Municipality has 2,452,617 inhabitants)

How it works?The online process is a part of the traditional PB (face PB). $100 million of argentinian pesos were invested.In 2007, citizens could choose 9 works in all the city.To vote, citizen over 14 y.o. should have residence and civil identification. Registration on internet should be made.

What is the implication?Improving different kind of participation, such as young people over 14 years old and medium class.
