Criteria for developing medium-term IDO indicatorsDOPA criteria for indicators

Direct: closely measure the intended change. Objective: unambiguous about what is being measured and which data to be collected and clear operational definition that is independent of the person conducting the measurement.Practical: reasonable in terms of data collection cost, frequency, and timeliness for decision-making purposes.Adequate: the minimum number of indicators necessary to ensure that progress towards the output is sufficiently captured.

Additional requirement:Applicable to all value chains as much as possible: each value chain has to be able to show its progress to contributing to achieving the IDO in a similar way to enable aggregation. The less consistency over the value chains, the more (specific) narrative is needed to describe the progress.

Remark:A medium-term IDO indicator should be developed to show progress in contributing to achieving the IDO when the IDO indicator cannot be used for this purpose.

IDO1: Increased livestock and fish productivity in small-scale production systems for the target commodities.

Indicator Adoption of new or improved technology and management practices

Definition Proportion of target producers applying improved technology and management practices aimed at increasing productivity through:• an animal's efficiency in converting feed mass into increased milk

production• an animal's efficiency in converting feed mass into increased body

mass (meat and fish)• increased reproduction• decreased morbidity and mortality (increased survival)

Data requirements Data: level of application of improved technology and management practices by target producers in target commodity value chainData source: Farm and household KAP surveys

IDO2: INCREASED QUANTITY AND IMPROVED QUALITY OF THE TARGET COMMODITY SUPPLIED FROM THE TARGET SMALL-SCALE PRODUCTION AND MARKETING SYSTEMS.Indicator Women’s control of production and productive assets

Definition Proportion of women reporting (joint) control of production and productive assets from participating in target value chain.

Data requirements Data: information from women on their level of control of production and productive assets from participating in target value chainData source: secondary data, farm/household surveys

Indicator Exposure to zoonotic diseases in the value chain/at consumption

Definition Reduced risk of exposure to pathogens/hazards causing livestock associated diseases in the value chain or at consumption

Data requirements Data:Data source:

The medium-term indicator for IDO1 “Adoption of new or improved technology and management practices” could also be applicable to IDO2.

IDO3: INCREASED EMPLOYMENT AND INCOME FOR LOW-INCOME ACTORS IN THE TARGET VALUE CHAINS, WITH AN INCREASED SHARE OF EMPLOYMENT FOR AND INCOME CONTROLLED BY LOW-INCOME WOMEN.Indicator Adoption of new or improved market facilities, technology and

practices

Definition Level of adoption of new or improved market facilities, technology and practices through:• Increased number of storage facilities (incl. cooling)• Dedicated market places• Market information communication/technologies• Improved handling and transport practices • Etc.

Data requirements Data: level of adoption of new or improved market facilities, technology and practices as mentioned aboveData source: Value chain KAP surveys

Indicator Diversification of products from target commodities

Definition Diversification of products from target commodities

Data requirements Data: number and kinds of new productsData source: Value chain surveys

IDO3: INCREASED EMPLOYMENT AND INCOME FOR LOW-INCOME ACTORS IN THE TARGET VALUE CHAINS, WITH AN INCREASED SHARE OF EMPLOYMENT FOR AND INCOME CONTROLLED BY LOW-INCOME WOMEN.

Indicator Adoption of technologies suitable to create employment for (low income) women in the value chain.

Definition Level of adoption of technologies suitable to create employment for (low income) women in the value chain.

Data requirements Data: level of adoption of technologies suitable to meet women's needs and capacities create employment for (low income) women in the value chainData source: Value chain surveys

Indicator Women’s control of (household) assets

Definition Proportion of households in which women reporting significant part of control of (household) assets from participating in target value chain.

Data requirements Data: number of households in which women control significant part of (household) assets from participating in target value chain and total number of households in sample Data source: secondary data, household surveys

CGIAR is a global partnership that unites organizations engaged in research for a food secure future. The CGIAR Research Program on Livestock and Fish aims to increase the productivity of small-scale livestock and fish systems in sustainable ways, making meat, milk and fish more available and affordable across the developing world.
