Use of GI data via VHs Non-profit (open license) Profit (proprietary license)

AccessFree (access any and all the data for verification purposes), ideally under open license.

Free (access the data to see if it’s there, and what kind of data is available).

Reuse Free (i.e., for educational purposes).

Small fee to cover marginal cost of distribution.

SharingFree (this is done by VH organizations for instance) and all stakeholders can share the data.

Not applicable – GI data brokered by VHs can’t be shared under proprietary license (VHs don’t own the data and in practice won’t be able to access proprietary data).

Main uses of GI via VHs

Marginal cost of distribution of GI data by

VH.

Fixed costs (staff,

servers, utilities, updates,

software) and network costs.

Fee payable by GI data user upon reuse with proprietary

license.

Revenue stream

Virtual Hub organization

GI data user

The payment equals marginal cost of distribution (fixed costs of server use,

staff, software maintenance, customer

relationship).

Payment due only when data reused under

proprietary license.

Virtual Hub organization

GI data provider

The payment equals marginal cost of distribution

(overhead costs of server use, staff salaries, software

maintenance and updating).

Payment due when reusing newly enriched or linked data through VH, even if that data was originally provided by the same GI

data provider.

VH use fees

GI data providers' revenues.

Charging GI data users for the reuse

of their data via VHs - as low a fee as

possible.

Linked, contextualized GI

data - but if reused by providers, they

must pay the fee to VH (even if data originally theirs).

Offering data services to GI data users. Important in private providers.

Funding from public sources (and

pressure to offer the data for free/small

fee to all).

Other revenues: unrelated to VHs,

exposure, partnerships.

GI data providers: revenues

Ensuring the consistency of VH service once the E-OD disbands.

VHs need to be updated with the same software, so that the work is not duplicated.

Existing informal and working links among partners (knowledge transfers).

Formalization of those links – 3 years down the line? Organization of workshops, email lists…

Coordination of VHs

Coordination of changes and major decisions – who makes them?

Negotiations on behalf of the VHs with data providers.

Resolving legal challenges and problems.

Not letting a VH to ‘lag behind’ (technologically or in the amount of data brokered).

High-level functions

What kind of mechanism can we use for

coordination? Are there any existing

projects/examples?

Will all partners be involved, or just the VH

partners?

How do we obtain funds for coordination? Who

pays for it?

What kind of organizational structure shall we adopt? To what extent do we formalize

it?

Are we going to promote the appearance of new

VHs, in other EU countries or on the local

level? What kind of support will we offer?
