People don’t like to be screamed at

To: people who need to know or act on CC: people who ought to know but don’t

need to take any action BCC: to protect address privacy when

emailing a large group Assume your use of BCC may be revealed

Do reply all when you have handled something sent to a group

Do not use reply all when your response is not of interest to everyone

Using reply all to emails sent to the whole organization is something you should think VERY CAREFULLY about

You will really annoy EVERYONE who reads an email like this.
