Intermittent powersupply

BANGALORE: There will beintermittent power supply onSeptember 3 between 10 a.m.and 2 p.m. in the areas fed bythe Somanahalli Station andSub station Kumbalgodu MUSSdue to maintenance work. BANGALORE: While present-ing the Bruhat BangaloreMahanagara Palike (BBMP)budget for 2013-14, MayorD. Venkatesh Murthy saidstress will be given to thedevelopment of outerwards. However, this is notthe case, as found out by Ja-naagraha, a not-for-profitorganisation.

After analysing the Rs.8,520-crore budget, the or-ganisation found that thereis asymmetry in the alloca-tions for inner and outerwards, despite the popula-tion increase in the outerwards.

Srikanth Viswanathan,coordinator, advocacy, re-search and capacity buildingat Janaagraha, told report-ers here on Friday that theallocation of funds to theouter wards is not commen-surate with the populationincrease.

He said that of the totalbudget outlay, only Rs. 647crore (around eight percent) is assignable to thevarious wards. The remain-ing funds have been budget-ed without specifying thelocation where the projects/works will be taken up.

Though the populationhas grown by 119 per cent inthe 62 outer wards, they getjust Rs. 149 crore (of the Rs.647 crore).

While the populationgrowth in the 136 innerwards is just 19 per cent,

these wards have got an allo-cation of a whopping Rs. 498crore, he stated.

Among the top 10 wardsthat have received generousfunds, which are incidental-ly all inner wards, are Katri-guppe (Rs. 31 crore),Vasanthnagar (Rs. 30 crore)and Byrasandra (Rs. 26crore). Nine of these top 10wards are represented by

councillors from the BJP,which is the ruling party inthe BBMP council.

He added that the averageward allocation is aroundRs. 3.3 crore. However, 27 ofthe 30 wards with the lowestWard Quality Score (WQS),as per Janaagraha’s WQS2013 survey, have receivedan average of only Rs. 1.6crore. Janaagraha also

found that 133 wards of the198 have been allocatedbudgets lower than the aver-age. Of the 10 wards with thehighest increase in popula-tion (as per Census 2011),only two wards — Begur andHoramavu — have receivedan above average budget al-location.

Mr. Viswanathan said theaverage allocation for As-sembly constituencies isaround Rs. 30 crore. Thebottom four Assembly con-stituencies (as per WSQ2013) — Dasarahalli, Maha-devapura, Yeshwantpur andByatarayanapura — have re-ceived budgets below the av-erage. The top Assemblyconstituencies — Jayanagar,Yelahanka, B.T.M. Layout,Shivajinagar and Malleswa-ram — have received morethat the average.

At a category level, whileroads get the highest shareof 41.5 per cent of the totalbudget, footpaths, lakes andtrees get a measly 1 per centeach, while parks and play-grounds have got less than 1per cent.

While storm water drainsgot 7.8 per cent, publicamenities get 4.9 per centand garbage gets 2.8 percent. Overheads and relatedexpenses accounted for 24per cent.

All these data are part ofthe city budget briefs thatwill be shared with the elect-ed representatives and citi-zens’ groups. Janaagrahahopes to encourage data-driven debates regardingbudgetary allocations in theBBMP council and amongcitizens.

BANGALORE: The Bangalorecity police have to wait fortheir turn to secure the cus-tody of Indian Mujahideenterror suspect Yasin Bhat-kal, who was nabbed by offi-cials of the NationalInvestigation Agency on theIndo-Nepal border onWednesday.

Though Yasin played a keyrole in the terror attacks inBangalore, police pointedout that he is equally in-volved in about 10 other ter-ror attacks allegedly carriedout by him across the coun-try.

He is also wanted by thepolice of 12 States, who arewaiting for their turn to grillhim to get informationabout their cases.

Considering the numberof cases booked against Ya-sin in Bangalore (so far, hehas been booked only inChinnaswamy stadium blastcase), a senior police officialsaid it was unlikely that thesuspect would be handedover to city police immedi-ately.

and need to wait for sometime to secure his custodysince all the investigatingagencies, including NationalInvestigation Agency (NIA),Intelligence Bureau (IB),Research and Analysis Wing(RAW), Delhi SpecialBranch and MaharashtraATS, are waiting for theirturn to grill him, as he is ahandler known for activa-

BANGALORE: Two weeks aftera traffic policeman was as-saulted on BannerghattaRoad, the Mico layout policearrested two persons on Fri-day. The accused, Shivraj

Kumar alias Rehan (25) andNabi-ullah alias Shafiullah(21), both residents of Ban-galore, were tracked down toTamil Nadu.

In the early hours of Au-gust 16, Assistant Sub-In-spector (ASI) RamegowdaH., was inspecting the trafficsignal lights near SagarApollo junction when themiscreants approached himon a motorbike. The pillionrider shouted out at the offi-cer stating “you are the onewho booked my youngerbrother for drunken driv-ing”, grabbed a helmet andhit the policeman with it.

The police claimed that theASI was hit three to fourtimes with great force.

The Mico Layout policelaunched a search and tracedthem to Tamil Nadu wherethey were arrested on Fri-day. They have been bookedfor assault or criminal forceto deter public servant un-der different sections of theIPC. The police have alsoseized a motorbike from theaccused.

Meanwhile, Mr. Rame-gowda was treated for inju-ries at a private hospital forhead injury and is back onduty.

Two held for assaulting ASI Staff Reporter

BANGALORE: Three persons,including an elderly couple,ended their lives in differentparts of the city on Friday.

Chinnaraju (68) and hiswife Nirmala (63) werefound hanging at their resi-dence in Bantepalaya in Ma-diwala police limits onFriday. The incident cameto light when their son, Pala-ni, a tailor, returned homefrom work and found hisparents hanging from theceiling.

According to the police,Palani had left home in themorning and upon return-ing, grew suspicious whenno one opened the door de-spite continuous knocking.He later broke into thehouse and found them hang-ing.

A death note was alsofound which stated that thecouple had ended their livesas they owed money to mon-ey lenders, who had oftenvisited them demanding re-payment, the police said.

In another incident, a 31-

year-old cab driver wasfound hanging from a treeon Hesaraghatta Main Roadin the early hours of Friday.

The deceased Srinivas, anative of Kerala, was livingin a rented house in Med-arahalli near Hesaraghattaalong with his mother. Inthe early hours of Friday,passersby observed his bodyhanging from the tree andalerted the police. Srinivas’smother told the police thather son had been depressedas he had not been able torepay loans.
