Chaudhary Devi Lal University, Sirsa was established in 2003 by an Act of the State LegislativeAssembly with a view to facilitate and promote quality higher education and research in theemerging areas of Information Technology and Computer Education, Bio-technology,
Environmental Studies, Technology and Management Studies and to achieve excellence in these andallied fields.
After early teething problems, the University has now emerged as an institute of immense potential.Crucial steps have been taken up to develop it as a Centre of Excellence & Research. The Universityhas achieved the target of getting recognition under Section 12(B) of the U.G.C. It is a member ofAssociation of Indian Universities (AIU). It has also been approved by Distance Education Council(DEC) to run Distance Education Programmes. The University has well-qualified and highly experiencedteaching faculty to impart quality education. The speedily upcoming infrastructure has given it aface-lift.
We are learning in an age where knowledge is empowerment. With a view to create a solid academicbase the faculties are encouraged to initiate advance research work and increase knowledge base inorder to deliver quality input to the students. National Seminars/Conferences/Workshops are organizedto boost academic atmosphere. While the teachers are motivated for self-improvement throughacademic interactions at higher levels, the students are encouraged to take active part in extra-curricular activities and sports in order to hone their knowledge and skills.
In tune with the efforts of Haryana Government to revamp the Higher Education, five year integratedcourses in some of the departments are being tailored. Also, we are offering several Job-orientedcourses, which help the students to gain confidence in their capabilities and the students grow tocontribute towards the economic growth of our society. Further, the University feels the need ofmore job-oriented courses in various disciplines so that the hope and aspirations of the stakeholdersare adequately met and the students are well paced in high-ranking jobs both at home and abroad.The University is at the threshold of launching comprehensive computer literacy drives and startpersonality and leadership development programmes for all its students. Efforts are being made totone up the administrative machinery to give logistic support for quality academic contents and itsquality delivery for the courses being offered by this University.
To meet the educational aspirations of educationally disadvantaged segments of the society, whichcould not afford education through regular mode, the University has designed and offered a widerange of job-oriented professional courses through distance education mode from the year 2006-07.
I hope that while the inflow of central grants would accelerate the pace of the progress, the sincereefforts of the faculty and cooperation of the intelligentsia will help the University in establishing itselfas a Centre of Academic Excellence.

UNIVERSITY AT A GLANCEEstablished on 2nd April, 2003, Chaudhary Devi Lal University, Sirsa is named after Jan Nayak ChaudharyDevi Lal, the former Deputy Prime Minister of India and the former Chief Minister of Haryana.
This University was set up by the Government of Haryana under an Act passed by the State Legislature.The University has a sprawling campus of 213 Acres 4 Kanal 12 Marlas at Barnala Road, Sirsa. The mainobjective of the University is to facilitate, promote and excel in Higher Education, Research andConsultancy in the contemporary as well as emerging areas of knowledge. The emphasis is to impartquality education by providing congenial and liberal atmosphere in the campus. The inception ofhigh-tech culture involving computer-based facilities, internet connectivity and modern administrativetechniques have been integral characteristics of this University from the very beginning. There is agood stock of books and study material of high standard in the University library. Research journals ofNational and International repute are being subscribed.
There are 16 Teaching Departments with 40 courses in the University. The University has well-equippedlibrary, laboratories and hostels for boys and girls. Well-known, reputed and experienced academiciansand professionals have been associated in preparing the academic curriculum of different courses. It isimportant to mention here that special attention has been given to follow the guidelines of the UGCand other regulatory bodies in preparing the course curriculum. Haryana Govt. vide Notification No.38/23/07-2TE dated 28.06.2007 attached Chaudhary Devi Lal Memorial Engineering College, PanniwalaMota (Sirsa) to the University as its constituent College. This college sprawling over an area of about50 acres offers graduation programmes in 6 branches of Engineering. Admissions in this college aremade on the basis of the result of A.I.E.E.E.
The University has two Teaching Blocks, Guest House, Vice Chancellor’s residence and 87 houses forthe teaching and non-teaching staff and four well-furnished hostels for boys and girls. Majestic buildingof Science Block has been completed and occupied by the Departments of Physics, Chemistry,Biotechnology, Food Science & Technology, Energy & Environmental Sciences and Mathematics. TheUniversity has developed its own Media Centre equipped with hi-tech gadgets. The construction ofan impressive Main Gate and Vivekanand Library has already been completed while the constructionof Administrative Block is in the full swing. for Faculty and Staff, Children Park, Teaching Block No. 3 and the building for University Centre forDistance Learning are in pipeline. The University has ATM facility of State Bank of India. Medicalfacilities have been made available to the students through a regular appointed Medical Officer andtechnical staff.

The University has adopted innovative methods in the conduct of University examinations. The Universityhas also made a distinction in timely declaration of results. The students of this university have showncommendable results in academics as well as co-curricular activities.

HOSTELS
At Present, there are four hostels; two for girls and two for boys, namely, Harki Devi Bhawan (Girls’Hostel-I), Kalpana Chawla Bhawan (Girls’ Hostel-II), Lala Lajpat Rai Bhawan (Boys’ Hostel-I) and SardarPatel Bhawan (Boys’ Hostel-II). 818 (487 Girls and 331 Boys) students are residing in the hostels. Allthe four hostels have been provided with tube lights and ceiling fans in every room. Electric geysershave been installed in Bathrooms. Water coolers with RO system have also been provided. The Hostelshave subscribed to several national & regional dailies and magazines for enabling the students toknow what is happening around the world. The facility of 32" Plasma TVs alongwith Dish/DTH facilityhas been provided in common rooms of all the hostels. Telephone facility is provided inside the premisesof the all hostels, so as to enable the residents to talk to their parents. Medical facilities to all hostelresidents are provided through the University Health Centre located in University premises. A totalnumber of 38 benches (Three-seater each) has been provided in the premises of Girl’s and Boy’sHostels separately.
Hostel Authorities make earnest efforts to see that the students get a cleaner surrounding within andoutside the hostel premises and get hygienic food. The complaints of hostel residents are attended toat priority level and every effort is made for their redressal. The hostels mess are being run onco-operative basis.

SHAPING THEIR FUTURE
COMPUTER LABORATORIESThe department of Computer Science & Applications under the Faculty of Physical Sciences of the Universityhas three well-equipped Computer Labs. having around 70 Computer Systems (Hp-Compaq, Acer P-IV,Compaq Deskpro - Celeron, Compaq Deskpro –horizontal P-III) and two servers with two Online UPS.Internet facility is also provided in the lab through broadband connection of 100 mbps bandwidth. TheUniversity is planning to widen the bandwidth through Wi-Max connectivity very shortly.

UNIVERSITY LIBRARY:
A good library is the backbone of an Educational Institution. Enrichment of the University library is a top
priority. The new library building with all amenities is complete and will be functional before the start of
the session 2010-11. The Library at present has a total collection of 25,767 books for M.Tech (Computer
Science & Engineering), Master of Computer Applications (MCA), Master of Science (Biotechnology, Physics,
Chemistry, Mathematics, Food Science & Technology and Environmental Science), Master of Business
Administration (General), Master of Commerce (M.Com.), Master of Business Administration (Business
Economics), Master of Laws (LL.M.), Master of Physical Education (M.P.Ed.), Master of Arts (English,
Economics, Public Administration, Mass Communication and Education), Bachelor of Laws 3 year Professional,
Bachelor of Laws (5 year Integrated course), Master of Business Administration (5 year Integrated Course),
Bachelor of Education (B.Ed.), Bachelor of Physical Education (B.P.Ed.), BA (Mass Communication), PG Diploma

Employment News and 14 newspapers to cater to the need for general information. The photocopier
facility is also available in the University Library.

WELFARE SCHEMES FOR SC/BC STUDENTS:
The University ensures proper implementation of various schemes of the UGC/Government of India/StateGovernment concerning admissions, scholarships etc. for the welfare of the students of reserved categories.The guidelines as revised from time to time by the Central and State Governments are displayed on theNotice Boards, prominent places and in the University prospectus for the benefit of the students belongingto SC/BC category. The guidelines are strictly adhered to. Apart from Post Matric Scholarship for SC/BCstudents, the State Merit Scholarship scheme has also been introduced from the session 2007-08 and thestudents of the University are being given benefit accordingly. As per guidelines of the UGC, SC/ST Cell hasalso been established in the University.
The Post Matric Scholarship form for SC and BC students is available at Annexure-XX. The guidelines/instructions in this regard are at Annexure-XXI.
SPORTS FACILITIES:
All sports activities of the University are being run under the Sports Council. The University is havingfollowing playfields at its Campus:

STUDENTS’ WELFARE:The office of the Dean, Students’ Welfare helps the students in their overall development and to become agood citizen. Regular monitoring, guidance, issue of bus passes, organization of Educational Tours are themain activities of this office. Every year, annual sports meet are being organized by this office for all rounddevelopment of the students studying on the University campus.
UNIVERSITY CENTRE FOR DISTANCE LEARNING (UCDL):To cater to the needs of the students who cannot afford regular admission and for the benefit of studentsof far-flung and unreached areas, in the session 2006-07 the University established the University Centrefor Distance Learning which offers various job-oriented courses through Distance Mode. The UniversityCentre for Distance Learning has planned to meet the challenges of the times and growing requirements ofthe people of the area. The Centre offers several courses through distance mode such as BCA, BA (MassCommunication), MBA, MCA, M.A. (Mass Communication), M.A. (English), M.A. (Education), M.Sc.(Computer Science), Post Graduate Diploma in Computer Application (PGDCA), Post Graduate Diploma inBusiness Management (PGDBM), Post Graduate Diploma in Mass Communication (PGDMC) and Diploma inComputer Science & Technology (DCST). The Distance Education Council has given provisional recognitionto all the courses run by University Centre for Distance Learning.
To help the students in seeking day to day information of the University Centre for Distance Learning,University website is updated regularly. The information relating to the Handbook of Information, PersonalContact Programme, Date-Sheet and other related information for the students of Distance mode areavailable on the University Website in English. For the convenience of students, the University Centre forDistance Learning has introduced Online Admission Form Collection Centre from the session 2009-10 andSpot Admission Form Collection Centre is already operating since 2006-07.
NATIONAL SERVICE SCHEME:National Service Scheme (NSS) is a noble experiment in academic expansion. It inculcates the spirit ofvoluntary work among the students and teachers through sustained community interaction. It brings outacademic institutions closer to society. It shows how to combine knowledge and action to achieve results,which are desirable for community development. National Service Scheme at this University was established

The College Library is housed in the Academic Block where adequate number of books, journals andperiodicals are available. Library has a large number of titles and volumes of books. Sufficient number ofjournals besides e-journals in various disciplines of Engineering is being subscribed to.
The Computer Laboratory has computers of the latest configuration. In addition to catering to the need ofthe students of the Computer Science & Engineering, the Laboratory also caters to the need of students ofother departments, the faculty and staff of the College. The College has created unlimited Internet facilityin the Lab and College Campus, through V-SAT with 256 kbps, which is available to the students 24 hourswithout any extra charges. The College has established a well equipped Computer Centre. The Centre hasmore than 300 personal computers with latest configuration including 50 no. of Lap-Tops of higherconfiguration. The INTERNET Connectivity through V-SAT provides students and faculty opportunities toaccess and download information of all kinds from various sources. The College has its own water-worksarrangement with sewerage treatment plant. The College has three Guest houses for functional stay ofGuests coming in the College from time to time.
The College has its internal outdoor game facilities for students. It has indoor Gymnasium in the boys’hostel, sports facility in both hostels. The hostels have common room to study & common T. V. room forentertainment of inmates of hostel.

A ten member NSS Committee was constituted under the Chairmanship of the Vice-Chancellor. There aretwo units of NSS in the University, one for the University Teaching Departments and another for ChaudharyDevi Lal Memorial Engineering College, Panniwala Mota, a constituent College of the University.
CH. DEVI LAL MEMORIAL ENGINEERING COLLEGE, PANNIWALA MOTA, SIRSA –A Constituent College of the University :
Chaudhary Devi Lal Memorial Engineering College, Panniwala Mota was established in 2003, as an institutionfully funded by the Government of Haryana. The College has been a constituent College of the Universitysince the Session 2007-08. The College is located at a distance of 21 KM from district headquarter Sirsa onthe Delhi-Sirsa-Fazilka National Highway (NH-10) at Panniwala-Mota. The college campus spreads over asprawling area of about 50 acres. The campus is planned out with picturesque landscape, numerous buildingsand wide road network. It presents a spectacle of harmony in architecture and natural beauty. There is oneAcademic Block, Administrative Block, one Mechanical workshop block, two hostels, each for boys & girlsstudents to accommodate about 450 boys & 350 girls inmates and 49 residential houses for staff. MechanicalBlock inaugurated by His Excellency the Governor-Chancellor was added in January 2009. The admission tounder-graduate (B.Tech) programmes is based on the performance of the candidates in All India EngineeringEntrance Examination (AIEEE).

CHAPTER 1ADMISSION PROCEDURE
1. Admission to MCA, MBA (General) and MBA (Business Economics) will be made by Haryana StateCounseling Society, Panchkula. Admission to MCA course will be made on the basis of merit inOnline Entrance Test-OLET (MCA) 2010 whereas admissions in MBA General and MBA BusinessEconomics shall be made on the basis of merit in MAT-Management Aptitude Test (MAT). TheAdmission to B.Ed. course will be made through State Level Entrance Test.
2. The candidates shall have to use the Application Form enclosed in the Handbook of Information.Downloaded application forms (from University websites www.cdlu.edu.in and www.cdlucse.org)shall also be accepted subject to the condition that the candidate would have to deposit the costof the application form (Rs. 150/- for SC/BC categories and Rs. 600/- for others) in the shape ofdemand draft in favour of the Registrar Ch. Devi Lal University, Sirsa payable at Sirsa or submit thecash receipt of the University in lieu of Application Form fee. Photocopy or any other copy of theApplication Form will not be entertained. Separate Application Form should be used for eachcourse.
3. Application Forms duly filled in all respect accompanying relevant documents must reach on orbefore the date given in front of each course as under:-

4. All the candidates who have applied for admission will have to appear in the Entrance Test as perthe scheduled date and time. In case the number of applications received is not more than thenumber of sanctioned seats in a course, then the Entrance Test will not be conducted and theadmission to the course will be made as per merit in the qualifying examination plus weightage(s)admissible, if any.
5. ENTRANCE TEST:
(i) The admission to all the Courses will be made on the basis of combined merit of Entrance Testand the qualifying examination plus weightage(s) admissible, if any. There will be 50% weightagefor the qualifying examination and 50% weightage for Entrance Test Marks.
(ii) The Entrance Test will be held as per the schedule in the concerned Department.
(iii) The Entrance Test will be based on the syllabi of qualifying Examination.
(iv) The Entrance Test will consist of 50 multiple choice objective type questions of two marks eachi.e. the Test will be of 100 marks. Duration of the Test will be 75 minutes.

(v) There will be no negative marking in the Entrance Test.
(vi) Admit card for appearing in the Entrance Test will be issued by the University. If the candidate doesnot receive the same, he/she may contact to the concerned department, along with proof ofsubmission of application form for duplicate admit card, a day before the date of entrance test.
6. Admissions will be made on the basis of combined merit of Entrance Test and qualifying examinationplus weightage admissible, if any. The candidates can submit their result/revised result of qualifyingexamination at any time during the process of admission. However, their candidature will beconsidered for admission in subsequent provisional admission lists. All other relevant documentsshall have to be submitted alongwith the Application Form.
7. The admission lists in descending order of merit will be displayed on the Notice Board of theconcerned department, as per the given schedule. No separate intimation for counseling will besent to the candidates.
8. Candidates whose name appear in the merit list will have to present themselves personally beforethe admission committee at the scheduled date, time and place for verification of their originaldocuments. Excuse of any sort including late arrival of buses, trains or any other mode of transportand claims of having been sick for not presenting themselves in time, etc. shall not be entertained.
9. Fees from the students will be charged semester-wise. Fees shall be deposited as per scheduleprescribed by the University.
10. The selected candidates, who fail to deposit their dues by the scheduled date, shall not be consideredfor the subsequent lists. However, such candidates may be considered for admission at the time ofPhysical Presence.
11.The Department concerned shall display the merit lists on its Notice Board on the date(s) mentionedin the Handbook of Information. It shall be the responsibility of the candidate to inquire from thedepartment concerned about his/her name in the merit list. No separate intimation for counsellingshall be sent.
12.The students will have to produce original documents at the time of registration/admission exceptthe migration certificate which can be submitted for the purpose of Registration as per the schedulegiven in HBI. The original certificates of the educational qualifications of the students admitted todifferent courses shall be returned to them immediately after their enrollment in the Department.
13.The confidential result of the examinations and the duly verified result published on the officialwebsite of the concerned University shall be treated as the proof of having passed the qualifyingexamination. However, the candidate shall have to produce the original DMC/Degree for the purposeof admission within a month from the date of despatch by the concerned University otherwise his/her case of registration will not be considered.
14.The seats remaining vacant in any reserved category shall be filled from Haryana open categorycandidates at the time of Physical Presence, if the candidates belonging to the respective categoryare not available at the time of Physical Presence. Further, in case, the seats remain vacant inHaryana Open Category, the same will also be thrown open to All India Open category at the timeof Physical Presence.
15. An Attendance Register will be maintained on which attendance will be marked till 11.00 a.m.sharp on the day of Physical Presence as per the dates shown in the Handbook of Information. Theadmission to vacant seats will be made on the basis of the merit of the candidates present. Suchcandidates will be required to bring all the original certificates and testimonials accompanied withthe requisite fee on that very day.

16. The seats remaining vacant on the date of Physical Presence will be filled on the next working dayfrom the candidates in the waiting list of the Physical Presence. Such candidates will have todeposit the fee on that very day.
17. System/formula for admission in the following situations:
(a) The candidates who come from other Universities/Institutions where percentage of marks isawarded along with OGPA, the percentage of marks as awarded by the concerned Universitywill be considered and no further conversion is required.
(b) In case of other institutions or Universities where no equivalent percentage of marked is expresslyprovided, but the conversion formula of the OPGA awarded has been given by the concernedUniversity, the percentage of marks would be obtained by using the conversion formula ofthat University.
(c) In case of other Institutions or Universities where no equivalent percentage of marks is given orno formula for conversion of the OGPA is expressly provided, the percentage of marks will becalculated on the basis of the following simple linear formula made evident from followingexamples:
i) If a candidate gets 4 on a scale of 5, his 4/5 X 100=80%percentage of marks would be
ii) If a candidate gets an OGPA of 7 on a 7/10 X 100=70%scale of 10, his percentage of marks will be
iii) If a candidate gets 3 on a scale of 4, his 3/4 X 100=75%percentage of marks will be
(d) For the students of other Institution/Universities who are governed by the 4-point scale, thepercentage of marks obtained by the students and mentioned on their transcript would beconsidered.
18. At the first instance, the admission in Departments will be made on the basis of combined merit ofthe Entrance Test and qualifying examination plus weightage(s) admissible, if any. If some seatsremain vacant after exhausting the list of candidates who have appeared in the Entrance Test andafter completing the admission schedule given in HBI, then the fresh admissions for these vacantseats can be made on the basis of merit in qualifying exam plus weightage(s) admissible, if any.
19. To start a course, the requirement of minimum number of applications will be 25% of the sanctionedseats in regular courses and 50% of the sanctioned seats in self-financing courses. Further, theChairperson of concerned Department will ensure the financial viability before starting the Self-Financing Course.
20. In case the number of students admitted falls short of 10 in a particular course, the classes for thatcourse will not be started.
21. If, at any stage, it is found that the candidate has supplied any incomplete or false or incorrectinformation in the application form, his/her candidature for the course shall be cancelled and he/she shall be liable for disciplinary action as per the University rules.
22. The candidates shall not indulge in any act of Ragging. If a candidate is found to have beeninvolved in such an act, his/her admission shall be cancelled, besides a penal action under the law

will be taken against such student(s). The candidate and his/her parent/guardian shall sign anundertaking to this effect on the proforma given in HBI at Annexure-XIX.
23. The students enrolled in courses other than week-end and evening courses shall submit anundertaking to the effect that they are not doing/will not do any kind of job during the period oftheir study.
24. The provisions of the relevant ordinances shall be adhered to for promotion to the next higherclass.
25. All certificates/undertakings/affidavits to be submitted by the candidates should be strictly accordingto the format given in Hand Book of Information.
26. No original certificate/document/testimonial should be attached with the Application Form.Necessary certificates/documents/testimonials in original will be required at the time of counseling.Only the photocopies of the certificates/testimonials/documents duly attested should be attachedwith the Application Form.
27. Any legal dispute relating to admission of a student shall be subject to jurisdiction of the Courts atSirsa.
NOTE:
1. No admission shall be made beyond August 31, 2010 (for semester system).
2. The selected candidates will be required to deposit their admission fee by the prescribed date andtime, failing which they shall loose their claim for admission and shall not be considered in thesubsequent merit lists. However, such candidates can be considered for admission at the time ofPhysical Presence.
3. After checking the original documents, if found eligible, the candidates will be given admissionslips. After depositing the fee with cashier, the candidates will produce a copy of the feereceipt in the office of the concerned Department and will get their names enrolled in theDepartment.
4. If any candidate does not deposit a copy of his/her fee receipt in the concerned Department withinthe prescribed date and time, his/her admission will stand cancelled even though he/she hasdeposited the fee. His/her seat will be treated as vacant and will be allotted to the next candidate.Such a candidate will, himself/herself be responsible for the rejection.
HOW TO APPLY1. Before filling the Application Form, the candidate should read the Handbook of Information
thoroughly and carefully.
2. All the particulars in the Application Form must be filled in legibly by the candidate in his/her ownhandwriting in English. Incomplete applications will not be entertained.
3. All the entries in the Application Form should be duly filled in by the candidates.
4. The applicants will have to affix the latest passport size photographs duly attested on the ApplicationForm and on the Admit Cards at the space earmarked for it.
5. The Application Form duly completed in all respects, in candidate’s own handwriting, should

reach the office of Deputy Registrar (Academic), Chaudhary Devi Lal University, Sirsa-125055(Haryana) by the scheduled date up to 5:00 p.m. Applications received after the closing datewill not be considered.
6. The University will not be responsible for any postal delay in the receipt or loss of application formin transit.
7. The application form filled on downloaded proforma (from University websites www.cdlu.edu.inand www.cdlucse.org) will be accompanied with Demand Draft of Rs. 600/- (Rs. 150/- for SC/BCCandidates) in favour of the Registrar, Chaudhary Devi Lal University, Sirsa payable at Sirsa.
8. If the last date for receipt of Admission Forms falls on a holiday declared by the University, the nextworking day will be considered as the last date for the purpose.
9. Character certificate is essential and the details of Character Certificate to be furnished are asunder:
(i) Private Candidates:
Candidates who have passed the qualifying examination as private candidates should submittheir Character Certificate duly signed by a first class Magistrate/Public Notary.
(ii) Candidates who have passed the qualifying examination as regular students:
Such candidates must submit the Character Certificate from the Head of the Institution lastattended as per the specimen attached in this Handbook at Annexure-I.
10.The applications for admission shall be accompanied by the following documents:
(a) Attested copies of certificates of the last Public Examination passed.
(b) Attested copies of certificates showing marks obtained and maximum marks in each subject ofall Public Examinations.
(c) Attested copies of Matriculation or equivalent examination certificates in support of Date ofBirth.
(d) Attested copies of Certificate of distinction in sports/NCC/NSS etc., if any.
(e) Attested copies of certificates on the proforma as prescribed in the Handbook of Informationin case a candidate belongs to SC/BC (Block A and B).
(f) Attested copies of certificates of residence in case a candidate who has not passed the qualifyingexamination from University/Board of School Education/Institutes situated in Haryana but claimsto be a bona fide resident of Haryana.
(g) Attested copies of Employment Certificates from the employer, if the candidate is an employee.
(h) An affidavit by the parents (both father and mother) of the BC category candidates on theprescribed proforma given in the Handbook of Information (HBI) regarding creamy layer.
(i) Gap year(s) Certificate/affidavit duly attested by 1st class Magistrate or Public Notary.
Applications, not supported by the above documents, will be treated as incomplete and suchapplications will be rejected summarily.

CHAPTER 2GENERAL INSTRUCTIONS
1. Nothing contained in the Handbook of Information would be construed to convey sanction orcited as an authority. Whenever there is inconsistency or contradiction, the University Ordinancesand the Regulations contained in calendars Vol. I, II, III of the Kurukshetra University, Kurukshetrashall be applicable, except those provisions which do not have any relevance for Chaudhary DeviLal University, Sirsa.
2. If the concerned authorities are not satisfied with the character, past behavior and antecedents ofa candidate, they may refuse to admit him/her to any course in order to ensure and maintain theacademic standard, discipline and peaceful atmosphere in the University. The Vice-Chancellor mayalso cancel the admission of any student for a specific period.
3. Candidates who have got compartment in the qualifying examination shall not be allowed admissionto any course.
4. Blind candidates shall be given a relaxation of 5% marks (not below the pass percentage) in theminimum eligibility conditions.
5. In case the minimum percentage of marks required for SC candidates is not mentioned specificallyagainst any course(s), they will be required to have obtained minimum pass marks in the qualifyingexamination.
6. No student shall be permitted to be on the rolls of two departments of the University simultaneously.
7. For determining the eligibility of a student, percentage of 0.5% or more shall be rounded off tothe next number and the percentage of less than 0.5% will be ignored.
8. At the time of admission, every candidate shall be required to give an undertaking of good behavior.If a candidate, after his/her admission to any course in the University Teaching Department, isfound to be indulging in any kind of ragging or any act of indiscipline, his/her admission is liable tobe cancelled. The candidate and his/her parents/guardian will have to sign an undertaking to thiseffect in the Application Form for admission.
9. If a student remains absent continuously for seven days in any subject/course, (04 consecutiveteaching days in case of M. Tech. CSE part time) his/her name will be struck off from the rolls of theDepartment and he/she will have to deposit an amount of Rs.500/- for re-admission and a fine ofRs. 10/- per day for the period of absence, which should not exceed 15 days (08 consecutiveteaching days in case of M. Tech CSE part time) in any case. Such a candidate will be allowed toappear in the examinations only if he/she fulfils the requirement of attendance/lectures etc. as perrules mentioned in HBI. In no case, a student will be allowed re-admission second time.
10. All the admissions shall be provisional till their registration in the University is finalised.
11. Reservation of seats shall be as per University /Haryana Government rules.
12. In case two or more candidates have equal percentage of marks in the merit list, their marks of thenext lower examination will be considered. If again the score is equal, the candidate senior in ageshall be considered first in the merit list.

13. A fine of Rs. 5/- per period (not exceeding Rs. 10/- per day) will be imposed for remaining absentfrom the theory or practical classes for M. P. Ed. B.P. Ed. and C.P. Ed. courses.
14. Each student shall have to wear prescribed dress during the sports activities to be conducted inthe morning and evening sessions. No student shall be allowed to attend the sports activitieswithout proper dress for M. P. Ed., B.P. Ed. and C.P. Ed. courses.
INTERPRETATION OF RULES & REGULATIONS: THE REMEDIES PROVIDED INRESPECT OF ADMISSION POLICY
In the event of any inconsistency amongst the rules framed for admission etc. or in the eventof any clarification with respect to the above said rules, the matter shall be referred to the Vice-Chancellor and the interpretation given by the Vice-Chancellor shall be final. The Vice-Chancellor isalso competent to eliminate any inconsistency and to decide as to which provision shall take precedenceover the other.
REMEDIES:
If any applicant or any other person is of the opinion that in his/her case, the rules framed foradmission etc. have not been followed, he/she shall make an application outlining clearly the deviationin his/her opinion to the Vice-Chancellor. The Vice-Chancellor shall consider the application in the lightof relevant rules and his decision in the matter shall be final.

15. CERTIFICATE IN PHYSICAL EDUCATION (C.P.ED.)a ) Candidates with atleast 45% marks in the Senior Secondary Examination (10+2), or its
equivalent, are eligible for admission. For those who have participated in State or Nationallevel sports events, the minimum percentage of marks in the Senior Secondary Examination(10+2) is atleast 40%.
b) The games included in the list of AIU will only be considered for weightage. The certificatewill only be considered if the same bears gradation from the respective State Governmentsin respect of the game/sports for which the candidate claims sports weightage and eligibility.In case any state does not issue gradation certificate, the candidate shall have to producea certificate to that effect from the Director of Sports of the concerned state. The DistrictSports Officer/Head of the Institution shall countersign these certificates. The certificates ofCh. Devi Lal University will be verified by the Secretary, Sports Council, CDLU Sirsa, hencethey do not need gradation certificate.
c ) Details regarding Physical Efficiency Test (Canadian Test) is given in Annexure XII.

The duration of B.P.Ed. programme is of one academic year.
(a) Graduate in Physical Education, i.e, B.P.E. of three-years duration.

B.A with Physical Education as one of the Subjects
OR
Graduate having represented State/University in sports/games at national/inter-state/inter-university.
OR
Graduate who has secured 1st, 2nd or 3rd position in inter-collegiate sports/gamestournaments/possessing NCC ‘C’ certificate or passed basic course in Adventure Sports.
OR
Graduate with one year training programme in Sports Science, Sports Management, SportsCoaching, Yoga, Olympic Education, Sports Journalism, etc.
b) The games included in the list of AIU will only be considered for eligibility and Weightage.The certificate will only be considered if the same bears gradation from the respective StateGovernments in respect of the game/sports for which the candidate claims sports weightageand eligibility. In case, any state does not issue gradation certificate, the candidate shallhave to produce a certificate to that effect from the Director of Sports of the concernedstate. The District Sports Officer/Head of the Institution shall countersign these certificates.The certificates of Ch. Devi Lal University will be verified by the Secretary, Sports Council,CDLU, Sirsa, hence they do not need gradation certificate.

Employed persons having BE/BTech in any discipline OR M.Sc. in Computer Science/InformationTechnology/Physics/Applied Physics/Mathematics/Applied Mathematics/Statistics/OperationsResearch/Electronics OR MCA OR MBA(IT) OR equivalent degree from a recognized university withatleast 55% marks in aggregate or equivalent grade (pass percentage for SC/ST).
The order of preference on the basis of employment for admission will be as follows:
a) Regular employee
b) Temporary but likely to continue
c) Adhoc employee
d) Contractual employee
Provided that within each of the above categories order of preference for admission shall be asfollows:
i) Qualified GATE in any one of the subjects mentioned above. Such candidates shall competefor admission on the basis of their GATE percentile.

The candidates seeking admission in 5 years Integrated MBA Course must have passed 10+2examination in any stream (Arts/Science/Commerce) with 50% marks in aggregate (45% marksfor SC/ST candidates).
16. B.A. LL.B. 5 YEAR INTEGRATED COURSE
A person who has passed the Senior Secondary Certificate Examination (10+2 Standard) of theBoard of School Education, Haryana or an Examination recognized as equivalent thereto, securingnot less than 45 % marks in the aggregate with English as one of the subjects, shall be eligible toseek admission in the first year of B. A. LL. B. 5-year course.
17. B.A. (MASS COMMUNICATION)

Graduation in any discipline with a minimum of 50% marks.
19. 5 YEAR INTEGRATED M.SC. (HONOURS) COURSE IN MATHEMATICS
A person who has passed the Senior Secondary Certificate Examination (10+2 Standard) of theBoard of School Education, Haryana or an Examination recognized as equivalent thereto, securingnot less than 50 % marks in the aggregate with Mathematics as one of the subjects, shall beeligible to seek admission in the first year of 5-year integrated MSc Mathematics (Honours) course.
20. 5 YEAR INTEGRATED M.SC. (HONOURS) COURSE IN ECONOMICS
A candidate who has passed 10+2 examination from Board of School Education Haryana or anyother equivalent examination recognized by the Board of School Education Haryana obtaining50% marks in aggregate will be eligible to join M.Sc. (Honours) Economics (5 years integratedCourse). Those who have done graduation or Post Graduation shall not be eligible to join thecourse.
21. MASTER OF RETAILING AND LOGISTICS MANAGEMENT
Graduation in any discipline with a minimum of 50% marks in aggregate (45% marks for SC/STcandidates).

CHAPTER 7
RESERVATION OF SEATS
(A) 30 % seats shall be reserved for female candidates in each category for M. P. Ed., B.P. Ed. and C. P.
Ed. courses.
(B) 15% of the total seats shall be open and will be filled up on all India basis including Haryana.
(C) Remaining 85% seats are reserved for bona fide residents of Haryana.
50% of the seats reserved for bonafide residents of Haryana are reserved for Scheduled Castes/
Backward Classes/Physically Handicapped/Dependents of Freedom Fighters/Ex-Servicemen & their
wards belonging to Haryana State as follows:
(i) Schedule Castes : 20%
(ii) Backward Classes, except socially advanced : 27% (16% for Block-A, 11% for
Persons/sections (Creamy layer) Block-B)
(iii) Physically Handicapped : 3%
(1% for blindness or low vision, 1% for hearing
impairment, and 1% for locomotors disability
or cerebral palsy (which ever found suitable)
Atleast one seat will be given to Physically Handicapped category even if the same is less than 0.5.
DEFINITIONS OF DISABILITIES:
Definitions of categories of disabilities for the purpose of this Office Memorandum are given below:
(I) (a) Blindness: “Blindness” refers to a condition where a persons suffers from any of the following
conditions namely:
(i) Total absence of sight ; or
(ii) Visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting
lenses; or
(iii) Limitation of the field of vision subtending an angle of 20 degree or worse:
(b) Low vision: ‘Person with low vision’ means a person with impairment of visual functioning
even after treatment or standard refractive correction but who uses or is potentially capable
of using vision for the planning or execution of a task with appropriate assistive device.
(II) Hearing Impairment: “Hearing Impairment” means loss of sixty decibels or more in the better ear
in the conversational range of frequencies.
(III) (a) Locomotor disability : “Locomotor disability” means disability of the bones, joints or muscles
leading to substantial restriction of the movement of the limbs or any form of cerebral
palsy.
(b) Cerebral Palsy: “Cerebral Palsy” means a group of non-progressive conditions of a person
characterized by abnormal motor control posture resulting from brain insult or injuries
occurring in the pre-natal, peri-natal or infant period of development.
(c) All the cases of orthopaedically handicapped persons would be covered under the category
of “locomotor disability or cerebral palsy”.

Note:
1. If the quota reserved for physically handicapped candidates remains vacant due to non-availability
of candidates, these seats will be given to ESM and their wards, dependents of Freedom Fighters
and wards of Military Personnel who died in operation ‘Vijay’ on the basis of their merit.
2. Candidates who have passed their qualifying examinations from a University in the State of Haryana,
will be deemed to be residents of Haryana and will not be required to submit the certificate of
bona fide residents of Haryana.
3. Certificate of SC and BC (Block A & B) will have to be submitted by the candidates on the prescribed
proforma along with the Admission Form. Both Father and Mother of the BC candidate (Block A
& B) shall also have to furnish an affidavit on the prescribed proforma to the effect that he/she is
not covered under the criterion of the creamy layer as per the instructions of the Chief Secretary
to Govt. of Haryana circulated vide letter no. 22/22/2004-3-GS III dated 22.01.2009 for benefit of
reservation.
4. Dependents of Freedom Fighters of Haryana will be required to submit a certificate from the
concerned Deputy Commissioner.
5. Only candidates having permanent disability of not less than 40% (being otherwise fit for admission
to the course) will be considered for admission under the seats reserved for Physically Handicapped
Category. The Chief Medical Officer of the concerned district will issue the Disability Certificate.
6. Ex-servicemen and their wards of Haryana will be required to submit the certificate from the
concerned District Soldier Board.
7. All the eligible candidates shall be considered for seats allocated to all India Category.
8. All eligible candidates claiming to be bonafide residents of Haryana (including reserved categories)
shall be considered first for Haryana Open Category seats.
9. The percentage of seats reserved under any category shall not be changed.
10. If the number of seats in any particular category is 0.5 or above the same will be taken as one and
less than 0.5 shall be ignored. The number of reserved seats shall not exceed 50% of the total
seats. However, atleast one seat will be given to physically handicapped category even if the same
is less than 0.5.
11. The seats remaining vacant in any reserved category shall be filled from Haryana open category
candidates at the time of Physical Presence, if the candidates belonging to the respective category
are not available at the time of physical presence. Further, in case, the seats remain vacant in
Haryana Open Category, the same will also be thrown open to All India Open category at the time
of physical presence.
12. The reservation of seats is as per the State Government Reservation Policy and is subject to any
change/ amendment by the State Government made from time to time.
13. In case of tie for admission against sports seats, the applicant who has won position in higher
tournament will be admitted.

the Entrance Test and the qualifying examination as mentioned in Chapter 1 admission criteria.
2. The total weightage for merit (A to E above) shall not exceed 10 marks.
3. The number of students admitted under Clause (E) above shall not exceed 10% of the total
intake of the course.
4. The weightage for the purpose of merit under Clause (C) above shall be given only if the
candidate has obtained the required certificate/distinction from first public examination to the
qualifying examination on the basis of which he is seeking admission to the course. For example,

The concerned department will check the eligibility for admission at its own level. After the provisional
admission, the Registration Branch will check the documents of all the admitted candidates for the
purpose of registration. After the clearance of the eligibility, the Registration Branch will issue
Registration Card to the provisionally admitted candidates.
Note: The candidates, who have passed their qualifying examinations from a University/Board situated
outside India, will have to deposit eligibility fee of Rs. 500/-. They will have to deposit the documents
including visa in the Registration Branch. Even provisional admission will not be allowed without the
eligibility certificate.
MIGRATION RULES
A student from any other University recognized by Chaudhary Devi Lal University, Sirsa or from a
Board of Examination other than the Board of School Education, Haryana, shall be eligible for admission
to the University only on production of the migration certificate (or transfer certificate if a Board does
not issue the migration certificate) to show that the University or the Board has no objection to his/her
joining this University and he/she will have to submit the same upto 31st October, 2010 without any
late fee, failing which his/her candidature for the concerned examination shall stand suspended
automatically, provided that the condition of production of the migration certificate shall not apply in
the case of students passing their examination from foreign Universities.
The migration certificate will be accepted through concerned Chairperson even after 31st October,
2010 on payment of late fee as mentioned below:
With late fee of Rs.250/- upto 31st December, 2010
With late fee of Rs.500/- upto 28th February, 2011
With late fee of Rs.1000/- till the declaration of result.
With late fee of Rs.1500/- after the declaration of result.
Note: The word ‘examination’ in the above rules denotes the first ‘Annual examination’ or the second
‘semester examination’.

of Scholarship received from the Government to the respective candidates. However, 100% tuition
fee concession will be allowed to SC/ST candidates of Haryana enrolled in any course in the
University.
6. Red Cross Fee Rs. 60/- p.a. will be charged at the time of admission, in addition to above fee.
7. The Examination Fee will also be charged at the time of admission, alongwith the Semester Fee
as above.

RULES FOR ADJUSTMENT/REFUND OF FEE:
1. If a candidate after having deposited fee for admission in one course joins another course in
another/same UTD in the same session, as mentioned below, and is permitted to withdraw his/her
candidature, fee/funds except admission fee already deposited by him/her for the course from
which he/she has withdrawn, shall be adjusted/refunded against the fee/funds of the course he/
she joins subject to the condition that the difference, if any, shall be paid by the candidate:
i) from a general course to another general course;
ii) from a general course to a self-financing course or vice-versa.
iii) from a self-financing course to another self-financing course.
However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so
vacated is filled by the last date of admission.
2. In case a candidate leaves the University after seeking admission in a particular course, following
conditions will apply for refund of fee:
a) If a candidate leaves before the commencement of the classes, the entire fee deposited by
the candidate will be refunded after deducting Rs. 1,000/-only.
b) In case a candidate leaves after commencement of the classes, proportionate deduction of
fee up to the month of his/her leaving will be made, subject to minimum of Rs. 1,000/-.
However, refund will be allowed only if the seat so vacated is filled up by the last date of
admission.
TUITION FEE CONCESSION:
a) Full tuition fee concession may be given to deserving students by the Chairperson of the Department
upto 10% of the total number of students on rolls in each class or department (including those
admitted with late fee upto 31st August) of the year, a fraction upto 0.4% being counted for half
fee concession and fraction of 0 .5% and above being counted for full concession.
The Vice-Chancellor may, in deserving cases, on the recommendation of the Chairperson of
the Department concerned, grant additional fee concession upto 10% provided that not more
than one such additional fee concession shall be awarded in any class in a Department.
b) Tuition Fee concession may be allowed to two or more children of the same parents at the following
rates;
i) The eldest will have to pay full fee.
ii) The younger or younger ones will have to pay half fee.
The concessions will be allowed even if the elder brother or sister is studying in a University
maintained institution other than the one in which the younger brother(s)/sister(s) is / are studying.
c) Fee Concession to University employees and their dependents:
i) Confirmed University employees permitted to join evening classes or those who are posted
in Evening Shifts and are permitted to join the University day classes, will be exempted
from payment of Tuition Fee excluding those who fail in the examinations for which they

are permitted or whose conduct is reported to be unsatisfactory or who do not take proper
interest in the office work. For such employees the concession will be discontinued.
ii) 50% concession of total fee (except examination fee and registration fee) to the university
employees and their dependants (sons, daughters, brothers, sisters, spouse, who is/are
not working and is/are fully dependant on him and living with him) may be allowed in
regular/part-time, Self Financing Courses in the University Teaching Departments and the
course through Distance Education Mode.
d) The children of serving Military Personnel upto the rank of an NCO or Military Personnel killed or
incapacitated wholly or partially during the war shall be allowed full fee concession.
e) Blind students may, on request, be granted full fee concession.
f) The SC students who are not eligible for a scholarship will pay full fee at the time of admission
and only those who are eligible for the scholarship will pay the token fee of Rs. 1000/- at the time
of admission. In case the scholarship form of any candidate is rejected by the Government, such
candidate will be required to pay full fee.
FACILITIES AVAILABLE TO SC/BC CANDIDATES:
1. For SC/BC candidates of Haryana, price of the University Handbook of Information is 1/4th of the
price fixed for open and other categories.
2. The reservation of seats for SC, BC and other categories will be admissible as per reservation
policy of the State Government.
3. Post Matric Scholarships are granted to SC/BC students under Govt. of India Scheme.
4. SC students seeking admission in various courses will be required to fill up the form for SC
Scholarships to be granted by the State Government at the time of filling up admission form for
a course. The Departments will decide the eligibility for scholarship of such candidates on the
basis of guidelines/norms given in the HBI. The SC students who are not eligible for SC scholarship
will have to pay full fee at the time of admission and only those who are eligible for the scholarship
will pay the token fee of Rs. 1,000/- at the time of admission. In case the scholarship form of any

CHAPTER 11
ATTENDANCE AND INTERNAL ASSESSMENT
In each course, every student will have to fulfil the condition of 75% minimum (theory & practicalseparately) of attendance as per the relevant Ordinance. However, for the students of LL. B., theminimum attendance required is 66%. For detailed information, calendar Vol. II of Kurukshetra University,Kurukshetra or the Ordinance of CDLU Sirsa for the concerned courses (wherever available) may beconsulted.
A candidate who has not attended the required percentage of lectures/practicals etc., as prescribedby the Ordinances, and the deficiency thereof has not been condoned by the Chairperson of theDepartment shall not be eligible to appear in the examination.
If the Chairperson is not satisfied with the reasons for the shortage given by the student, it is notobligatory on his part to condone the shortage. The decision of the Chairperson shall be final.
Note:- If a student remains absent continuously for seven days in any subject/course, (4 consecutiveteaching days in case of M. Tech. CSE part time) his/her name will be struck off the rolls and he/she willhave to deposit an amount of Rs.500/- for re-admission and a fine of Rs. 10/- per day for the period ofabsence, which should not exceed 15 days (8 consecutive teaching days in case of M. Tech CSE parttime) in any case failing which request for re-admission will not be entertained. Such a candidate willbe allowed to appear in the examinations only if he fulfils the requirement of attendance/lectures etc.as per rules mentioned in respective Ordinance(s). In no case, a student will be allowed re-admissionsecond time.
INTERNAL ASSESSMENT:
1. The Internal Assessment of students will be purely based on performance of students in twosessional tests. In case of odd semesters, the tests will be held in the months of September &November, whereas, in case of even semester, the tests will be held in the months of February &April.
2. The Sessional Tests will be organized by respective departments in a centralized manner for whichthe Answer sheets will be provided by the University.
3. In case a student fails to appear in any sessional test due to any official engagement, he/she maybe given one more opportunity by the respective Chairperson on his/her request duly supportedby documentary evidence.
4. The passing percentage in theory papers will be minimum passing marks required by combiningthe marks of theory and internal assessment and it will not be mandatory to pass in the internalassessment.
5. The record of internal assessment including award lists along with answer sheets will be maintainedupto 3 months from the date of declaration of result by the concerned teacher(s).
6. The above decisions will be implemented in all semesters from this academic session i.e.
2010-11.

A candidate shall be allowed to proceed from M.A/M.Sc./M.Com.MBA-2 year courses (SemesterI and II) to M.A./M.Sc./M.Com./MBA-2 year courses (Semester-III) class provisionally, if he/she has gotexemption in atleast 50% papers of Semester-I and II examinations.
Master of Computer Application (MCA) – 3 Year Examination (Semester System)
A student shall be allowed to proceed from Semester I and II or Semester III and IV to SemesterIII and V, as the case may be, provisionally, only if he has earned exemption in the papers as mentionedbelow:From Semesters I & II to Semester III : If he has earned exemption in atleast 50% papers
(theory and practical taken together) of Semesters Iand II.
From Semesters III and IV to Semester V : If he has passed all the papers of Semesters I and IIand has earned exemption in atleast 50% papers ofSemesters III and IV.
Master of Business Administration (MBA) – 5 Year Integrated Course (Semester System).
A candidate shall be allowed promotion to the Third Semester class provisionally only if he/sheearns exemption in atleast 50 per cent papers of First and Second Semester Examinations taken together.The same procedure will be followed in each subsequent year.
Master of Physical Education (M.P.Ed.)
A candidate shall be allowed to proceed from M.P.Ed. (Previous) to M.P.Ed. (Final) classprovisionally, if, he/she has got exemption in atleast 50% papers of M.P.Ed. (previous) examinationincluding theory and practical taken together of semester I and II.
Master of Law (LL.M)
A candidate shall be allowed to proceed from LLM (previous) to LLM (final) class provisionally,if, he has got exemption in atleast two papers of LLM (previous) examination.
Bachelor of Law (LL.B) – 3 Year Course (Professional)
A candidate shall be allowed to proceed from Semesters I and II or III and IV to the III & VSemester, as the case may be provisionally only if he/she has got exemption in the paper (s) as mentionedbelow:

B.A. LL.B. – 5 year (Integrated Course)
A candidate shall be allowed to proceed from Semesters I and II or III and IV or V and VI or VIIand VIII to Semester III, V, VII and IX, as the case may provisionally, only if he has got exemption in thepaper(s) as mentioned below:
From I year (Semester I & II) to : If he/she has cleared atleast 5 papersII year (Semester III) of Semesters I & II
From II year (Semester III & IV) to : If he/she has cleared 5 papers of Semesters I & II,III year (Semester V) and atleast 5 Papers of Semesters III & IV
From III year (Semester V & VI) to : If he/she has passed all the papers of Semesters I, II,IV year (Semester VII) and atleast five papers of semester III and IV and
five papers of Semesters V & VI
From IV year (Semester VII & VIII) to : If he/she has passed all the papers of Semesters I, II,V year (Semester IX) III, IV, and atleast five papers of semesters V and VI

B.A. – Mass Communication
A candidate who has been placed under compartment in one subject only in B.A. Part-Iexamination may be allowed to read for the next higher class (B.A. –Mass Communication Part-II) andto clear the compartment subject in two consecutive chances. If he fails to pass or fails to appear forthe compartment subject at the second chance his result of BA Part-II examination shall, unless he haspassed in that examination, be cancelled and he shall not be allowed to appear for the same till hepasses BA Part-I examination. If, he has passed BA Part-II Mass Communication examination his resultfor the same shall be declared provisionally subject to his passing the BA Part I examination in thenumber of chances normally allowed under the Ordinance as an ex-student but while he takes thesechances, he shall not be allowed to study for any higher course.
Similar concession will be granted to a student joining part-III class after having been placedunder compartment/reappear in one subject only in BA Part-II examination.
Certificate Course in Physical Education (C.P.Ed.)
A candidate shall be allowed to proceed from C. P. Ed. previous to C. P. Ed. Final class provisionally,if he/she has passed in at least 50 % papers of C. P. Ed. previous examination including theory andpractical taken together of semester I and II.
Note:- The above rules are subject to the provisions contained in the relevant Ordinances of thisUniversity and the Ordinances contained in Kurukshetra University, Kurukshetra Calendar, Volume-II.

Subject: Bona fide Residents of Haryana – Guidelines regarding
Sir/Madam,
I am directed to invite your attention to Haryana Govt. letter on the subject noted above vide whichthe instruction were issued regarding simplification of procedure for obtaining the certificate of Domicilefor the purpose of admission to educational institutions (including technical/medical institutions). Thematter has been reconsidered in the light of judgment delivered by the Hon’ble Supreme Court ofIndia in the case of Dr. Pradeep Jain vs. Union of India and other reported as AIR 1984.SC.1421, wherein it has been held that instead of the word ‘Domicile’ the word ‘Resident’ be used in the instructions.Henceforth the following categories of persons would be eligible for the grant of Resident certificate:
a. Candidates who have passes the examinations qualifying them for selection in an institution froma school/college in Haryana
b. Children/wards (if parents are not living) Dependent:i. of the regular employees of Haryana State Posted in/outside Haryana State or working on
deputationii. of the regular employees of the statutory bodies/corporations established by or under an Act
of the State of Haryana who are posted in Chandigarh or in /outside Haryana;

iii. of the regular employees of the Government of India posted in Chandigarh or in Haryana inconnection with the affairs of the Haryana Government
c. Children/wards (if parents not living) dependents of persons who after retirement have permanentlysettled in Haryana and draw their pension from the treasuries situated in the State of Haryana.
d. Children/Wards (if parents not living)/ dependents of pensioners of Haryana Government irrespectiveof the fact that the original home of the retiree is in a State other than Haryana or he has settledafter retirement in or out side Haryana
e. Children/Wards (if parents not living)/dependents of persons who have permanently home in theHaryana an include persons who have been residing in Haryana for a period of less than 15 yearsor who have permanent home in Haryana but on account of their occupation they are living outside Haryana
f. The wives of such persons who are bona fide resident of Haryana irrespective of the fact that theyhad belonged to any other State before marriage
g. Persons who were born in Haryana and produce a certificate to that effect; provided that theparents/Guardians (if parents are not living) of persons belonging to any one of the abovementioned categories are: -i. Citizen of India;ii. Produce an affidavit to the effect they or their children/ wards (if parents are not living)/
dependents have not obtained the benefit of Resident in any other State.
2. All candidates claiming to be Bonafide residents of Haryana should produce a Haryana ResidentCertificate singed by the District Magistrate / General Assistant of Deputy Commissioner of Sub-Divisional Officer (Civil) of the District/Sub-divisional to which the candidates belong. ResidentsCertificate in respect of else where or in respect of the Children/Wards/dependents of HaryanaGovt. Employee who are posted at Chandigarh, Delhi or else where in respect Haryana in connectionwith affairs of Haryana Govt. or in respect of Children/Wards/dependents of the employees anretirees of the Statutory bodies/ Corporations of Haryana established by or under an Act of theState of Haryana or Central Act and located at Chandigarh. Haryana and outside Haryana, shouldbe issued by their respective heads of Departments.
3. Candidates seeking admission in the Educational Institutions (including medical and technicalinstitutions) located in Haryana may not be required to produce resident certificate, if they havepassed the Examination from a School/College situated in Haryana. For this purpose a certificateof the Principal/Headmaster of the Institution shell, be competent to issue such certificate, whichshould be sufficient.
4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at anysubsequent time is discovered that his claim is false, the student shall be removed from theinstitution, all fees and other dues paid up to the date of such removal shall be confiscated. ThePrincipal may take such other action against the students and his /her parents/ Guardians as hemay deem proper in the circumstances of any particular case.
Note : The above guidelines are as per Copy of letter no.62/17/95-6 GSI dated Oct., 1966 from theChief Secretary to Government of Haryana addressed to all Heads of Departments, Commissioner/Ambala, Rohtak, Gurgaon and Hisar Division etc.

GUIDELINES FOR SC SCHOLARSHIPGOVT.OF INDIA POST-MATRIC SCHOLARSHIP SCHEME FOR SCHEDULED CASTES STUDENTS
I. Conditions of Eligibilityi) The scholarships are open to nationals of India.ii) Theses scholarships will be given for the study of recognized post-matriculation for post-
secondary courses pursued in recognized institution with the following exception.“Scholarships are not awarded for training courses like aircraft maintenance Engineer’s
Courses and Private pilot licence Courses. Courses at Training ship dufferin (Now Rajendera)Courses of training at the Military College, Dehradun, courses at pre-examination TrainingCenters of all India State levels.”
iii) Only those candidates who belong to Scheduled Caste so specified in relation to the State/Union Territory to which the applicant actually belongs i.e. permanently settled and whohave passed the matriculation or Higher Secondary Education, will be eligible.
iv) Candidates who after passing one stage of education are studying in the same stage ofeducation in different subject e.g. I. SC after I A or B.Com after B.A. or M.A. in other subjectwill not be eligible.
v) Students who after having completed their educational career in one professional line. e.g.LLB. after B.T. /B.Ed. will not be eligible from the academic year 1980-81, studies in twoprofessional courses are allowed.
vi) Students studying in Class XI of the Higher Secondary School courses of the XII class of themultipurpose high school will not be eligible for it being a continuous school course. However,in cases where tenth Class examination of such courses is treated as equivalent to Matriculationand students who after passing tenth class join other courses, such students will be treatedas post-matric students and will be eligible for the award of scholarships.
vii) Students pursuing Post graduate courses in medicine will be eligible if they are not allowedto practice during the period of their course.
viii) Students who after failing or passing the under graduate/Post- graduate examinations inArts/ Science/Commerce join any recognized professional or Technical certificate/ diploma/degree courses will be awarded scholarships if otherwise eligible. No subsequent failure willbe condoned except courses in Group ‘I ’.
ix) Students who pursue their studies through correspondence courses are also eligible. Theterm correspondence includes distant and continuing education.
x) Employed students whose income combined with the income of their parents/guardiansdoes not exceed the maximum prescribed income ceiling are made eligible to post-matricscholarships to the extent of reimbursement of all compulsorily payable non-refundable fees.
xi) All children of the same parents/guardians will be entitled to receive benefits of the scheme.xii) A scholarship holder under this scheme will not hold any other scholarship/stipend. If awarded
any other scholarship/ stipend, the student can exercise his/her and should inform the awardingauthority through the Head of the Institution about the option made. No scholarship /stipendwhichever is more beneficial to him/her and should inform the awarding authority throughthe head of the Institution about the option made. No scholarship will be paid to the studentsunder this scheme form the dates he/she accepts another scholarship/stipend. The studentscan however, accept free lodging or a grant or adhoc monetary help form the state Governmentor any other source for the purchase of books, equipment or for meeting the expenses onboard and lodging in addition to the scholarship amount paid under this scheme.
xiii) Scholarship holders who are receiving coaching in any of the pre-examination training centerswith financial assistance form the Central Government/ State Government will not be eligiblefor stipend under the coaching schemes for the duration of the coaching programmer.

Note. It is mentioned under the item III (condition of eligibility) of these regulations that theScholarship will be given for the study of all recognized post-matriculation or post-secondary coursespursued in recognized institutions, the list of courses grouped (1 to IV) is only illustrative and notexhaustive. The State Governments/ Union territory Administrations are, thus, themselves competentto decide the appropriate grouping of courses at their level as advised vide this Ministry’s letter No.11017/13/88 Sch Cell, dated 3.8.1989.II. OTHER CONDITIONS FOR THE AWARD
(i) The scholarship is dependent on the satisfactory progress and conduct of the scholar. If it isreported by the head of the Institution at any time that a scholar has by reasons of his/herown act of default failed to make satisfactory progress or has been guilty of misconduct suchas resorting to or participating in strikes, irregularity in attendance without the permission ofthe authorities concerned etc, the authority sanctioning the scholarship may either cancelthe scholarships or stop or withhold further payment for such period as it may think fit.
(ii) If a student is found to have obtained a scholarship by false statements, his/her scholarshipwill be cancelled forthwith and the amount of the scholarship paid will be recovered, at thediscretion of the concerned State Government. The student concerned will be blacklistedand debarred for scholarship in any scheme forever.
iii) A scholarship awarded may be cancelled if the scholar changes the subject of the course ofstudy for which the scholarship was originally awarded of changes to Institution of study,without prior approval of the State Government. The Head of Institution shall report suchcases to them and stop payment of the scholarship money. The amount already paid mayalso be recovered at the discretion of the State Government.
iv) A Scholar is liable to refund the scholarship amount at the discretion of the State Government,if during the course of the year, the studies for which the scholarship has been awarded, isdiscontinued by him/her.
v) The regulations can be changed at anytime at the discretion of the Government of India.III. PROCEDURE FOR APPLYINGAn application for scholarship should comprise:
a) One copy of the application for scholarship in the prescribed form (separate applicationforms as have been prescribed for ‘fresh’ and renewal scholarship by concerned State/UTs)
b) One copy of the passport size photograph with signature of the student thereon (for freshscholarship)
c) One attested copy of certificates, diploma, degree etc in respect of all examinations passed.d) A certificate (in original) of caste duly signed by an authorized Revenue Officer not below the
rank of Tehsildar.e) An income declaration by the self-employed parents/guardians, stating definite income from
all sources by way of an affidavit on non-judicial stamp paper. Employed parents/guardiansare required to obtain income certificate form their employer and for any additional incomefrom other sources. They would furnish declaration by way of an affidavit on non- judicialstamp paper. Scholarship will be paid to the student whose parents/guardians income fromall sources does not exceed Rs.1,00,000/- per annum.
f) A receipt in acknowledgement of the scholarship in previous year on the form attached tothe application only duly counter-signed by the Head of the institution concerned, it theapplication was in receipt of a scholarship under this scheme in the preceding year.
ii) Application complete in all respects shall be submitted to the Head of the Institution, being attendedor last attended by the candidates and shall be addressed to an officer specified for this purpose tothe Government of State/union territory to which the student belongs, in accordance with theinstructions issued by them form time to time.(For detail of the scheme of the above Scholarship, the students may contact the Registration &

will not be admitted to the test without theadmit card.
2. Bring with you a soft lead pencil, ball-pointpen, eraser and sharpener to the ExaminationHall. Use of calculators, slide-rules, mobilephones, electronic gadgets, etc. is notpermitted.
3. Write accurately and legibly your Roll Numberas given on this card on your answer-sheet (atthe prescribed place only).
4. Please keep a note of your test Roll Number,and course name for correspondence regardingyour application and the test.
5. Please report to the Test Centre at least half anhour before the commencement of the test.
6. This admit card is provisional, subject to yourfulfilling the prescribed eligibility conditions.
