1. INTRODUCTION
The PolicyStudiesInstitute(PSI)iscarryingouton behalfoftheDepartmentofSocial
Securitya studyofthe effectsof FamilyCredit.NOP Socialand Politicalwere
commissionedaspartofthisstudytoconducta surveyamong peoplewho claimorare
likelytoclaimFamilyCreditin1991.
2. RESEARCH METHOD
2.1 The sam~le
The surveywas carriedoutamong a sampleofpeoplewho receivechildbenefit.The
main sample was selectedfrom PSI by means of a postalsiftof returnedself-
completionquestionnaires.A furtherboostersampleofFamilyCreditclaimantswas
alsoselectedby PSI.
A totalof2280 addressesforthemainsampleand 788 fortheFamilyCreditbooster
.“samplewere issuedtothefielddepartment.Some addresseswere keptinreservein
casethecontactratewas lessthanoriginallyexpected.
The addresseswerespreadacross70 samplingpointsacrossthewholecountryand
eachpointwas equivalenttoone postcodesector.
2.2 PILOTING THE QUESTIONNAIRE
2.2.1 Pre-oilotsurvey
A pre-pilotsurveyWS carriedoutusinga basicframeworkofa questionnairedesigned
asmuch “open-ended’materialaspossible.The questionnairewas basicallythereas
a guidelinetotheinterviewertogettherespondenttalklngabouttheircircumstances.
The surveyinvolved6 intewiewerswho werepersonallybriefedon 1IthMarch and de-
briefedon 18thMarch afterachieving24 interviews.

The resultof the pre-pilotinterviewswere used to producea more structured
questionnaire.
2.2.2 Pilotsurvey
A second pilotsurvey,usingthisquestionnaire,was conductedby6 interviewersin
Cowdenbeath, Cleveland,Peterborough,Cardiff,Exeter and Hammersmith,
Interviewerswerebriefedon 3rdJuneand de-briefedon 12thJuneafterachieving62
interviews.The pilottookplacefortwomainreasons-totestthequestionnaireand to
measurerespondentreaction.
2.3 THE FINAL QU ESTIONNAIRE
The finalinterviewinvolvedfourseparatequestionnaires:mainquestionnaire,future
questionnaire,partnerquestionnaireand self-completionquestionnaire.The main
questionnairecontainedlargelyfactualquestionsand was usedforinterviewingthe
mother(orthepartnerinthecaseofsinglefathers).
: Thefuturequestionnaire,containedlargelyhypotheticalquestionsaboutthefutureand
was splitintotwosections.Inthecaseofcouples,one sectionwas usedforthemother
andtheothersectionforthepartner.The determinantofwho answeredwhichsection
was based on workingstatusand whethertheywere claimingFamilyCreditornot.
Singlerespondentsonlyansweredone section,withthedeterminantbeingthesame
asforcouples.
The partnerquestionnaire,as itsname implies,was administeredtothepartnerand
containedsimilarfactualquestionstothemainquestionnaire,
The self-completionquestionnairecontainedattitudinalquestionsand was givento
bothmotherand partnerindependentlysothattheiranswerscouldbe compared.

2.4 SURVEY ADMINISTRATION
Fieldworkforthemain stageofthesurveytookplacebetween24thJulyand 22nd
September1991andintotal2328interviewswere achieved.Thisrepresentsa contact
rateof820A.The breakdownofthecontactrateisgivenoverthepage.Allfieldwork
was conductedbyfully-trainedNOP interviewerstothestrictcriteriaoftheInterviewer
QualityControlScheme.
Completedquestionnaireswere returnedtoan NOP codingteam where theywere
checkedinand thedataenteredontoourin-housecomputerfacility,The datawere
checkedagainsta detailedcomputereditthatsearchedforerrors,omissionsand
inconsistencies.
Forsome errorsforceeditswereagreedwithPSI,forothersthedatasetwere referred
to,andtheremainderwereleftforPSItodealwith.The datawerethensuppliedtoPSI
.“on a computerdisk.

Thisnote summarises key characteristicsof the LOflePWf?fltCohort datafile,and documents the datarestorationand Cleat7ir79eXerCiSeundertakento provideworkable employment historyinformationwithinthe data set.The finalsection describes the vectors - collections of variableswhich canbe referenced with an index - which categorise economic activityandpartnership statuses during consecutive time periods.
Description of the data fileThere are 989 cases on file-allwho responded to the inte!VieW’in 1991.There were 848 respondents in1993,726 in1994 and 627 in1995 (variat31eRESP).A POSW questionnairein 1992 was returned by 676 respondents.Originalsample selection was from two sources:
1. selected with variable sampling fractions,from a large randompostalsift-serialnumbers commence with ‘O’and siftdata includedon file.
.
2.selected frOfT Family Credit (FC)records, to boost the number offamily credit recipients.SerialScommence with ‘F’.
Broadly, workers and family creditrecipientswere over-sampled afldthose out of work Under-samoled.
The main weighting variable is @alt wtl which corrects for variablesampling fractionsaflddown-weights tfiecombined siftand additional FCcases to the proportion of FC cases found at sift.Thisweight sums the datato 990 cases.
47 cases from the FC records nonetheless stated at interviewthat theywere nOt in receipt of Fc,The statusof such top-up cases isUnClear and@alt_wtl assigns these cases a weight of zero.
There are more than 13,000variablesinthe file“BDGH1.comp”, describedinthe data dictionaryfile“diet”.A more cornDact file,which omits interimderivationvariablesand some raw date information has been generated:“BDGH3.comp”, dictionary:dict3. checking and Editing Date Information
Work history gridsDate information has been subject to vigorous checking and a number offorce editshave tYeen implemented. These initiallyconcerned a systematicinterviewer error which arose in1991 affecting economic activitygrids forthe period 1988-91. The faUlt meant economic inactivitygrid datescoincided perfectly with employment grid dates. The edit’ shuffled’the.economic inactivitydates so that start dates of periods of economic“ inactivitysynchronised with the stop dates of jobs and vice versa. 25 caseswere amended by thisedit.
A filtererror meant respondents with only one job between 1988 and 1991did nOt enter the grid and so were not asked when thisjob began. Andmany with more than one job in this period who did enter the grid didnOt enter detailsof the current/most recent job. SO there were 748 casesholding jobs between 1988 and 1991 for which no startdate was recordedforthe job at the 1991 if_i@rVieW.
As the 1993 interview asked fordetailsof jobs held over the period 1991-93, the start date of continuing 1991 jobs was recorded for 3861993respondents. Also,the 1991 familycredithistoryused grid dates whichcould be related through further questions to the start of the familycredit job. Start dates of the family credit job could be estimated. Afurther imputation was uSed when a fully coded economic inactivitygridaccompanied an incomplete work history.Start dateS of the currenVmostrecent job were inferred from the end of the most recent’ gap’ (ie.periodOf economic inactivity)in the economic inactivitygrid.A further 291 caseswere amended by these imputations. Taking the use of these imputationsand dates provided in 1993 together, spell Startjend dates for 677 cases

were recovered, including restoration of job start dates for 605 (81 Percent)of the 748 casesfor whom these were missing.

ThUS, after imputation, the data set isstillmissing job Startdates fOr the1991 currentJmost recent job for 143 respondents including
-those who responded OnlY in1991 and who did flotclaimfamilycredit-those with more than one job between 1991 and 1993
and the data Set ismissin9 startdates for the economic activiw before thecurrent or most recent job, for 72 cases.
Date information from elsewhere in the questionnaires was checked andmore mismatches identified:
Dates of birthThe OfllYway to linkchildrenfrom one interviewto the next,and one ofthe ways of identifyingnew, continuingor returned partners,was throughusingDOB information in the household grid.A number of transcription,recallerrors were evident between years,and corrected.
“-The same checking revealedthat the survey contractorshad assignedeight respondents incorrectserialnumbers at some point inthe studyperiod.The recordsfrOtTIeach survey have thus been realigned.A newrespondent was recruited’by accident’in 1994. one case thus existswithno serialnumber and information in1994 and 1995 only.
Partnership historyThe mOSt problematic of the dated material concerned partnershiphistoriessince dates of arrivaland depafiure were highly liable to recall
error. The dates of arrivaland departure of partners present at earlierinterviews might not coincide with the earlier interview date, andPaIWIe~ recorded at one point might not be recalled at a laterone. Someof the 10flf2parentsin1995 claimed to have been livingcontinuouslywiththeirpresentpartnerfor 5 or more years!The following rulesguided theallocation of startand end dates:
The presence or absence of a partner in the household at the time.Of interview was taken as the strongest evidence of his beingpresent or absent at that time. partnerarrivaland departure dateswere not allowed to conflictwith this.
The earliestPossiblerecalldate isused. So the firstpreference fOrthe arrivaland departure dates of a partner who livedwith therespondent in1992 are taken from the 1993 interview.If,however,in the MarCh 1992 postalCluestionnairethe ‘lone’parent saidshewas not livingwith a partner,then the arrivaldate was shuffledback(to April1992)or the departure date shuffledforward (February1992),to Droduce the shortestconflictingsDell.
ArriV231dates and departure dates for the same partner do notalways come from the same questionnaire. eg a 1992 arrivaldateand 1994 departure date would come frOm the 1993 and 1995questionnaires, respectively.
