Why a European Regional Cooperation ?

Security of Supply !

The challenges to safely operate the grid are already present now.

These challenges require day and night actions and cooperation, not only plans, rules or agreements.

The complexity of the coordination is high.

The challenges require coordinated actions now !

The bottom-up approach – a continuous step by step progress - is

an answer.

4th Nov2006 : 10 sec to react !

Anticipation is necessary to detect the risks early enough -day ahead, hours ahead-, find remedial actions, communicate and agree on these actions, perform them.

A regional cooperation is a must. Example: in specific situations, the loss of a double line in France causes overload in Switzerland that can be solved by grid topology actions in Italy AND an increase of export by Slovenia to Italy.

Security of Supply requires more and more close to real time cooperation between TSOs.

The role of an « RSCI »: anticipate to mitigate the risk
