Soon after Old Hamlet’s death Claudius being the kings brother is elected King of Denmark.

Claudius is the “good” brother that takes over the matters at hand. “Though yet of Hamlet our dear brother's death the memory be green and that it us befitted to bear our hearts in grief and our whole kingdom to be contracted in one brow of woe.”

Claudius does appear to have a heart....
