Service Mapping
In total about about 500 Service Providers
assure the availability of services
About 60 % of services are provided with the
help of private sector service providers
The focus of service provision is in 4 regions:
about 80 percent is delivered in
• Belgrade
• Niš
• Kragujevac
• Novi Sad

Some Conclusions /
Recommendations
Basis business support services (BSS) in regions are
assured by contributions of all mentioned organisat.
To assure availability, coordination between these
organisations is recommended.
Some basic services should be free of charge, e.g.
Information and training for start-ups.
Other services for small enterprises can be charged
with a small fee.
A diversification of services is recommended (start-
ups, small enterprises, growth enterprises)

Some Conclusions /
Recommendations
Start-up training package (NARD) might be linked with
some consultancy for start-ups.
The rate of provision of business information should
be increased.
Collect, create and document information (locally and
centrally).
Centralised (with local specialisation) access to
information (business portal of NARD).
Enable RDA & SME Agencies to access specialised
expertise / experts

Some Conclusions /
Recommendations
Will SMEs have access to NARDs business portal,
database, etc.?
ICIP will contribute to additional and specialised
service packages, e.g. innovation diagnostic with
SMEs, sector specific expertise.
Develop a fee structure for services.
ICIP will assist quality of service provision.
Raise awareness of SMEs on available assistance
through programmes.
Train RDA/SME Agencies in providing assistance to
enterprises.

Component 1: Business support services
• Activity 1.1 Standardized Model of Business
Services
• Mapping of existing business service providers
• Assessment of the institutional provision of
business support services
• Conduct SME needs assessment survey etc.
• Objective: To increase the quality range and
availability of Business support services

Survey Methodology
• Questionnaire:
• Basic details, Budget and founders, data employees, experts used, staff
experience, cooperation, Members of ARRAS
• Experience in project cooperation: Regional development and SME
international
• Cooperation with other partners
• Services provided and frequency (information, consultation, education
training)
• Training materials developed
• Consultancy guidelines received
• Quality of service measured: provision services and providers
• In depth interview:
• Region covered, agency history, present activity, future plans ,
sustainability, present problems etc.

• General
• Solid people skills, trained, education programs
• RDAs delivers basic start up services,
• Variety of services provided through BSP providers network and Region
knowledge,
• % of SME support vs. Regional orientation, Regional strategies, Sector
strategies(Territorial vs. market orientation)
• RDA accreditation issue connected with Finance & Stakeholders
• SME support issue:
• SME are used to receive free of charge service (start-up/exist/growing)
• RDA usage of private consultants -Value added / specialized consultancy is
charged
• Relationship building with clients : cooperate with professional SME
association /cluster /networks
• Increase number of programs(donor & gov) that requests obliged usage of
consultancy services

• Analyzed Data used for Input for both:
• Serbia Business Service Support Model
• Standardized Manual of business information and advice services
• Best practice model for rules and procedures for operation of support
schemes for business support services
