Council previously awarded this contract, however the recommended award was inadvertently made to the incorrect vendor (Texas Underground), who manufactures the vacuum unit. The award is now to the authorized truck dealer, Rush Truck Centers, a company located in Houston, Texas, who will handle the chassis and truck build, and coordinate the vacuum unit build with Texas Underground Inc. All parties are aware of this correction and have concurred. The replacement of this unit was included in the recently authorized mid-year allocations by City Council for an estimated price of $450,000 with the actual cost of this unit coming in at $404,904, the same as the original award. The purpose of this purchase is to meet an immediate need to replace a Vacuum Combination truck that is subject to costly repairs and has reached its end of life. Due to the work performed by this truck, it is a critical need, as there is a high potential for affecting service levels and operations related to sanitary sewer repairs performed by the Public Works Distributions & Collections Division. The Vacuum Combination truck, TH125 is a 15 year old unit with 97,660 miles, and is a double/tandem axle 10 YD debris body vacuum and has a 1200 Gallon water tank, 1 inch jet router. The unit is used to remove blockages from the sanitary sewer system and is used 4-5 days out of the 7 day work week. The latest cost estimate is $90,639.68 for the rebuild of the articulating boom, vacuum vortex filter and outlet cover. The replacement cost is approximately $404,904. Based on this unit’s normal life cycle at 10 years, this unit is 5 years past standard useful life and increasing maintenance repair costs to keep this unit in serviceable operation, staff recommends replacement. The “end of service life” of several heavy equipment units is a factor that the Public Works Department is faced with and this unit needs immediate attention due to service impacts. The replacement of TH125 which has reached its useful life, in age, mileage and increasingly costly repairs. The lack of functional equipment is causing all sanitary sewer blockage/backups to be performed by the 1 remaining unit that the Distributions & Collections staff can use, TH147, which is a specialized unit, a GapVax camera combination truck. This unit is used specifically for closed circuit televising (CCTV) and inspections of sewer mains, and clearing of minor blockages. The unit is now being used exclusively for blockages and debris removal, causing additional wear and tear on it, and a back log in pending CCTV work, which is the precursor work for the sanitary sewer rehabilitation program work.

SCOPE OF CONTRACT/AGREEMENT

The Vacuum Combination truck will be purchased through a cooperative agreement HGAC. Build out expectancy is twenty (20) weeks. Combination truck will have a Peterbilt chassis, articulating/telescoping boom, Pipe Hunter combination, a ten (10) yard debris body and a 1500 gallon water tank capacity.

BID AND AWARD

Staff has obtained Houston-Galveston Area Council (HGAC) contract pricing for this vehicle purchase and due to the historically advantageous pricing afforded by the cooperative purchasing program, the discounted pricing is attributable to the significant volume of units purchased state-wide under the cooperative contract. The HGAC cooperative purchasing contract will be utilized for the purchase of one (1) Vacuum Combination Truck in the amount of $404,904.00 from Rush Truck Center. The equipment available through the HGAC contract has been competitively bid and the contract meets all requirements of Local Government Code 252 relative to competitive bidding by Texas municipalities.

This unit will have a build/ construct time of 20 weeks, estimated by Rush Truck Center.

POLICY/GOAL CONSIDERATION

The purchase of the new unit provides effective and necessary sanitary sewer cleaning services in accordance with Council's Strategic Priority to ensure Sustainable Infrastructure and a Safe Community. Routine cleaning ensures systematic removal of debris from the collection system, removal of FOG, heavy grit, rocks, rags, sediment, sludge, solids, plastic and wood which pollute and compromise our sanitary sewer systems and maintaining safe system for citizens.

CURRENT AND FUTURE CIP FUNDING/FINANCIAL IMPACTS/DEBT SERVICE

Funding for this purchase will come from respective departmental budgets Enterprise Fund for Construction Equipment.

O&M IMPACT INFORMATION

Minimal on-going maintenance expense, with only routine preventive maintenance expected, expected to be a reduction in costs from unit being replaced.

A Resolution of the City Council of the City of Pearland, Texas, authorizing the City Manager or his designee to participate in a cooperative pricing arrangement with HGAC Buy for the purchase of one (1) Vacuum Combination Unit Truck in the amount of $404,904.00 from Rush Truck Center.

A Resolution of The City Council of the City of Pearland, Texas, repealing Resolution No. R2019-173, and authorizing the City Manager or his designee to participate in an interlocal cooperative pricing arrangement with the Houston-Galveston Area Council (HGAC) for the purchase of one (1) Vac Hunter Truck Combination, in the amount of $404,904.00 from Rush Truck Center.
