I. PURPOSE OF RFP The Lower Thames Valley Conservation Authority invites qualified Architectural/Engineering firms/individuals to submit proposals for the Detailed Design and Construction Supervision of the Indigenous Community Education Centre and the Revitalization of the Longwoods Road Resource Centre and Ska-Nah-Doht Museum.

II. BACKGROUND The Lower Thames Valley Conservation Authority is one of the 36 Conservation Authorities in Ontario. It has jurisdiction over watersheds of all streams draining into the Thames River from Delaware to Lake St. Clair. The Southern boundary includes the watersheds of streams draining into Lake Erie, from the Talbot Creek watershed in the east, to the Two Creeks watershed in the west. Total area 3,275 square kilometres (1,264 square miles) and is home to 99,401 people. There are 10 member municipalities.

By definition, conservation is “the wise management and use of natural resources”, primarily renewable natural resources including water, soil, vegetation and wildlife.

We are governed by a board of directors, have 25 full time staff and many seasonal employees.

To complete this project we will be led by our CAO-Secretary Treasurer- Mark Peacock P.Eng., who has many years of experience implementing large million dollar environmental and construction projects. Support staff include: Manager of Conservation Lands and Services, Eastern District Supervisor, Ska-Nah- Doht Village Curator and Manager of Communications and Education, for a combined; 80 plus years of experience on similar large scale projects.

The LTVCA conducted a Feasibility Study in 2019 for the Longwoods Resource Centre. Through this consultation process, we reached out to our Indigenous neighbours, surveyed the public and conducted presentations to our Board of Directors and other community groups to engage surrounding stakeholder's interest in the project. The results of the feasibility study indicate that the current facility is dated, needs an upgrade, and suggests several options for the future.

III. PROJECT DESCRIPTION Our project will create an Indigenous Community Education Centre addition to our Longwoods Road Resource Centre Museum. Local schools/groups/families and tourists from around the world experience our environment through a unique blend of programs combining traditional ecological knowledge and western science. Additionally, the project will revitalize the Longwoods Road Resource Centre Museum. The revitalization will include the repurposing/reconstruction of existing building spaces into a kitchen and wheel chair accessible washroom to service the addition, and restoration of the existing building with new windows, siding, HVAC and roofing.

With an addition of a Community meeting space, groups can collaborate on new environmental initiatives. It will provide a welcoming area for people to learn about the past and better communicate towards future endeavours. In the Lower Thames watershed, there are 4 Indigenous communities local to the Longwood Conservation Area: Oneida Nation of the Thames, Munsee-Delaware Nation, Chippewas of the Thames First Nation and Delaware Nation. The proposed Indigenous Community Education Centre will be unique to Southern Ontario and provide an inclusive space for the public, staff and our Indigenous partners to gather, share and learn.

The addition of an Indigenous Community Education Centre will improve the existing Museum space with a unique, multipurpose facility in high demand for gatherings, weddings, seminars, education programs, meetings, symposiums and special Indigenous events. This was a need highlighted in the Feasibility Study. Events will be expanded/introduced to this new indoor space. More programming and attracting newcomers and Indigenous communities is priority. The addition will allow for such expansion and invite groups to experience Longwoods Road Conservation Area and the Ska-Nah-Doht Village. Youth groups and day camp programming will grow. Digital presentations, guest speakers on current environmental and Indigenous subjects will be welcomed. More people will be engaged on the history and culture of the area through new activities involving Indigenous art, dance and music staged inside the new facility. The addition will be promoted and advertised as a unique event venue that can be coupled with onsite programming. There will be access to the outdoors to allow transition easily to nature.

Longwoods Road Conservation Area Features: Ska-Nah-Doht Village is the key feature situated within the Longwoods Road Conservation Area. Three heritage log cabins are also found onsite. A Resource Centre/Museum houses artifact and conservation displays, the Turtle Trail Gift Shop, and theatres for video presentations. Additional facilities include a large picnic shelter and a group camping area for Scouts and Guides. Ten kilometres of nature trails (some wheelchair accessible) meander through the forested areas and ravine systems, with boardwalks, staircases and bridges showcasing beautiful views along the way.

3.3 Proposed Work – This RFP The successful firm/individual will work with LTVCA staff to complete the following: (please see Section V Scope of Services for details)

1. Support the LTVCA with technical information in completing all government/ agency applications to complete the proposed work with the exception of the septic system upgrade required by the expansion

2. Prepare the preliminary detailed design 3. Prepare the final design and final drawings/specifications needed for approvals and

tendering 4. Support the LTVCA in awarding the tender 5. Supervise construction, making revisions to design where required 6. Support the LTVCA completing payment certificates and certificates of completion

IV ROLES AND RESPONSIBILITIES

4.1 LTVCA Project Manager/LTVCA Team The LTVCA Project Manager/LTVCA team will:

1. Manage the project contract and provide oversight in the implementation of the contract.

2. Prepare the Site Plan and all applications to agencies for approvals 3. Provide input (via discussions, e-mails and other forms of communications) into,

review, provide comments on and approve the preliminary and final design recommended by the consultant.

4. Review, comment on and approve other draft documents, recommendations and deliverables prepared by the consultant

5. Prepare communication materials (e.g. social media) to raise awareness of the project.

6. Prepare and approve payment of certificates and invoices once deliverables have been met at key milestones.

4.2 Firm/Individual Contracted to Complete the Proposed Work (paid consultant – subject of

this RFP) The firm/individual(s), contracted to complete the Proposed Work (see Section 3.5 and V Scope of Services) must have technical expertise in Architecture, and Structural, Mechanical and Electrical Engineering. Expertise in Project Management would be beneficial. This firm/individual must also be experienced in Site Supervision. The firm/individual(s) selected will be a contracted consultant or consultant team.

The firm/individual contracted to complete the work need to: 1. Perform the Proposed Work (section 3.2) in a timely manner as per the Deliverables

and Deadlines identified in Section VI and Scope of Services identified in Section V 2. Cover all travel and other related project expenses not identified as being provided

by the LTVCA in this RFP 3. Maintain regular contact with the LTVCA Project Management team (at a minimum

once fortnightly), to discuss options, address questions and report on progress

V. SCOPE OF SERVICES Project Phases

VII. INSURANCE REQUIREMENTS The following minimum insurance coverage must be met:

Professional liability insurance in the amount of $2,000,000 per claim, with respect to negligent acts, errors or omissions in connection with professional services to be provided in connection with the project.

Workers' compensation insurance and employer’s liability insurance in the maximum statutory liability amount, naming Lower Thames Valley Conservation Authority, its directors, agents and employees as additional insured.

Commercial general liability insurance in the amount of $1,000,000 per occurrence/$2,000,000 aggregate, naming LTVCA, its directors, agents and employees as additional insured.

Business automobile liability insurance, with limits not less than $1,000,000 each occurrence, combined single limit for bodily injury and property damage, including owned, hired and non‐owned auto coverage, as applicable.

VIII.SUBMITTAL Proposals should be prepared simply and economically using Attachment A – Bid Sheet and Bid Proposal Form, providing straightforward, concise descriptions of the firm’s capabilities for satisfying the requirements of the RFP. Emphasis should be on completeness and clarity of content.

In order to be considered, proposals shall include all of the following items:

1. Firm/individual’s description, including your firm’s particular strengths as they relate to Architecture, and Structural, Mechanical and Electrical Engineering at a minimum. Expertise in Project Management would be beneficial.

2. Proposed firm staff: Names, roles, resumes, and hourly billing rates of key staff that will be assigned to this project.

3. Description of firm/individual’s relevant work experience consisting of at least three (3) examples from within the past five (5) years. Include the following information: customer name; customer contact name, phone number and e-mail, type of service(s) rendered, start and end dates of the project, names of locations of work and size of project ($, unit counts, and project type). Please verify that all contact information provided is current.

4. Proposed fees for services are to be submitted using the Bid Proposal and Bid Form (Attachment A), detailing each component of Section V - Scope of Services. The LTVCA is seeking lump sum proposals wherever possible, with a time-and-materials arrangement only where the work scope cannot be anticipated. Please provide a breakdown of Phases 3, 4, and 5 costs, broken down by individual project components as requested on the Bid Proposal and Bid Form.

IX. EVALUATION OF QUALIFICATIONS Various criteria will be used in the selection of the successful firm(s)/individual(s), including:

1. Experience level of firm and personnel be assigned to this project 2. Competitive fee consistent with industry standards 3. Project approach 4. Evaluation from references, including demonstrated ability to work collaboratively with

clients, public agencies, landowners and the public.

X. SELECTION PROCESS LTVCA staff will evaluate the proposals according to the identified criteria. The LTVCA reserves the right to interview a short‐list of respondents. The selected firm/individual will be announced after careful consideration by the LTVCA.
