From the President As we begin a new year, COVID vaccines are being distributed but you do not have to be a rocket scientist to know COVID is still affecting all of our daily lives. We can look to the future and see a glimmer of light but the reality is even with the vaccine, it may be months before any of us can see some type of normalcy. The Executive board is focused on a productive 2021 and earlier this month, Executive Director, Ashley O’Donald and I met virtually with State Revenue Commissioner, David Curry and Director of Local Government Services Director, Chuck Nazerian to discuss GAAO’s calendar of education events for 2021. The meeting was very productive and I am pleased to say the Georgia Department of Revenue is supportive of GAAO mission to provide quality education to our 1,500+ members. Commitments have been made to ensure GAAO members will receive continuing education credits for approved training events. With this commitment, we can focus on getting the information to membership. First on the list is a virtual one day later this month on commercial valuation during the pandemic. We then turn to our March one-day typically held in Macon but we have moved forward to host the event virtually with great information you have come to expect. Our focus now is Summer Conference. Summer Conference is the highlight of the year and will take place in July however there are many unknowns with having a full in-person event. We are working daily with the Jekyll Convention Center and lodging facilities to ensure safety is the primary focus of hosting the event. As we move through the year, membership’s input is essential in planning and hosting education events. Browse through the updated GAAO website, connect to GAAO’s Facebook, reach out by phone or email to any of the Executive Board members or Committee Chairs. Be engaged. Let your feelings be known. This is your organization. You have elected us to provide the best information so you may provide the best service to your local district. God Bless

I hope everyone enjoyed some much deserved time off during the Holiday Season. As President Stokes mentioned above, unfortunately COVID is very much still a reality to all of us. Please remember all those who are dealing with the illness, as well as those who have lost loved ones to the virus. Hopefully, as the year progresses, we can put this chapter of history behind us. I am excited about the educational offerings GAAO has in store for this year, and the renewed partnership we have with the Department of Revenue. Continuing education credit hours will be awarded for most of our One-Day seminars throughout the year. This begins with seven hours of credit being awarded for attendees of our upcoming Valuing Commercial Property in a Declining Market seminar being offered later this month. Registration details, for this event, can be found in this newsletter and on our website. This seminar will be full of recently updated material, taught by IAAO Senior Instructor Terry Taylor, CAE, AAS, RES. Lastly, I’ll echo what President Stokes said above. This is your organization. We want to hear from you and we want every member to be involved. So, take the opportunity to serve on a committee, help with a seminar, or run for Executive Board. GAAO EXECUTIVE BOARD MEETING MINUTES DECEMBER 7, 2020 2:00 P.M. VIRTUAL MEETING President Stokes called the meeting to order. Members Present: James Stokes, Chuck Anglin, Dana Burch, Rod Conley, Andrea Crutchfield, Monica Horne, Silas Hrobar, and Stephen White. Members absent Curtis Briscoe. Also present were Chris Blessing-Chair of GIS/Technology Committee, Ashley O’Donald-Executive Director, and Kathy Newton-Executive Assistant. Andrea Crutchfield made a motion to approve the agenda moving items # 3 and #4 to immediately follow approval of minutes. Dana Burch seconded the motion. Motion carried. Stephen White made a motion to approve the minutes of October 5, 2020. Silas Hrobar seconded the motion. Motion carried. Stephen White, Education Chairman, reported February 2, 2021 as the date for the February seminar. The seminar will be held virtually. The topic will be “Appraising Commercial Property in a declining market” taught by Terry Taylor with Team Management. Stephen White reported costs of seminar to the Board. Andrea Crutchfield made a motion to move forward with this seminar. Dana Burch seconded the motion. Motion carried. The March 24, 2021 seminar is scheduled for Macon but could possibly be virtually. The Board will make the final call on rather it would be virtual or in person at the January board meeting. The seminar will consist of a legislative update, DOR update, and economic update by Cal Evans. The August 27, 2021 seminar will be held at Lake Blackshear. This seminar will be a combination of personal property and technology related topics. Speakers are being finalized for this event. The October seminar/business meeting will be help October 18-19, 2021 at Brasstown. The topics will include DOR update, Audit Department update, Economic update, Residential update and information on deeds, estates and trusts. The IAAO Course 400 will be taught virtually January 25-29, 2021 by Stephen White. There are 12 people currently registered for the class. President Stokes and Executive Director Ashley O’Donald have reached out to Chuck Nazerien, the new Department of Revenue director. A meeting with Chuck Nazerien and Revenue Commissioner Curry has been set for January 12, 2021 in Atlanta. President Stokes has prepared an outline for items to be discussed. They are looking forward to a productive and positive meeting. Curtis Briscoe prepared a presentation for the Summer Conference Sponsorship tiers for Ashley to present to the Board. After presentation, Roderick Conley made a motion to approve the Summer Conference Sponsorship tiers and Stephen White seconded the motion. Motion carried. The details of the program will be finalized with Curtis Briscoe and the Summer Conference Committee. Curtis Briscoe had previously presented presentations for Awards Program. Roderick Conley made a motion to move forward with the Awards Program and Chuck Anglin seconded the motion. Andrea Crutchfield asked for the motion to be amended to add guidelines as to how we would choose this year and moving forward. Dana Burch seconded this amended motion. Motion carried. The guidelines will be presented at the January meeting. Roderick Conley recapped the GCA program and stated the program was ready to be advertised on the website. Executive Director Ashley O’Donald requested all final documents and

application be sent to him for publication in the newsletter and on the website for the new year. Chuck Anglin presented the legislative policy for 2021 for approval. Dana Burch made a motion to approve the policy as presented. Andrea Crutchfield seconded the motion. Motion carried. The policy will be in January newsletter and published on the website. President Stokes presented the calendar for the 2021. This calendar will be updated as needed. Executive Director, Ashley O’Donald would like to put calendar and schedule of events on website as soon as possible. President Stokes reviewed the charge to Executive Board Members presented to Board members during planning session. He reminded all Board members to attend all functions and meetings. President Stokes reviewed the committee charges. Andrea Crutchfield asked to review the Audit Committee charges. Roderick Conley also expressed concern if Calvin Hicks had been formally asked to be Chair of the Professional Designation Committee. James will confirm with Calvin Hicks. Executive Director Ashley O’Donald advised he would reach out to the company that does IAAO electronic voting and South Data in hopes we could justify the cost and move forward on this. In the past, electronic voting has been cost prohibitive. He will update the Board at the January meeting. Executive Director, Ashley O’Donald, reported that the website registration numbers are increasing. He stated the website is easy to update. The message board is up and running. He hopes to get some statistics in place to monitor the website usage. Job postings will be updated on a 30-day cycle. He thanked Chris Blessing for helping with the website. The terms and schedule of the Executive Board District were discussed. President Stokes sent all board members emails he had received concerning this topic. Roderick Conley expressed concerns of making a change in light of the resolution previously made. Andrea Crutchfield expressed her concern that the terms should follow the Constitution. Andrea Crutchfield made a motion to table this item until the January meeting. She also stated any information, comments or concerns be sent to Ashley O’Donald to be comprised into one document for the Board to review. Kathy Newton was also asked to provide any information she had on this subject. Dana Burch seconded this motion. Motion carried. Executive Director, Ashley O’Donald, reported that the location of Brasstown for the planning session seemed to work great. His thoughts are to possibly have the planning session the weekend prior to the fall seminar. There are a few items that would need to be worked out. He would report again on this in the upcoming year. The next Board meeting will be held January 11, 2021 at 2:00 P.M. This will be a virtual meeting. Executive Director, Ashley O’Donald, presented for approval the 2021 budget discussed at the planning session. Dana Burch made a motion to approve the 2021 budget and Andrea Crutchfield seconded the motion. Motion carried. No Executive Session was needed. Chuck Anglin made a motion to adjourn the meeting.
