She reported that David Jones,Board Chair for the Georgia State Board of Barber, and Executive Director, Deborah Beard alsoattended the NIC Region Conference held February 27-29, 2015 in Savannah, Georgia. KayKendrick briefly discussed information shared at the meeting which included some statesderegulating some licenses. A video was shown at the Region Conference showing how eyelash

extensions are applied. The video was an interesting video. Kay Kendrick informed the Boardshe feels this is a service that should require licensure and is glad to know that is in theproposed legislation House Bill 314.UPDATE ON SCHOOL OVERVIEW MEETING HELD MARCH 9, 2015Cynthia Stein reported 273 people attended the school overview meeting held March 9, 2015,by NIC. She discussed that PSI is allowing examinees to wear what they want instead of labcoats and smocks. Examinees are not required to wear chemical capes during chemical services.The Board feels students should know about capes. Tripods are now acceptable. Examinees arerequired to bring a curling iron with a cord to the test. New blood exposure procedures havebeen added to the Esthetics and Nail Technician Exams. The Overview included discussion onthe nail kits and the increase from two bags to three bags for implements. Brush and exfoliationhas been added to the Esthetics exam. A pencil and a four (4) foot string can be used formicrodermabrasion to show they can manipulate the wand. Examinees are required to bringhard wax in a simulated warmer/like soft wax not in a pot. This was a good meeting andinformative to all who attended.REVIEW NIC THEORY AND PRACTICAL EXAMINATION UPDATESCynthia Stein motioned, DRee Church-Krohn seconded to add brush exfoliation, microdermabrasion,simulated hard wax, eyelash extensions, and blood spill procedures for all modalities to the exam.DRee Church-Krohn motioned, Dana Love seconded to request NIC to require examinees to wear capes,smocks or lab jackets with school name covered, and wear chemical capes during chemical services, andclosed toe shoes during exam; also to allow examinees to bring one (1) curling iron with or without acord.HB314- James Hutcheson motioned, Belinda Sanders seconded to accept revisions of HB314 as is andnot make any changes. NIC Region – Deborah Beard informed the Board she attended the NIC Region Meeting (02-27-15 &02-28-15). The ability to collaborate with other state Director’s was an enlightening opportunity.The overall meeting was very informative and a great opportunity.Renewals – Hair Designers are currently in lapsed late renewal period. The late renewal period isscheduled to end March 31, 2015. Those who have not submitted a renewal by this date will lapseand be required to submit a reinstatement application.Citations- Board staff has sent settlement offers to all of the citations up to April 2014 who met theBoards criteria and that did not have issues which require further review.Staff has a memo which we would like to get the board’s approval to send settlement offers to thosewho may have received a citation for the old fine amounts, but the citation was after the new lawwent into effect and should have reflected the new fine amounts.Scheduled Citations - The Board has scheduled citation hearings for citations received up throughNovember 2014. Licensees have 30 days to pay or to request a hearing.

HB 314 – HB 314 which is the bill to combine the Barber and Cosmetology Boards passed theHouse and is now in the Senate.Applications – Applications for licensure are currently being processed within 7-8 business daysfrom the date of receipt in the board’s office.DISCUSSION ITEMS

Sanitation and Disinfection of nail brushes- The Board reviewed and discussedsanitation and disinfection of nail brushes. Board members expressed their concernsregarding the sanitation of plastic nail brushes. The Board reviewed information receivedfrom Leslie Roste, RN, BSN with National Director of Education and Teresa Lewis regardingproperly disinfecting brushes. Discussion included the discarding of porous substances andthe disinfecting of non-porous materials between clients. The Board agreed it is importantthat all licensees be aware of the proper sanitation and disinfecting of implements. Citation Settlement Offers- James Hutcheson motioned, Norma Banks seconded and theBoard voted unanimously to allow staff to send settlement offers to licensees who receiveda citation based on fines in place prior to the new law which went into effect April 2014.
