“I must emphasize that greater attention should be paid to technical and vocational education”(Quaid-e-Azam, 27 Nov. 1947)
Technical Vocational
& Livelihood Program for Youth
Idara-e-Taleem-o-Aagahi (ITA)
Ÿ According to the HDI, 60.3% of Pakistan's population lives on under $2 a day (UNDP 2009) and 50% of its 180 million populations is under 20 years of age.
Ÿ Compared to 155,495 Primary Schools (20 million enrolled) there are only 25,000 secondary schools wutg 3 million enrolled in Pakistan, allowing a minority of students to transit and complete secondary schooling.
Ÿ Over 66% of Pakistan's 180 million population is under 30 years of age and only 11% of school age population survives grade X; 5% of the target population make it to higher education with 2-3% enrolled in TVET programs – thus a huge untapped potential awaits to be mobilized.
Ÿ Of those who do go to school, learning levels are very low (ASER 2011), 50% graduate grade 5 without literacy & numeracy competencies of grade II standard
Ÿ There is extreme shortage of skilled workforce for economic growth.
Ÿ National level Policies for TVET (education & training) encourage partnerships for optimum outreach to the youth.
Background
Why Technical Vocational Education & Training?
Idara-e-Taleem-o-Aagahi (ITA) Public Trust certified by the Pakistan Centre for Philanthropy (PCP) is well versed in the chronic challenges of:
ITA decided to revamp its own approach to education and learning by extending education to Skills & Livelihood through multiple platforms.
In 2010 ITA collaborated with its trusted CSR partner UNILEVER Pakistan Ltd. very Committed to CSR with sustainbilatiy and social responsibility to experiment
with technical vocational options in an existing govt. partner school in Rahim Yar Khan which lies on the UPL estate.
ITA signed a formal agreement, MOU with TEVTA Punjab to extend its certified courses and trainers for the prospective trainees
ITA has and existing 5 year PPP MOU with the Govt. of Punjab (all provinces) to work as a partner in service delivery, capacity building and policy influence across all districts.

Innovative TVET Program in Govenment Secondary Schools of Punjab
The Schools Department, Government
of Punjab initiated a TVET program in
2009/10 for 15 schools per district;
estab l i shed labs and procured
equipment, but these were lying under-
utilized and often locked in school
stores.. Many state of art computer labs
in government high schools are lying idle
with few lessons in a day.
The program thus initiated by ITA in
secondary schools for technical
vocational and enterprise education has
opened many possibilities for our young
and d isadvantaged groups . An
ecosystem is emerging for ITA in TVET
expanding from skills, livelihoods and life
skills, to counseling, enterprise, micro
credit and lifelong learning for improved
well being.
The combined platform of c o r p o r a t e s o c i a l responsibility (CSR) and public private partnerships (PPPs) elegantly devised by a civil society organization (CSO) has created wonders for both out of school youth and potentially for students (grade 9 +) in schools during the summer months.
ITA’s VISION & MISSION for TVET
VisionProvide economic and
social empowerment to disadvantaged youth
through skills and livelihoods.
Mission To reduce poverty through
extension of skills and economic opportunities
particularly for young women and men as competent trained
entrepreneurs across Pakistan.
