The Common Strategic Framework (CSF)(Article 17 CSF Funds Regulation)
• EU strategic document: replaces Community strategic guidelines for rural development
• Ensures a concentrated action and coordination of the CSF funds to translate the EU2020 objectives and targets into key actions
– Establishes for each thematic objective the key actions to be supported by each CSF Fund
– Identifies key territorial challenges for urban, rural, coastal and fisheries areas and areas with particular territorial features
– Describes horizontal principles and policy objectives
– Identifies priority areas for cooperation activities for the CFS Funds (where relevant)
– Outlines the coordination mechanisms between CSF Funds and other Union instruments/policies
– Provides for the mechanisms for ensuring coherence and consistency with economic policies of the Union.

Ex-ante conditionalities(Article 17 CSF Funds Regulation)
• Represent essential requirements to ensure that the necessary conditions for the effective use of Union support is in place
– E.g. definition of GAEC for AEC commitments
• To be fulfilled by Member States before the start of the programmes, or early on during implementation of the programmes:
– Fund-specific ex-ante conditionalities (Annex IV RD Regulation)
– General ex-ante conditionalities: common to all the CSF Funds (Annex IV CSF Funds Regulation)
– Commission to assess information on fulfillment of ex-ante conditionalities
– Member States to provide action plan on fulfilling ex-ante conditionalities unmet when Partnership Contract sent

– Water pricing: existence of water pricing policy respecting the principle of recovery of costs of water services, based on relevant economic analysis by relevant sectors
– Waste management plans (WMP): one or more WMP are established
– Renewable energy: a national renewable energy action plan is adopted

• Priority 6:– Access to EAFRD: support to stakeholders for submitting project applications
and implementing/managing projects is available
– Self-employment, entrepreneurship and business creation: a strategy for inclusive start-up support is available, including measures to reduce time and costs for business set-up, measures to reduce timing for getting licences and permits and taking-up/performing specific activities, and actions linking business development services and financial services
– NGA infrastructure (Next Generation Access Networks): national NGA plan is in place, containing a plan of infrastructure investments, sustainable investment models and measures to stimulate private investments

Performance reserve(Articles 18-20 and Annex 1 of CSF Regulation)
• Performance reserve – 5% of the EAFRD in each Member State will be set aside at the beginning of the
programming period
• Performance framework: quantified targets and milestones for RD priorities to be included in RDP on the basis of a common set of indicators– milestones established for each priority for the years 2016 and 2018
– targets established for 2022
• Performance review: a review of programme performance will be undertaken by the Commission in collaboration with the Member States in 2017 and 2019 – 2017: assessment of progress against milestones (based on financial and
output indicators) – Commission can make recommendations
– 2019: assessment of progress against milestones (may also include result indicators) for the purpose of allocating the performance reserve
– performance reserve to be allocated to those programmes, or priorities within programmes, that have met their milestones (Commission decision)
