A RESOLUTION approving the Committee Report of Committee on Social Welfare in connection with the Local Poverty Reduction Action Plan (LPRAP) , for Fiscal year 2016, herein attached as ANNEX "B" with recommendation, as follows:

'The committee hereby recommend the suspension of the review until such time that the documents requested were forwarded to the Sangguniang Panlungsod".

: That, the Local Poverty ReductiQn Action Team (LPRA T) submitted to the Sangguniang Panlungsod the list of Priority Poverty Reduction Projects within the Grassroots Budgeting Menu of Programs.

: That, th-e Local Poverty Reduction Action Team is requesting for an SP Resolution adopting the submitted Local Poverty Reduction Action Plan (LPRAP). List of Priority Projects for implementation of the Bottom.:.up Budgeting (BUB ) for FY 2016.

: That, a Co.mmittee Hearing was held last February 06,2015 at the SP Session Hall Gallery, 5th floor, New City Hall . Building, City of Santa Rosa, Laguna. Present were City Vice Mayor Arnel DC. Gomez, Hon. Edward F.S. T.iongco- SP Chairman- Committee on Social Welfare, ·Hon. Petronio Factoriza- Vice Chairman- Committee on Social Welfare, Members of the Sangguniang Panlungsod- Hon. Laudemer Carta, Hon. Luisito Algabre, Hon. Raymond Ryan Carvajal, Hon. Rodrigo Malapitan, DILG City Director- Mr. Tirso Lavinia, LPRAT Co Chairman- Mr. Rolando Ocampo and other members of the Local Poverty Reduction Action Team from the City Government and Civil Society Organizations. · 1

: That, Hon. Tiongco inquired if there was a Workshop consultation done with the different CSO's in the in the city for the formulation of the List of Priority Projects/LPRAP. .

: That, DILG City Director, Mr. Tirso Lavinia informed the Body that they followe_d the guidelines provided by DBM-DILG-DSWD-NAPC in the formulation of the LPRAP. The following activities were conducted:

~ October 24, 2014, there was a CSO assembly attended by 84 members from more than 20 Organizations in the city.·

• · Orientation and Election for the composition of the LPRAT.

• . Reorganizing CSO's according to sector representation. (no representative from the Sol~ Parents}

• December 02, 2014, Workshop was done to determine what were the poverty needs. -Reporting and discussion -Assessment of the projects. spedfied

• December 18, 2015, .$e City Mayor issued an Executive Order on the LPRAT Composition wherein 50% came from the CSO's and 50% from the Government

• The LPRAP was already submitted to the DILG Regional Office even without the SP Resolution.

: That, the committee requested the City Planning and Development Office (CPDO) and the City Department of Interior and Local Government (DILG) to submit the following:

• Result of the Workshop Consultation. • Data on population

How many belong to the marginalized/poor sector. Number of unemployed ·· Number of out of school youth Sources of income

• Other data used as basis in choosing the priority projects.

: That, deadline for submission of the above mentioned documents is on February 11, 2015.

: That, the deadline for submission of the SP Resolution to the RPRAT is on February 28, 2015.

: That, the Committee requested the City DILG Director to update the Sangguniang Panlungsod on the status of the submitted LPRAP to the RPRA T through the Committee on Social Welfare.

· : After careful review and evaluation, the Committee hereby recommend the suspension of the review until such time that the documents requested were forwarded to the Sangguniang Panlungsod.
