SAPAGKA'T, ang Pamahalaang Bayan ng Santa Rosa, Laguna ang nararapat na mabigyan ng pangunahing konsiderasyon sa pag-aangkin sa Lote Blg. 2098 at 2099, bilang ito ay lupang bahagi _ng bayan at kinatatayuan ng makasaysayang gusaling tinaguriang "CUARTEL DE SANTO DOMINGO" na siyang magsisilbing palatandaan (LANDMARK) ng patuloy na umuunlad na bayan;

SAPAGKA'T, sa kasalukuyang maunlad na kalagayan ng bayan ng Santa Rosa ay may sapat na kakayahan upang mapangalagaan, mapag-ingatan, mapanatili at mapaunlad ang makasaysayang lugal ng "Cuartel de Santo Domingo" upang ito ay magsilbing ala-ala ng nakaraang kasaysayan para- sa kaalaman at pag-aaral ng mga susunod pang henerasyon.

Now on the threshold of being a highly urbanized town, and with a rapidly increasing population, there is' emerging a high demand for the local government to exercise powers and discharge its primordial functions and duties and responsibilities as are necessary and appropriate to efficient and effective provision of basic services and facilities to the town's teeming inhabitants.

Such extensive and varying services are, among others, services and facilities related to community based forestry projects; environmental management services; cultural centers; public parks; playgrounds, sports facilities and equipment services, tourism facilities and other tourist attractions and even sites for other basic municipal infrastructural facilities.

We are all fully aware that the municipality has no available land resources with which to utilize for servicing such needs of the inhabitants. Hence, the inevitable and imperative recourse of seeking claim and ownership of these Sto. Domingo lots which have remained untitled to any claimant whomsoever or whatsoever.

We are so elated when during our audience with your good office last Wednesday, the 20th of this month, you expressed your unequivocal desire to pursue in earnest our townpeople's claim for the ownership of two parcels of lot (Lot Nos.~ an~) consisting of 8 hectares, more or less, located at Brgy. Sto. Domingo of this municipality, and where the historical "Cuartel de Guardia Civil", and later more popularly called "Cuartel de Sto. Domingo" is situated. •

You likewise made assurance that this was your intention from the very start and you would extend your own full support, as well as that of the local Sangguniangbayan members in pursuing this claim. and asked our civil society organized group to present to your office a formal letter request-report which may assist the municipal government into facilitating, expediting and successfully achieving the claim for the municipality.

Our "Kilusan" group has inade researches_a,nd studies on the matter of this claim. and is offering our assistance in whatever way we may be called. upon.

Notwithstanding the bases of our claim possibly as a matter of historical right, by right of heritage, and titular decree upon the creation of our municipality in 1792, we are nevertheless urgently recommending that, the Municipality of Santa Rosa, Laguna, (notwithstanding its prior claim previously filed with the CENRO) :

1. File an Application to Purchase Friar Lands (Act No. 1120), under the provisions of Commonwealth Act No. 32, as amended;

2. Enact a Sangguniangbayan Resolution authorizing the municipal mayor to file the Application to Purchase Friar Lands in representation of the Municipality of Santa Rosa, Laguna;

3. Enact a Sangguniangbayan Ordinance appropriating the sum ofP ___ _ for the purchase of the two Sto. Domingo lots, and authorizing a 10% initial deposit of the purchase bid with the Friar Land Division/ Land Management Bureau, DENR;

4. Enact a Sangguniangbayan Resolution opposing any claim filed or to be filed by the Philippine National Police and/or Armed Forces of the Philippines under a similar Application to Purchase Frian Lands over the same Sto. Domingo lots, or any mode of acquisition whatsoever.

The mode of acquisition by purchase under Act No. 1120, and pursuant to C.A. No. 32, as amended, is being recommended purposely to expedite our claim and possibly to obviate tedious if not, litigious processes.

We most respectfully request that urgent and positive actions be made on the above-stated recommendations.
