1. BILL OFFICE 1.1 Introduction: Bill office deals with the Government as well as the Private Members’ Legislative Business. During the year 2011, the Rajya Sabha held 73 sittings in three Sessions, namely, 222 nd , 223 rd and 224 th . Out of the 73 sittings, the House transacted Government Legislative Business and Private Members’ Legislative Business in 35 and 3 sittings respectively. 1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 9 Bills were introduced in the Rajya Sabha during the year. (Annexure-1.1) (ii) Bills originating in the Rajya Sabha, considered and passed: 8 Bills originating in the Rajya Sabha were considered and passed during the Year. (Annexure 1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha, considered, Passed/Returned: 34 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the year of which 9 were Money Bills. All the Money Bills were returned by the Rajya Sabha to the Lok Sabha without any recommendations, 20 other Bills were passed by Rajya Sabha and remaining 5 Bills were pending in the Rajya Sabha. (Annexure-1.3) (iv) Bills originating in the Rajya Sabha and referred to the Department-related Parliamentary Standing Committees: 9 Bills introduced in the Rajya Sabha, were referred to the Department-related Parliamentary Standing Committees during the year. Out of those, 3 Bills were referred to the DRPSC under the administrative control of the Lok Sabha. (Annexure-1.4) (v) Bills originating in the Lok Sabha and referred to the Department-related Parliamentary Standing Committees: 11 Bills introduced in the Lok Sabha, were referred to the Department-related Parliamentary Standing Committees under the administrative control of the Rajya Sabha. (Annexure-1.5) (vi) Bill withdrawn: One Bill as introduced and pending in the Rajya Sabha was withdrawn by leave of the House. (Annexure-1.6) 1.3 Private Members’ Legislative Business: (i) Bills introduced in the Rajya Sabha: 51 Private Members’ Bills were introduced in the Rajya Sabha during the year. (ii) Bills considered, passed/negatived or withdrawn: 3 Private Members’ Bills were considered, of which two Bills were withdrawn and the other one is under consideration. 1. BILL OFFICE

1.1 Introduction: Bill office deals with the Government as well as the Private Members’ Legislative Business. During the year 2011, the Rajya Sabha held 73 sittings in three Sessions, namely, 222nd, 223rd and 224th. Out of the 73 sittings, the House transacted Government Legislative Business and Private Members’ Legislative Business in 35 and 3 sittings respectively. 1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 9 Bills were introduced in the Rajya Sabha during the year. (Annexure-1.1) (ii) Bills originating in the Rajya Sabha, considered and passed: 8 Bills originating in the Rajya Sabha were considered and passed during the Year. (Annexure 1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha, considered, Passed/Returned: 34 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the year of which 9 were Money Bills. All the Money Bills were returned by the Rajya Sabha to the Lok Sabha without any recommendations, 20 other Bills were passed by Rajya Sabha and remaining 5 Bills were pending in the Rajya Sabha. 1.7 Goals and Objectives:

At the beginning of the year, the Bill Office prepared its Annual Action Plan setting out goals/targets for timely updating Bills software; updating the precedent register and updation of legislative information on the website, which were successfully achieved during the year. There was no substantial change in the original Action Plan of the Bill Office during the year 2011. As regards, the performance of the section, review meetings were held to have an assessment of achievement of the goals and targets set under the plan. 1.8 Training:

Training programme on Legislative Drafting for the staff of Bill Office particularly all Assistants is long pending. 1.9 Analysis:

The comparative figures of Bills introduced and passed in 2010 and 2011 are as under:- Government Bills Private Members’ Bills

∗ Out of the 12 Bills transmitted by Rajya Sabha, 8 Bills were introduced, considered and passed by Rajya Sabha and transmitted to Lok Sabha and remaining 4 Bills, namely, the Orissa (Alteration of Name) Bill, 2011, the Constitution (One Hundred and Thirteenth Amendment) Bill, 2011, the State Bank of India (Subsidiary Banks Laws) Amendment Bill, 2011 and the Academy of Scientific and Innovative Research Bill, 2011 were Bills of Lok Sabha. Rajya Sabha passed those Bills with amendments and transmitted to Lok Sabha. ♣ The Wakf (Amendment) Bill, 2010, as passed by Lok Sabha, was referred to a Select Committee of the Rajya Sabha on the 31st August, 2010. The Committee presented its report to the Rajya Sabha on the 16th December, 2011. ⊗ Out of the 41 Bills considered by Rajya Sabha, 37 Bills were considered and passed by the House and the remaining 4 Bills, namely, the Indian Institute of Information Technology, Design and Manufacturing, Kancheepuram Bill, 2011, the Commercial Division of High Courts Bill, 2010, the Architects (Amendment) Bill, 2010, and the Lokpal and Lokayuktas Bill, 2011 were considered by Rajya Sabha but the discussion remained inconclusive. ψ Out of the 37 Bills passed/returned by Rajya Sabha, 36 Bills were assented to by the President, one Bill, namely, the Railway Property (Unlawful Possession) Amendment Bill, 2011 was passed by Rajya Sabha and transmitted to Lok Sabha. The Bill is pending in Lok Sabha.
