3 National Rural Road Development Committee Report- Findings India has about 5.89 lakh villages of various population sizes, inhabited by about 75 % of its population. Water tankers cannot reach several thousands drought prone villages leading to migration of rural population in total despair. A large number of cattle die in veterinary epidemics especially during the rainy season because timely help cannot reach them. Daily 300 pregnant women die, as they cannot reach the health centre in time from their villages. The public distribution system fails to penetrate to thousands of villages leading to malnutrition and infant morality. Perishable agricultural crops cannot reach the market in time leading to heavy loss to the farmers. Lakhs of rural children cannot reach the schools during rainy season.

Unconnected Habitation

An Unconnected Habitation is one with a population of designated size located at a distance of at least 500 meters or more (1.5 km of path distance in case of Hills) from an All-weather road or a connected Habitation.

ConnectivityConnectivity

The Unconnected Habitations are to be connected to nearby Habitations already connected by an All-weather road or to another existing All-weather road so that services (educational, health, marketing facilities etc.), which are not available in the unconnected Habitation, become available to the residents.

HabitationHabitation

The unit for this Programme is a Habitation.

A Habitation is a cluster of population, living in an area, the location of which does not change over time.

(Desam, Dhanis, Tolas, Majras, hamlets etc. are commonly used terminology to describe the Habitations.)

A Revenue village / Gram Panchayat may comprise of one or several Habitations.

District Rural Road Plan and Core Network District Rural Road Plan and Core Network

The District Rural Roads Plan indicates the existing road network system in the District and identifies the proposed roads for providing connectivity to Unconnected Habitations, in an economic and efficient manner

The Core Network identifies the roads required to assure each eligible Habitation with a Basic Access to essential social and economic services.
