Jack Kinstlinger, chairman emeritus, KCI Technologies

Memphis, Tenn. Lifetime membership is one of the highest

honors ARTBA bestows and is given to recognize extraordinary, long-term service to the association.

Kinstlinger’s contributions to the transportation construction industry and the association world are many. He joined KCI in 1984 as president, and became chief executive officer and chairman of the board in 1988. Previously, he was deputy secretary of the Pennsylvania Department of Transportation and state highway director in Colorado, and has worked as

an officer for two global consulting firms. Kinstlinger has a degree in civil engineering from Rensselaer Polytechnic Institute and a master’s in civil engineering from the Massachusetts Institute of Technology.

His volunteer leadership positions in ARTBA span two decades, having served as president of its Planning & Design Division (1993-1994), Northeastern Region vice chair (1996-2007), and most recently as Transit & Rail Advisory Council chair (2007-2012). He is also the 1997 recipient of the Guy Kelcey Award,” which honors outstanding service to the ARTBA Planning & Design Division.

“For me, it’s helpful because I’m able to point to an accomplishment. Think about it — so many congressmen and women are on committees that can’t say what I can say. And that is that our committee actually produced something. Thank God the Senate had a bill done that we could work with and work around. And yes, nobody’s happy with the short time of it — two years and three months. But I’m able to talk about my participation and some of the good components of the bill that we were still able to get in. So for me, it’s a positive.”

U.S. DOT Unveils Updated List of TIFIA Applicants

The U.S. Department of Transportation October 11 released a list of project sponsors that have submitted letters of interest for Transportation Infrastructure Finance and Innovation Act (TIFIA) credit assistance. The MAP-21 surface transportation law increased the resources allocated to the TIFIA Program by more than 600 percent from $122 million in FY 2012 to $750 million in FY 2013. There are currently 19 projects (14 highway/bridge improvements, four transit facilities, and one walkway) with estimated project costs of $27.5 billion that have expressed interest in TIFIA direct loans or loan guarantees. U.S. Transportation Secretary Ray LaHood noted in September that submitting a TIFIA letter of interest does not guarantee approval of the project. View the complete list of interested projects.

Geoff Yarema, partner at Nossaman LLP, was honored, for the second time in his career as ARTBA’s “Private Sector Entrepreneur of the Year” for his extensive work leading up to MAP-21 and his continued advocacy for P3s at the federal and state level. Rick Land, chief deputy director of Caltrans, accepted the “P3 Project of the Year” award on behalf of the department for the Presidio Parkway P3 in San Francisco, Calif.

Additionally, newly elected division officers and directors were formally installed October 12. Joining the P3 Division Board of Directors are: Jennifer Aument of Transurban USA, Roger Driskell of Illinois DOT, Kevin Thibault of Parsons, Joe Wingerter of Kiewit, and John Buchheit of Gannett Fleming.

Matt Girard of AECOM was installed as the division’s vice president and Tom Stoner of Lochner MMM Group gave his initial address as the new P3 division president. Stoner set a path for the division’s future and announced the 25th Annual ARTBA P3 Conference and thanked outgoing division president, Patrick Rhode of Cintra US for his service in the previous year.

FHWA Highlights Sustainable Highways Initiative

The Federal Highway Administration updated interested parties October 10 on its “Infrastructure Voluntary Evaluation Sustainability Tool” (INVEST) that is intended to help state departments of transportation (DOT) integrate sustainability best practices into their projects and programs. The initiative allows agencies to develop a sustainability score for projects under consideration. FHWA officials described INVEST as a national tool to help states incorporate social, environmental and other sustainability principles into their programs. FHWA officials emphasized, however, the program is not mandatory and is not intended to facilitate comparisons between state DOTs.

The Academy will be led by Dr. Gransberg, an engineer, professor, des-ignated design-build professional and owner of a construction man-agement/project delivery consulting firm.
