2014 Following confirmation from the committee that the internal roads for Gloucester Park will remain private, they have requested that the roads be sign posted with approved names. Committee further advised that in the original precinct plan, an internal map was going to be displayed to assist visitors with orientation within the precinct. ROM to liaise with Technical Officer Assets and Administration in relation to having the roads sign posted. 4/6/14 ROM discussed with Technical Officer Administration and Assets (TOAA). TOAA will forward some options for ROM to discuss with subcommittee. Subcommittee to decide what option to progress. 6/8/14 Will be finalised while ROM is on leave in the next month. 3/12/14 Johan to follow up – approvals pending from Landgate? 4/2/15 Met with Infrastructure and Landgate. Mock-up designed gone to working group. Looking at having signs up in the next couple of weeks. Wording for base of sign to be confirmed. 1/4/15 Sign writer to provide proof. 5/8/15: Proposing locational signs main two entrances. Each club named with directional arrows. Timeline has been confirmed with the school and playing field to be operational in 2018. The oval is about 1.2Ha with an open concept plan at this stage. The Department of Education are currently looking at the plans.

we are working with DSR, LGIS and other stakeholders to ensure all user groups are covered

• Working with the BMX Club to ensure track is up to safety standards for BMX WA insurance

8.0 General Business

8.1 Support for the installation of a cricket pitch on Nippers Oval and associated synthetic pitch cover – Michael Earl

Michael Earl advised that this is a joint proposal from both the Senior and Junior Cricket Clubs and that the junior Cricket Club intend to submit an application to join the new SRAC when it is formed.

A comprehensive booklet about the proposal was provided to the committee members for review and comment.

The committee discussed the practical use, life and replacement costs of the pitch and cover.

The ROM has spoken to the Department of Sport and Recreation and most Shire’s within the South West region have one or more ovals that have a cricket pitch running through the middle of them.

The main concerns were from AFL and Rugby. Jeff Bevan: We can’t vote for it as it won’t be beneficial for us, we want to play on grass however we understand that additional cricket pitches are required. The town is growing quicker than the infrastructure. This is democracy at work and we are only one vote on the committee. We already play on a lesser quality pitch cover in Augusta and the concern is for down the track if the Margaret River pitch is not maintained, the committee members turn over and there is a change of priorities who will be responsible for rectifying or replacing a deteriorating product? Mark Sheath: Rugby would like a written guarantee that they will have a home ground in Margaret River before we vote on it. If Rugby is limited to one pitch the additional load may cause distress. Where do we go if Gloucester Park becomes unplayable due to the demand of the increased fixtures? ROM: Rugby will have a home in Margaret River regardless of the situation. The Western Oval is available as a back up field. Jack Shepherd: We fully support the installation the only worry we have is the wear and tear on the Gloucester Park. This year has been fairly dry and the grass well maintained but if we were to have a really wet winter such as previous years the field would become a mess. Would it be possible to put additional sleeves in the ovals so the fixtures can alternate? Neil Mattinson: All clubs and codes are going to have to get fixtures out as soon as possible and forward them to the ROM so that the Shire can do their best to accommodate everyone.

8.2 Updates from the Clubs

8.2.1 Margaret River Underwater Hockey Club • No update

8.2.2 Margaret River Little Athletics

• About to start season • 43 athletes • 18 new families • 6– 15 year olds • Biggest age group are 11 years old • We are looking at the pitch markings for which the Shire provides

paint. Wondering if the schools could give us a hand with the marking of the pitch. All schools use the marking once they are down

• The club recently spent $3,000 on a new line marker • Things are looking good • Usually pick a up a few more members as the season progresses

Gary Gibbon: Will need to collaborate as our carnival is in 6 weeks time with training before hand

8.2.3 Margaret River & Districts Horseman’s and Pony Club

• New members signing up • Dressage Spectacular coming up the week after the show • Will be huge this year

8.2.4 Margaret River BMX

• Season starts on 23 October • Holding a busy bee 18 October • Registrations sitting at about 40 riders predominantly between ages of

4 – 8 • We do have members from the ages of 2 -12 • New committee very proactive with adverting • Looking at improving facilities at the track • Looking at sorting out the toilet facilities and plumbing in the canteen • Hope to get some spectator facilities – tables and dining area • Looking to the Shire for some assistance to apply for grants • Upgrades to commentary box • Possible upgrades to the starting ramp

8.2.5 Hawks Cricket Club

• Ground in fantastic condition • Thanks to the Shire for works • Season about to start • Great numbers • Hope to get junior cricket on the committee next year

8.2.6 Margaret River Junior Football

• Season has just wound up • The wind up of games and end of year presentations went smoothly • In discussions with tennis club about Nippers canteen. Like to extend

existing canteen, split door. Tennis to have one side we have the other. Then could link them during functions.

• Also looking at change rooms expansion • Will be advertising for AGM

8.2.7 Football Margaret River

• Season has wound up for men, women and juniors • Juniors had close to 20 go to Perth for Country Week • Winner in 14 girls

• Runner up 15 boys • 17’s finished 3rd • Just received acceptance of our pre-season senior men’s and

women’s carnival. 20 & 21 February. • Working with cricket club to get in and cater for 28 teams that are

participating in the carnival • Pavilion handover will happen in the next 24 – 48 hours • Club rooms have all been cleaned. Will talk to cricket about

appliances • AGM has been set for Sunday, 15 Nov at 4.00pm. To be held at the

MR Hotel conference room • Summer Soccer on Nippers Oval will have a muster 11 November,

starting on the 18 November. Final round either 3 or 10 February. Men, women and juniors. Looking at making more social than it has been in the last few years

8.2.8 Margaret River Bowling Club

• Members been busy doing improvements • Shade cloth on both greens • South green now has a permanent colorbond shelter • Synthetic turf now used on surrounds of greens • Opening day on Sunday • Looking forward to good season

8.2.9 Margaret River Karate

• Have made headway on upstairs repairs after leaking roof • Fixed gyprock and about to paint • Exterior lighting has been repaired/upgraded • Like to say thank you to the Shire for the funding for the travel to

Japan. First group left today. Remainder leaving next week with the competition next weekend

• Wishing everyone good luck and hope to bring back some god news 8.2.10 Margaret River Gropers Rugby Club

• Season finished 6 weeks ago • We had a good season • Now playing social touch rugby • We have already had our AGM

8.2.11 Augusta Margaret River Football Club

• Average end of the season • Colts made grand final but didn’t win • Presentation night on Saturday • AGM to be held in late November early December

8.2.12 Margaret River and Districts Agricultural Society

• Have had a leaking roof in the office • The Show is next weekend • Disappointed that we didn’t get funding from the government for free

entry for children • Hope you have all registered teams for the tug of war • Need to source a rope & need some more teams • Gum boot tossing • Looking really good & hope you all come along

8.2.13 Margaret River Recreational Surfers

• There is another Classic coming up • There was recently some graffiti on the sculpture which has now been

8.3 Cessation of Committee due to Local Government Elections Tonight is the last meeting before the Sports and Recreation Advisory Committee is dissolved prior to the Local Government Elections being held on the 17 October 2015. At the Ordinary Council Meeting held on 23 September 2015, Council resolved to retain the Sports and Recreation Advisory Committee and will advertise a call for nominations in the local paper during October. Thank you to everyone who has attended the meetings and contributed to the progression of sports and recreation within the Shire of Augusta Margaret River.

Brian Warbey: I would like to thank Hannah, Annie, Dylan, the committee members who have supported the group and me in the role, Councillors who give up their time and the Shire staff who come along to advise us. Thank you all and I look forward to seeing you all again. I appreciate all your efforts. The committee thanked Brian for his time and leadership.

Background The Hawks Cricket Club was established in 1980 with a single A grade side. In 1984/85, a B grade side also entered into the BMRCA competition with immediate success, winning the B grade premiership and a second A grade premiership in our short history. 2001 saw the club change our name to include Margaret River so as to better identify where we are located, and for any new residents to Margaret River to know there was a cricket club they could call their own. A C grade competition was created by the BMRCA in 2008/09, and the Hawks duly entered it’s third side into the competition.

The Hawks have been extremely succesful in their 35 years of competition, with 14 premierships amongst the grades, including 10 in A grade alone, with 4 in a row an association record. This would have to stack up against any sporting club in the Augusta Margaret River Shire.

Our season is held from October until March inclusive, and predominately held on Saturday afternoons. Training is Tuesday and Thursday nights from 5pm. A grade is always scheduled for the western turf wicket, (weather dependant), while the B and C grade is played on the synthetic eastern wicket.

2007/08 saw the Hawks initiate the first T20 competition in the BMRCA. Designed to get people into cricket and for people who could not commit to weekend cricket, this competition is held historically on Wednesday, Thursday and Friday afternoons from November to March, from 5pm. With the continued interest in the sport, this season could see the T20 being played 4 nights a week! This is played on the Western Oval’s eastern pitch, the synthetic pitch.

Junior cricket has been played in the shire for many, many years prior to 1994, but it was around this time a junior side nominated for the BMRJCA. Junior cricket has been increasing steadily and from 70 juniors in 2011/12 to a forecasted 135 juniors this season coming, there has been about a 95% increase in participation in four short years. With a strong sign up for Milo T20 blast, (the Auskick equivalent for cricket), junior cricket looks to be in a great position.

Both senior and junior cricket are expanding as facilities have disappeared, namely our state Primary and Senior High schools. Our proposal to install a hard-wicket at Nippers Oval which will incorporate the latest technology in pitch covers, allowing the continuation of winter sports already being played at this venue. The proposed cover meets all OH&S standards for critical fall, and has been in use with a number of city councils in Perth without incident.

We are mindful of the opposition by some codes of football, however the guarantee of a home ground for rugby at the main oval, (until a permanent home is built) and the literature supporting this type of cover as suitable for the levels of football played on Nippers should not preclude its installation. Sharing our limited resource should be the aim of all sporting clubs, as the more kids we get involved in sport, the better…!

Pros and cons for Nippers Oval Pros

• Cricket is desperate for another synthetic pitch for both training and playing, junior and seniors

o We have been seeking this for the last decade • Cricket is an ever growing sport in the Margaret River area

o 95% increase in junior participation over the last 4 years Believe with the constant push of Milo T20 Blast this will continually

grow o Senior cricket has been constantly increasing by about 5%

With more grounds available, more cricket can be played with more T20 opportunity a major help

• An extra ground for our increasing junior participation rates o Have lost 2 of our 4 synthetic pitches while junior participation increases o 2 x school ovals due to school expansion

• Rubber protective matting has been used in Perth with huge success o Covers critical fall height o Covered by Local Government Insurance Scheme (LGIS) o DSR have recommend similar installations o Senior AFL clubs that play across this have given us support of the product

• Constant usage year round o Currently the ground is only used in winter months except for several events

in summer • Within walking distance from net facilities

o Accessible for training for seniors and juniors alike • Facility in place for future T20 expansion

o Increasing numbers have us hosting T20 4 nights a week now o Envisage we may need to utilise Nippers Oval in 3-4 years’ time

• Precedent is already set with Augusta Oval having a cricket pitch on the oval with a cover of a poorer specification

o Our proposed matting is much better quality and will finish flush with the ground surface

• Safe for cricket o The ground does not need work done to make it safe to play cricket on

Cons

• No benefit for the existing user groups of Nippers Oval o Rugby

Currently unable to play across matting with insurance issues Requires a home ground in Gloucester Park

• Can fixture rugby on the main oval o Sleeves already in the ground for goal posts o Rugby has played games there in the past

o Junior Football Not ideal to have a cricket pitch near/offset from the middle of the

Nippers Oval

Installation procedure if proposal is succesful • MRHCC and MRJCC to fund and install entire wicket

o MR Mini Earthworks and Tate Constructions to oversee all works • Pitch to run 25m north, from a central location 7m east of the middle of the oval

o Discussed with Peter Traeger from AMRJFC and he is happy with this location • 25m long, 3m wide, 100mm thick • AMRSC to part fund protective matting in conjunction with MRHCC • AMRSC responsible for installation and removal of matting each change of season as

this is under the shire insurance

Correspondence with effected user groups AMRJFC – don’t support, but are not against proposal

• Understand our need for another cricket wicket • Can’t support the MRHCC with our proposal due to their being no benefit to their club • However, they will not oppose this motion if SRAC vote in favour of motion

Gropers Rugby Club – support proposal • Understand our need for another cricket wicket • Support the motion as long as they are guaranteed a home ground

o We have approached the AMRFC for support with the GRC playing on the main oval Have had minimal response with AMRFC as detailed below

o We have also approached Recreation Manager from the Shire as they are in charge of bookings and they can accommodate all sporting groups with fixture’s

AMR Shire – support proposal • Have the support from the following

o Shane Backsai Football Oval should handle extra rugby games on it Closer supervision in future years required

o Dylan Brown Fixturing on the main oval will not be an issue, with or without AMRFC

support o Craig Young

Everything is “ticked off” internally with the shire and is happy for pitch to be installed

o Attended committee meeting requesting the following – that “the AMRFC support LGRC to play their home games on the main football oval in Gloucester Park.”

o Was instructed to go away and find out if next seasons fixtures would allow rugby to be fixture on the oval Informed committee I would go away and base next seasons fixtures

on this season as the current season is still going • 28th July

o Emailed AMRFC with three options, taking into consideration junior, senior, super rules, women’s and rugby Saturday fixtures. Same fixtures as this year Same as this year with 5 Saturday home games Same as this year with 7 Saturday home games

o Requested this be brought up at the following committee meeting on August 10th

o Have attached these proposed fixtures • 4th September

o Emailed AMRFC to see if an answer was decided upon at the August 10th meeting

o Was informed more time was required at committee level o Replied with email saying we require an answer urgently as the next SRAC

meeting was in 3 ½ weeks’ time and the proposal was being submitted there • 24th September

o Received email from Ray Colyer, Bar manager, stating the club would only respond once an outstanding account was paid up to date

o Spoke to President Shayne Payne and informed him that without a response, we would assume the AMRFC supports our proposal.

• 6th October o Still no response back from AMRFC

Football Margaret River – support • Are indifferent to proposal as it will not affect them • Support proposal as long as it is a “need” over a “want”

Alternate options Several options have been provided to the MRHCC and MRJCC instead of playing and training on Nippers Oval.

• Rapids Landing School Oval o Not due for realistic completion until 2020

We believe by that stage we will be requiring another 1 or 2 pitches anyway so will be looking to use that too

• Rosa Brook Oval o 20 minutes east of Margaret River o Good sized ground, but a lot of work required to get to standard for cricket o Not suitable for training due to distance from town

We use nets and pitch for training o Not irrigated therefore too much of a financial burden to get irrigated and

drainage Estimate in excess of $500,000 to get up to standard

o Unsure of who is responsible to keep at standard to play cricket on the outfield Rabbit and kangaroo damage during summer months

• Karridale Primary School Oval

o Too small a ground for junior and senior games 35m boundaries (require minimum 45m)

• Gnarabup Oval

o Too small a ground for juniors and seniors 35m boundaries (require minimum 45m)

Precedent in the Augusta Margaret River Shire and the greater AFL family

• Augusta Margaret River Hawks Junior Football Club o Augusta Junior Football Club

Currently the Augusta football oval has a rubber matting covering their synthetic cricket pitch

There is a depth differential of about 70mm between the grass and the rubber which could be deemed a hazard

The rubber matting is not hard up against each other and the gaps filled with sand

Our proposed matting has a pile covering to match better with the surrounding grass and to give better grip

• Secret Harbour Dockers Football Club o City of Rockingham – Rhonda Scarrott Oval, Tangadee Road, Golden Bay o Currently senior mens AFL football is played on this oval which is covered by

our proposed matting

o Paul Smith, the president of the Secret Harbour Dockers had the following to say regarding their covering I have not received any reportable complaints regarding the covers

over the cricket pitch They are holding up under game and training requirements Secret Harbour Football Club is happy with the product
