reduce the Rawhide Wash flood hazard by directing stormwater flows to stay within the wash: a Conveyance Alternative and a Basin Alternative. The benefits and costs of the alternatives were compared with a No Action alternative over a 50-year period. The FCD and its project partners will consider the public’s input, along with cost and technical considerations, to make a decision on a preferred alternative in fall 2016. Potential funding would also need to be identified, including the possibility of cost-sharing a portion of a future project with the land developer.

Floodplain Redelineation Study impacts approximately 4,000 residents within the City of Phoenix, City of Scottsdale, and unincorporated Maricopa County and was submitted to the Flood Control District of Maricopa County in June 2016.

The Fans 5 and 6 Floodplain Redelineation Study is planned for a submittal to FEMA as part of a Physical Map Revision (PMR) to have the revised floodplains included with updated Flood Insurance Rate Map (FIRM) panels. As a Registered Professional Engineer (PE) and Certified Floodplain Manager (CFM), Mr. Ahern acted as a Project Manager, Senior Project Engineer and Lead Drainage Engineer for over 300 projects involving hydrologic/hydraulic computer modeling, planning, design and construction observation. These include Federal Emergency Management Agency (FEMA) floodplain studies, highways, major drainage projects, aviation facilities and bridges. Over 20 years of engineering planning and design of local, state and Interstate freeways in Texas, Virginia, West Virginia, Arizona, and Nevada. Each of these projects included a complete drainage system consisting of culverts, storm sewers, inlets, manholes, roadway ditches, design of outfall channels, erosion protection, and numerous other drainage-related facilities. Hydrologist: Agua Fria National Monument (BLM), Yavapai County, AZ

Developed and maintained the Standard Operating Procedures for obtaining daily and yearly

mean discharges at various locations along the Agua Fria River. This included real-time stage

measurements and monthly calibration discharge measurements. The Standard Operating

Procedure report and Summary reports were provided to the BLM.

Engineer/Biologist: Watson Preserve Restoration Feasibility Study, Prescott, AZ

Prepared preliminary hydrology, groundwater, and channel morphology analysis for Granite

Creek as part of an ongoing stream restoration project. The objective of this project was to

restore and increase the riparian function and habitat for a sustainable future using

bioengineering practices.

Hydrologist: Water Quantity Training, Southern Arizona

Training for creating and following Standard Operating Procedures for obtaining stream and

spring discharge measurements using flumes and acoustics. Also, trained personnel on riparian

species. Project included 15-mile hiking day trips into and along steep riparian canyons carrying

water quantity and quality equipment.

Biologist: Wet Beaver Creek Stream Restoration, Lake Montezuma, AZ

Prepared a 404-permitting package for the United States Army Corps of Engineers. The area

was possible habitat for the Gila chub (Gila intermedia).

Biologist: Verde River Monitoring Program, Camp Verde, AZ

Assisted in data collection along the Verde River for riparian vegetation inventories, water quality

measurements, invertebrate species inventories, and channel morphology assessments.

Kingman Flood Risk Project (2015-2016 FEMA CTP), Kingman, AZ Performed detailed flood risk modeling, hazard area identification, and mitigation alternatives development for the corporate boundary of the City of Kingman and tributary watershed areas. The City-wide flood risk was modeled using FLO-2D at a resolution of 20-foot grids and includes numerous hydraulic structures and SWMM modeled storm drains.

Coconino County Post-Fire Flood and Debris Flow Analysis (2015-2016 FEMA CTP), Coconino County, AZ

This ongoing project includes preparation of a County wide assessment of post-wildfire debris and flood prone areas and detailed study of Fort Valley and Williams. Results from this project will provide information to help the U.S. Forest Service identify areas for targeted fuel reduction treatments, and to help cities and the County identify mitigation needs, previously unrecognized hazard zones, and emergency planning and response needs.

Munds Park Initial Engineering Assessment

Coconino County is in the process of evaluating drainage issues in many of the surrounding communities through the Initial Engineering Assessment (IEA) Process. The Munds Park IEA is an investigation into drainage problems in the area through review of historic drainage complaints, updated two-dimensional H&H modeling, and public comments. The problems have been rated for their severity and conceptual mitigation plans have been developed to remedy the drainage issues.

Diamond Bar Road Hydraulic Assessment, Hualapai Tribe, AZ Includes a hydraulic assessment of Grapevine Wash adjacent to the Grand Canyon Ranch and Diamond Bar Road to document and understand the nature of flood hazards near the subject property, and to determine what impacts, if any, the recent Diamond Bar Road construction project might have had on land in the vicinity of the Grand Canyon Ranch. The project also includes an assessment of the Phase 2 (MP 4 to 13) Diamond Bar Road culvert crossings.

Leroux Street Improvements, City of Flagstaff, AZ* Joe was the Project Manager for this CMAR project for the City of Flagstaff with another firm. The project began as water and sewer replacement only and grew to include street, sidewalk and curb repair for the length of the project. The water and were lines were approximately 100 years old and pass through the busiest portion of downtown. The project was constructed during the winter/spring 2016 and the roadway was complete and open for Memorial Day, 2016.

Cottage and Elden Drainage Study, City of Flagstaff, AZ* The Brannen neighborhood (encompassing Cottage and Elden Streets) lies within the floodplain of the historic Rio de Flag channel and has long experienced flooding. Joe was able to determine that the flooding was caused by both neighborhood runoff and backwater from the historic Rio de Flag channel which receives runoff from the east side of downtown. Two conceptual solutions were developed to help the Stormwater Department with implementation.

Arroyo Park Improvements, City of Flagstaff, AZ* Joe worked with the City project manager to develop conceptual road and parking layouts that would be constructible within the budget available and meet the needs of the park users. The final design was completed and Joe helped the City divide the project scope into pieces that could be constructed by the Streets and Parks Departments and a contractor to save on budget.

manager for JE Fuller’s role in a basin-wide management plan for a 10 square mile urban area in the City of Tucson. JE Fuller’s role includes detailed two dimensional (FLO-2D) modeling of the watershed incorporating both hydrology and hydraulics. Mr. Wallace was involved in the original model development to characterize runoff conditions across the 10-square mile watershed, including land use, impervious cover, bridges, culverts and storm drains. Upper Santa Cruz River Risk Map Project, Pima County, Arizona (2016-2017): Mr. Wallace was the project manager for preparation of surface and hydraulic modeling of the Santa Cruz River from Pima Mine Road to the Santa Cruz County line. The work includes 1D and 2D modeling of the entire river reach using HEC-RAS 5.0 to update the hydraulic modeling previously done in the 1990’s. The work includes development of FEMA Risk Map products for risk assessment along the river and potential future updates to flood insurance mapping. Santa Cruz River Maintenance Project, Grant Road to Starr Pass Blvd, Pima County, Arizona (2016-2017):

Mr. Wallace was the project manager for preparation of surface and hydraulic modeling of the Santa Cruz River in anticipation of major maintenance work by the Pima County Regional Flood Control District. The work included evaluation of aggradation/degradation along the river reach since initial channelization in the late 1980’s to determine dredging quantities for the maintenance work. The project also included hydraulic modeling of existing conditions and proposed maintained conditions to evaluate the floodplain impact of different maintenance efforts. Ruthrauff Basin Management Plan, Pima County, Arizona (2014-2016): Mr. Wallace was a project hydraulic

engineer for 2-dimensional floodplain modeling of a 9 square mile urban area. The project included FLO-2D modeling of the area and evaluation of numerous alternatives for mitigation of flooding problems by entering the project components into the 2-D models. The project also included preparation of a Letter of Map Revision (LOMR) for a portion of the project area to correct inaccurate flood insurance mapping form the 1980’s. Altar Wash Restoration Project, Pima County, Arizona (2016): Mr. Wallace was the project manager for an

evaluation of arroyo cutting on the Altar Wash which had occurred since the late 1880’s. The purpose of the project was to evaluate alternative concepts for restoration of the Altar Wash to its pre-entrenchment condition with the secondary goal of mitigating entrenchment impacts to the Altar Wash tributaries. Four methods of mitigation were identified as being the focus of the effort. The project included research of the historic entrenchment process, different approaches taken in similar physical environments and evaluation of the different mitigation approaches under various financial, institutional and regulatory criteria. The project also included coordination with numerous project stakeholders. The project was performed under contract to the Altar Valley Conservation Alliance. Pascua Yaqui Flood Control Study & Plan - Pascua Yaqui Tribe, Tucson, AZ (2013-2016); Mr. Wallace was

the Project Hydrologist and lead modeler for 2-dimensional modeling of the Pascua Yaqui tribal lands located southwest of Tucson, AZ. The modeling was performed to assess flood control infrastructure needs and for purposes of submitting an existing conditions Letter of Map Revision (LOMR) for the tribal lands. The modeling was performed using FLO-2D for both rainfall, runoff and hydraulic mapping. The modeling included consideration of numerous existing drainage features located within the tribal lands.
