WHAT IS BEING ASKED OF THE CITY COUNCIL/AGENCY/BOARD:
The Mayor is being asked to make the annual appointment of liaisons to commissions, boards, andcommittees.
BACKGROUND:
There are several commissions, committees and boards to which annual appointments are made. Some ofthese appointments are advisory only, and some of them require active participation.
DISCUSSION:
These are annual appointments that are done at the end of the calendar year and run from January throughDecember of the coming calendar year. The following is brief information on each of the commissions/boards/committees:
Parks & Recreation: Meets the second Thursday of each month at 4:15 at City Hall. Two councilmembers are usually appointed as liaisons (not voting or acting members) to report back to the Council.
Lakeport Fire Protection District: Meets the second Tuesday of each month at 6:00 p.m. at the FireDepartment. One Council member and an alternate are appointed (not voting or acting members) toattend meetings and report back to the City Council.
Lakeport Regional Chamber of Commerce: Board meets the third Tuesday of each month at 8:00 a.m.at Umpqua Bank. There are also monthly dinner meetings. One Council member and an alternate areappointed (not voting or acting members) to attend meetings and report back to the City Council.
Lakeport Main Street Association: Meets fourth Thursday of each month at 6:00 p.m. at variouslocations. One Council Member is appointed (not voting or acting member) to attend meetings andreport back to the City Council.
Lake County/City Area Planning Council: This committee handles transportation issues and meets thesecond Wednesday of each month. The location alternates between the City of Lakeport CouncilChambers and the Lake Transit offices in Lower Lake. Two Council members and an alternate areappointed and are active, voting members of the APC.
County of Lake Solid Waste Management Task Force: This is a County committee in which we have aliaison. Typically there the City appoints one Council member and the City Manager to attend anymeetings of the Task Force.

Lake County Abandoned Vehicle Abatement Service Authority: This committee typically meets onlyone time per year in the spring to discuss the AV program. The City appoints two members to sit onthis committee, and they are active members.
Lake County Vector Control: This board meets monthly. We have already appointed Mel Gatton to atwo-year term, so there will be no need to make an appointment this year.
SB 621 Indian Gaming Funds Committee: This committee meets on as "as needed basis" as fundingbecomes available. The City appoints one active voting member and one alternate.
Clear Lake Advisory Committee: Meets the fourth Friday of each month from 9:00 a.m. to 12:00 (not inNovember or December). The City appoints one active voting member.
Local Agency Formation Commission (LAFCO): This board meets monthly, and varies its meetingsbetween Lakeport and Clearlake. The City appoints a Council member who acts as a voting member ofLAFCO.
Lake County Airport Land Use Commission: This board meets only on an as needed basis whenthere are projects going on at the airport. They have not met in the last couple of years but the Countyof Lake still want to have someone appointed from the City Council should the need arise to review aproject.
Invasive Species Task Force Committee: Meets on monthly on a Monday TBA from 10:00 a.m. to12:00 at the Agriculture Office. The City appoints one member as an active, voting member.
Clean Water Program Committee (formerly TMDL): This board meets on a monthly basis, and theCity appoints one member as an active, voting member.
Lakeport Unified School District Committee: This committee meets quarterly, and the City appointstwo council members to sit on the committee and report back to Council.

WHAT IS BEING ASKED OF THE CITY COUNCIL/AGENCY/BOARD:
The City Council is being asked to invite applicants to make a short presentation and appoint individuals toserve on the Parks and Recreation Commission.
BACKGROUND:
The Parks and Recreation Commission was established in 1984 to act in an advisory capacity only to theCity Council in matters pertaining to city parks and recreation, to cooperate with the planning commissionand civic organizations to advance the sound planning of new recreation areas and facilities, to recommend,from time to time, policies on city recreation facilities to the city council for consideration and approval, andto perform such other duties as may be assigned to the commission by the city council.
The commission consists of five members who are to serve a two-year term. The terms are to be staggeredbetween even and odd years so that three members are chosen in January of even years and two memberschosen in January of in odd years.
DISCUSSION:
The terms of three of the commissioners have expired. The Council should review the applications andallow each applicant to make a short presentation detailing his/her background, interests, and why he/shewould like to serve. The Council should then nominate and appoint the individuals to serve on the Parksand Recreation Commission as set forth above.
Unfortunately only two applications were received.

Choose only two members to serve and/or direct staff to further advertise the positions.

WHAT IS BEING ASKED OF THE CITY COUNCIL/AGENCY/BOARD:
The City Council is being asked to invite applicants to make a short presentation and appoint individuals toserve on the Lakeport Economic Development Committee.
BACKGROUND:
The Lakeport Economic Development Committee was established in December of 2010 to advise the CityCouncil, City Manager, and Lakeport Economic Development Program staff on developing potentialprograms and strategies for economic development in the City, establishing and maintaining regularcommunication between the City and the business community, evaluating community needs and desires foreconomic development, and focusing on commerce solutions that enhance the quality of life for theLakeport community. The committee consists of 11 members as well as three ex-officio members includingthe City Manager, the Community Development Director and the Economic Development Manager. In2010, there were only nine members appointed. Members are to serve two-year term, with termscommencing on commence on January 1.
DISCUSSION:

WHAT IS BEING ASKED OF THE CITY COUNCIL/AGENCY/BOARD:
The City Council is being asked to adjust the monthly service rate for solid waste (garbage, green waste, andrecycle) service for Lakeport residences.
BACKGROUND:
On January 1, 2004, the Lakeport City Council entered into a contract with Lakeport Disposal, Inc., for thecollection, transportation, and disposal of garbage, refuse, rubbish, and recycling materials in the City ofLakeport. The contract indicates that on January 1 of each year, Lakeport Disposal will receive a rateadjustment equal to 75 percent of the percentage change from the previous year in the US Department ofLabor Bureau of Statistics Consumer Price Index (CPI) for the San Francisco, Oakland, San Jose Californiaarea (see attached).
Lakeport Disposal Co., Inc., made a request to the Lakeport City Council and Mayor on August 16, 2011,for a CPI rate increase (see attached).
DISCUSSION:
Lakeport Disposal has provided services to the City of Lakeport residences throughout the year and arerequesting the contractually agreed upon annual inflationary rate increase (CPI). The contract requires that"the CPI adjustment shall be equal to the amount derived by multiplying the previous rate times SeventyFive (75%) percent of the percentage increase or decrease in the Consumer Price Index for Urban WageEarners and Clerical Workers, All Items Index, for the San Francisco-Oakland-San Jose, Ca MetropolitanArea, during the prior twelve month period." The formula used for this equation is: Rate x (75% x CPI)and equates to a 2.4 percent increase this calendar year.
Residential services are volume based where the resident can choose between a 20, 32, or 95 gallon totteras illustrated below.

Lakeport Disposal has also requested a Tipping Fee increase which is a pass through fee charged to theCompany for disposing of refuse at the Lake County owned Transfer Station and Landfill, and a fuelsurcharge. The tipping fee was approved on August 16, 2011, through Resolution No. 2426 (2011), and theCity is awaiting the results of an audit prior to consideration of a fuel surcharge.

Comments: The City receives a 10 percent franchise fee and 3 percent fee for billing.
SUGGESTED MOTIONS:Move to adopt the proposed Resolution amending solid waste collection and disposal fees to be charged byLakeport Disposal for collection, transportation, and disposal of solid waste and yard waste, and thehandling of recycling materials for residential customers.

RESOLUTION NO. ____ (2011)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKEPORTAMENDING SOLID WASTE COLLECTION AND DISPOSAL FEES
TO BE CHARGED BY LAKEPORT DISPOSAL CO., INC., FORCOLLECTION, TRANSPORTATION, AND DISPOSAL OF SOLID WASTE
AND YARD WASTE, AND THE HANDLING OF RECYCLING MATERIALSFOR RESIDENTIAL CUSTOMERS
WHEREAS, Resolution No. 2152 (2003) approved a contract with Lakeport Disposal Co., Inc., forcollection and disposal of solid waste through a franchise agreement for mandatory service for residential andcommercial accounts; and
WHEREAS, Resolution No. 2208 (2005) provided for increase in fees based on pass through of 75 percentof CPI for basic rates; and
WHEREAS, Lakeport Disposal requested a Consumer Price Index (CPI) rate increase of effective January 1,2012, based on the CPI index; and
WHEREAS, a Public Hearing was held on December 20, 2011.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeport that a 2.4 percentincrease in rates for garbage collection fees is approved effective January 1, 2012, based on 75 percent of the U. S.Department of Labor, Bureau of Statistics, Consumer Price Index for the San Francisco-Oakland-San Jose Area Indexfor all Urban Wage Earners and Clerical Workers, October to October.
BE IT FURTHER RESOLVED that the following rate schedule amends the rates set forth in ResolutionNo. 2287 (2006) adopted December 19, 2006, and sets new rates for residential garbage collection to be effective
January 1, 2012:
