6:30 p.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann, Stensrud and Ritter. Also present: Accountant Dar Brewers.

MSP to leave the 2016 property value as is for 27-658001-0, 1300 Nwakama, Sleep Inn of Marshall LLC at $2,930,400.

MSP to reduce the 2016 property value to $1,500 for 31-104168-0, Richard Anderson.

MSP to deny the requests to reduce the property values for 18-028001-1 Ron Weidauer, 18028004-0 Tom Allex, 18-028008-0 Chuck Mueller and 18-028002-0 John Gervais.

MSP to make a 10% reduction to the 2016 property value for a total of $540,000 for 13-029005-0, Paul Gervais.

MSP to leave the 2016 property value as is for 13-028002-0, Bill Gervais and Mike Gervais. Motion passed with Ritter, Sanow, Graupmann and Brewers voting in favor. Stensrud and Anderson voted against.

Club to conduct a raffle in September.MSP to approve a County Credit Card application for the Environmental

Office. The credit card will have a $2,000 limit.MSP to authorize the Auditor Treasurer to sign the Joint Powers for the

Recount Agreement with the Secretary of State.MSP to approve the resolution for the Joint Lyon-Lincoln County Law

Library to have Lyon County’s fees increased from $5 to $10 effective July 1, 2016.

MSP to accept the $90,000 and extension of grant until June 30, 2017 for the City of Marshall.

MSP to approve the purchase of Veterans Linkage Line advertising and graphics on the Veterans transportation vehicle from Western Printing for a total of $2,990.

MSP to accept a donation from Beta Sigma Phi of $30 to sponsor a Veteran’s ride to the VA.

MSP to approve the purchase of 2 sets of bleachers for a total of $3,553 with funds from the Capital Expenditure Fund.

MSP to approve the $200 donation from VFW Post 871 and $100 donation from Russell American Legion for the installation of a flag pole at Twin Lakes Park. Thank you notes will be sent to those who donated.

MSP to allow Schroeder and Anderson to get quotes for a new mower for the Parks Department.

MSP to accept the donation of $3,894 from Alan and Lori Zant for a fishing pier on Rock Lake and to search other sources of funding from local organizations.

MSP to approve the Conditional Use Permit for Ryan Viaene for a gravel pit with the conditions recommended by the Planning Commission.

MSP to approve the Conditional Use Permit for Donald Vandendriessche and Mike Boerboom for a Feedlot with the conditions recommended by the Planning Commission. Anderson abstained from voting due to a conflict of Interest.

MSP to approve PR 44R and to negotiate rent for the State IT.MSP to approve the Adult Basic Education Lease Agreement.MSP to approve the Office of State Auditor lease extension for 3 years

with a 4-year renewal option effective October 1, 2016.MSP to approve the purchase of a shell mower deck and a complete

mower deck for $3,500 for the John Deere 1445 mowers from C&B Equipment.

MSP to approve the environments department staffing plan to include hiring Kevin Groenewold as a full time Landfill Worker at a Pay-Grade 5 with a starting rate of $15.86.

MSP to approve the review of County Pay-Grade 5 and 17 for all non-union employees.

MSP to approve moving Amanda Marczak to a temporary Tech Assistant I with a rate of $14.53/hour and a starting date of June 21, 2016 for a maximum of 6 months.

The Lyon County Auditor/Treasurer’s office will be conducting a test of the automatic precinct tabulating equipment (M100s and DS200s) that will be used to count the votes cast for all candidates to be voted on at the August 9, 2016 Primary Election and a test of the voter assist terminal (AutoMARKs) that will be available as an optional ballot marker to assist voters to vote privately and independently at the August 9, 2016 Primary Election.

The test will be held on Friday, July 29, 2016 at 2:00 p.m. at the Auditor/Treasurer’s office at the Lyon County Government Center, 607 West Main Street in Marshall. This test will be open to representatives of the political parties, candidates, the press, and the public.
