ENTRIES (GROUP RACES)1. There will be no fee for entries in Group races submitted prior to the Entries Closing Dates speci�ed on pages 6 & 7.

2. Overseas entries should be lodged as stipulated on the entry form and will be accepted only by fax or post or through an e-form available at: www.hkjc.com

ENTRIES (4-Y-O CLASSIC SERIES)1. ONLY Hong Kong trained horses are eligible to enter the 4-Y-O Classic Series races. Please refer to the conditions of each race

for the entry fee details.

SUPPLEMENTARY ENTRIES 1. Supplementary entries ONLY applied to LONGINES HK Cup, LONGINES HK Mile, LONGINES HK Sprint, LONGINES HK Vase,

Audemars Piguet QEII Cup, Champions Mile and Chairman’s Sprint Prize for horses which were not previously entered. Please refer to the conditions of each race for details.

2. A horse may not be supplemented into more than one race at any race meeting.

3. A supplementary entry fee of 1% of total prize money in Hong Kong dollars of the relevant race must be lodged in the account of the Club (bank details on page 46) by no later than close of business (HK time) one week prior to the declaration date.

SELECTION OF HORSES1. For all Group races (except handicap races) and for the races in the 4-Y-O Classic Series, the Selection Panel will comprise

the Executive Director, Racing Business and Operations, and the Head of Handicapping, Race Planning & International Racing.

2. No horse, which has been selected or published as a runner in a Group race or a race in the 4-Y-O Classic Series, will be permitted to transfer to another race at the same race meeting after the selected horses have been of�cially announced or published.

3. Overseas horses will be permitted to withdraw up to the time of Declaration.

JOCKEYS1. No freelance or apprentice jockey allowance may be claimed in any Group race nor in any race in the 4-Y-O Classic Series.

2. No apprentice, who is entitled to claim 10 lb, will be permitted to ride in any Group race nor in any race in the 4-Y-O Classic Series.

GENERAL CONDITIONS

1. Entries and participation in the races listed in this Pattern Book are subject to the Rules of Racing and Instructions made by the Stewards of the Club.

2. The Club reserves the ultimate right without assigning a reason to accept or decline entries and in particular to reject an entry at any time whether or not it has been previously accepted.

3. All races are promoted by the Club in which all rights are vested and reserved, to the exclusion of all others, including:a. the title;b. all rights of sponsorship of and in connection with the race and the title;c. all rights of broadcast and telecast, reproduction and transmission of and associated with the race and the title

worldwide by any means whatsoever both by sound and vision for the full period of copyright and/or analogous rights subsisting under the laws of each jurisdiction throughout the world.

4. All owners, trainers and jockeys whilst in HK must:a. attend of�cial functions as requested by the Club;b. make themselves available at all reasonable times (including immediately after the race) for interviews by the press and

other representatives of the media when requested by the Club;c. not carry advertising or sponsorship material other than as required or approved by the Club.

5. The Stewards of the Club reserve the right to postpone or to abandon the races at their discretion or vary the terms & conditions of any race at their absolute discretion.

Owners are required to fax a copy of the telegraphic transfer remittance/requisition slip directly to the Club's International Racing Department (fax: +852 2966 7000 or +852 2966 7022). All incoming payments and transfers must be accompanied by the following details: 1. Name of Race 2. Name of Horse 3. Sender’s Name.

2. For HK owners, the same fee of the relevant race and riding fee of HK$2,200 are levied and payable through the monthly membership account.

3. A declaration fee will be refunded only in the event a horse is certi�ed not suitable to race by a Club veterinary of�cial. A riding fee will be refunded only in the event a horse is withdrawn prior to its jockey being weighed out for that race.

INCENTIVESThe Hong Kong Jockey Club will offer travel incentives to selected horses and connections for seven of the 11 international Group 1 races staged in Hong Kong during the 2016/2017 season. ONLY horses selected for the LONGINES Hong Kong Cup, LONGINES Hong Kong Mile, LONGINES Hong Kong Sprint, LONGINES Hong Kong Vase, Audemars Piguet QEII Cup, Champions Mile and Chairman’s Sprint Prize will qualify for travel incentives. Please refer to the below sections for details about AIR TRAVEL, HOTEL ACCOMMODATION, TRANSPORT SERVICE and HORSE SHIPMENT entitlement. Incentive packages offered by the Club are non-transferable and cannot be redeemed for cash.

Owners of any overseas runners contesting any other international Group race during the season will be responsible for all cost of travel and accommodation for themselves, their Trainer, Jockey and stable staff, as well as any cost associated with horse shipment, local transportation, quarantine, vet services, feed & bedding (approx. HK$400 per day) and livery charge (HK$430 per day).

AIR TRAVELOWNERS, TRAINERS & JOCKEYS

1. The Club will provide, on the selected carrier designated by the Club, return business class air tickets forthe connections of each selected overseas horse as follows:

a. Owner – maximum 2 tickets b. Trainer – maximum 2 tickets c. Jockey – 1 ticket

2. Only the above-named are eligible for travel concessions. Under no circumstances will any additionalconcessions be reallocated, e.g. to a Jockey already in Hong Kong, to any person with an interest in more than one runner or who ful�ls more than one role.

3. In the event of a horse being jointly owned, the Club will request one owner only to be nominated as therecipient of the travel and accommodation concession.

4. To guarantee �ight availability, Owners, Trainers and Jockeys need to con�rm their travel schedules to the Club as early as possible and preferably at least two weeks before the race day.

5. Connections who purchase their own tickets must seek the prior approval of the Club. They may bereimbursed the amount equivalent to the Club’s of�cial travel agent’s rate for business class travel, or theactual cost of their own tickets, whichever is the lowest and whenever necessary.

ASSISTANT TRAINERS, HEAD LADS, EXERCISE RIDERS & GROOMS

A maximum of two persons per horse can travel at the Club’s expense. If either person is unable to travel with the horse due to seat unavailability, the Club will provide economy class air tickets, at its discretion.

HOTEL ACCOMMODATIONOWNERS, TRAINERS & JOCKEYS

1. Hotel accommodation (room only) will be provided for amaximum of two persons per category at the Club’sselected hotel as follows:

a. Owner - 4 nights (1 room)

b. Trainer - 4 nights (1 room)

c. Jockey - 4 nights (1 room)

2. Only the above accommodation concessions will be granted.Any extension of stay or any stay at a hotel other than theClub’s selected hotel will be on each individual's own account.

3. In the case of a horse being jointly owned, additional tickets and accommodation facilities can be secured with our designated carrier and hotel, subject to availability, and will be on the individual's own account.

ASSISTANT TRAINERS, HEAD LADS, EXERCISE RIDERS & GROOMS

1. A maximum of two persons per horse will be provided accommodation (one room each) at the Club’sselected hotel in Sha Tin for the normal duration of the trip. A pre-determined daily allowance to cover inhouse expenses such as food and beverage, mini bar, transport, telephone/fax and internet as well aslaundry will also be provided.

2. Any extension of stay will not be covered by the Club. Any stay at a hotel other than the Club’s selectedhotels will be on each individual's own account.

TRANSPORT SERVICEThe following transport services will be arranged by the Club:

OWNERS, TRAINERS & JOCKEYS

1. Airport transfer in Hong Kong.

2. Transport between the of�cial hotels and Sha Tin Racecourse for morning track work.

3. Transport between the of�cial hotels and the venues for of�cial functions.

MISCELLANEOUS INFORMATIONRACE DAY RULES

1. The Club is delighted to invite overseas and local Owners’and Trainers’ children (under the age of 18) to attend Hong Kong’s international races. It is the mission of the Club toprovide our guests of all ages the best racedayexperience possible. A dedicated team will ensure allyoung guests’ needs are satis�ed at the pre-allocateddining and entertaining areas during the visit. Youngguests will also be accompanied by our staff to visit theParade Ring, and if required the Winners’ Circle as well asattending the trophy presentation ceremony (if necessary)while bypassing all betting related areas.

Government Regulations for Underage (Under 18) Visitors attending Race Meetings:

a. Underage persons attending any race meetings mustremain in designated dining and entertainment areas.

b. Underage persons attending any race meetings are notallowed to visit any betting areas where betting devicesand information are available.

c. Underage persons are not allowed to place betsthemselves or assign anyone to place bets on theirbehalf whilst in Hong Kong.

2. Race-goers may use mobile phones in designated areas.Mobile phones must be switched to “SILENT” or“VIBRATION” mode.

BADGES

All of�cial visitors will be issued with badges. Badges must be worn and openly displayed at all appropriate times, includ-ing at race meetings and during track work.

STABLE VISITS

International runners are stabled in approved isolation premises. Due to Biosecurity Regulations, ONLY Trainers, Jockeys and accredited stable staff will be issued with a stable pass. Access approval must be gained before travel-ling to Hong Kong. The pass must be openly displayed to gain entry to the stables and must be worn at all times inside the stables compound. Any losses should be reported to a Security & Integrity Department representative immediately.

WEIGHING ROOM

Access to the Weighing Room and precincts will be strictly restricted to Trainers, Assistant Trainers, Travelling Head Lads, Jockeys and Club Of�cials.

TAX INFORMATION

Owners' earnings are tax free in Hong Kong whilst visiting Trainers' and Jockeys' earnings are subject to Hong Kong tax (currently at 10% of gross income). However, overseas connections are strongly advised to consult their tax experts/accountants in their home country about their respective country's tax liabilities.

AIRPORT PASSENGER DEPARTURE TAX

The airport passenger departure tax of HK$120 per person and airport construction fee will be paid for by the Club as it is included in the cost of the airline ticket.

HORSE SHIPMENT1. The Club arranges and covers the NORMAL costs of return transport by road from home stable to

departure airport, and return air transport for each selected horse, based on existing cargo routes.Any Owner or Trainer making horse shipment plans outside the Club’s recommended travel route orcarrier may incur additional charges at his or her own expense. The shipping arrangements of allhorses will be organised by the Club and co-ordinated by its appointed shipping agents. The Club andits transport agents will not be liable for any death of or injury to any invited horses during transporta-tion to and from Hong Kong, or while in Hong Kong.

2. Horses from the same region will:

a. As far as possible, travel on the same �ights;

b. Need to share pallets on the basis of two horses for each pallet. Any additional cost incurredby a requested change from the Club’s arrangement will be borne by the Owners.

3. An LD3/AKE container shall be provided for every two horses traveling on the same �ight at the Club’sexpense; for any necessary horse gear, equipment and feed. Any additional cost incurred for exces-sive loads shipped will be borne by the Owners.

4. For countries where there is no direct cargo service �ying into Hong Kong or where quarantineprotocols require that a charter �ight is the best option, a travel subsidy will be provided to the ownersto assist with shipment costs for horses. 6. The Club strongly recommends to ship horses at least 8 days before the date of the race to allow for therecovery from, and appropriate treatment of, any potential travel related illness. Please note that medications used in the treatment of such horses, may be detected in samples taken for much longer than a week. Earlyarrival requests exceeding 14 days before the date of the race may be permitted by the Club, subject toavailability of isolation stables in Hong Kong. However, it should be noted that Owners may be required to pay for any extra charges incurred for early arrival arrangements.

7. All visiting runners, except those required to ful�l certain pre-export quarantine requirements, should departfrom Hong Kong within 7 days of racing. It should be noted that Owners may be required to pay for any extra charges incurred for extensions of stay in Hong Kong.

8. All horses must travel with their passport and any other of�cial identi�cation papers, which must be availablefor inspection and collection by the veterinary authorities upon their arrival at the isolation stables in HongKong. These documents will be endorsed and returned prior to the horses’ departure from Hong Kong.

9. The Club will not be responsible for horse insurance. Connections should make their own insurance arrange-ments.

10. If the horse is withdrawn for reasons other than on veterinary grounds, the horses’ connections are required to pay all expenses such as shipping charges, etc.

11. Any quarantine costs outside of Hong Kong will be met by the Owner.

12. Any additional costs for bringing a companion horse with the invited runner will be borne by the Owner.

INSURANCE

All visiting horse connections (Owners, Trainers, Assistant Trainers, Travelling Head Lads, Exercise (track work) Riders and Grooms) are strongly recommended to arrange their own insurance to cover travel, work and non-work related injury and illness.

All visiting Jockeys will be covered for medical, personal accident and liability insurance under the Club’s insurance policy upon licensing for injury arising out of their occupation within the Club’s premises.

LICENSING

Licences for visiting Trainers and Jockeys will be issued on arrival. All Trainers and Jockeys who are granted a licence agree to be bound by the Rules of Racing and Instructions made by the Stewards of the Hong Kong Jockey Club (“the Rules”) in force at the relevant time. The Club’s Rules of Racing can be found at:

Visiting Jockeys are required to arrive in Hong Kong at least one day prior to race day, unless alternative arrangements are approved by the Stipendiary Stewards in advance. A visiting jockey's licence will permit the holder to accept offers to ride in all races at Sha Tin on the day of the International race meeting. Jockeys invited to participate in the LONGINES International Jockeys Championship (“LONGINES IJC”) conducted at Happy Valley Racecourse on the Wednesday prior to the LONGINES Hong Kong International race meeting may also accept race riding engagements for any race conducted at that race meeting and further may accept riding engagements at the LONGINES Hong Kong International race meeting the following Sunday irrespective of whether they hold an engagement to ride an invited international horse or otherwise.

ADVERTISEMENTS & SPONSORSHIP MATERIALS

Unless otherwise approved by the Stewards of The Hong Kong Jockey Club, no licensed person or member of stable staff is permitted to wear any item of clothing displaying any advertising material during the conduct of the race meeting and no horse shall be equipped with gear displaying any advertising material. Only riding breeches approved by the Club which do not carry words, colour seams or sponsorship logos may be worn by Jockeys in races or in track work. The Club may require Jockeys and stable staff to wear branded gear.

PRE-RACE MEETING

All Jockeys participating in the LONGINES IJC and/or in any of the International races are required to attend a brie�ng with the Racing Stewards before the �rst race on the day of the relevant race meeting in the Inquiry Room at either Racecourse.

RIDING CLEARANCE

All Jockeys are required to provide to the Stipendiary Stewards a clearance certi�cate from the racing jurisdiction in which they last rode notifying that they are not under any embargo which precludes them from accepting and ful�lling riding engagements in Hong Kong.

HELMET / SAFETY VEST

Only helmets and safety vests complying with the following safety standards are approved to be worn by Jockeys and track work riders in Hong Kong, both in track work and in races:

In order for a helmet to be approved for use, it will be necessary for a manufacturer’s label to be attached to the helmet stating that it complies with any of the safety standards listed. Any helmet that does not comply with the aforementioned list of approved safety standards or does not carry a manufacturer’s label will be con�scated by the Stipendiary Stewards. A helmet must not be continued to be worn and must be immediately replaced if it has sustained a signi�cant impact or when the rider wearing it has suffered from a concussion as a result of a fall.

In order for a safety vest to be approved for use, it will be necessary for a manufacturer's label to be attached to the safety vest stating that it complies with any of the safety standards listed above. Any safety vest that does not comply with the aforementioned list of approved safety standards or does not carry a manufacturer’s label will be con�scated by the Stipendiary Stewards. Further, it is an offence to modify a safety vest in any way. Any person who is found to have a modi�ed safety vest in their possession may be subject to disciplinary action and the safety vest will be con�scated.

Jockeys are entitled to a two pound allowance for the safety vest at the scales when weighing out for a race.

BREECHES

Jockeys participating in the LONGINES IJC are required to advise the International Racing Department of the size of the breeches they wear. The Club will provide a pair of breeches embroidered with the Jockey's name in both English and Chinese free of charge.

For Jockeys participating at the International Race meeting, each Jockey will be required to forward a pair of breeches so the Club can arrange for the embroidered name of the Jockey in both English and Chinese to be af�xed to the breeches.

RIDING EQUIPMENT

Personal riding equipment (boots, whip, helmet, safety vest, etc.), or any tack used on any horse outside of Hong Kong, must be presented to either the HKJC Quarantine Stables Manager or Dr Peter Curl, Executive Manager, Veterinary Regulation (“EM, VR”) for cleaning / disinfection prior to its use on any local horse.

TESTING OF JOCKEYS

The Rules provide for the selection of Jockeys to undertake and pass a breathalyser test for alcohol and to provide a urine sample for the purpose of testing for prohibited substances. All Jockeys are required to be in the Jockeys' Room, Sha Tin Racecourse at least one hour before the �rst race on the day of the race meeting, irrespective of the time of the �rst race in which the Jockey has a riding engagement. This arrangement is also in place for those Jockeys invited to participate in the LONGINES IJC conducted at Happy Valley Racecourse.

The following are Prohibited Substances (Jockey) under the Club’s Rules:

• Lasix and other diuretics are deemed as prohibited substances.

• Sleeping tablets may contain substances which are prohibited under the Rules.

• Ephedrine and methylephedrine are prohibited substances when found in urine at or above a threshold of 10micrograms per millilitre in urine. These substances are commonly available in cough and cold medicationseither prescribed by a medical practitioner or, in some instances, available in over-the-counter medications.Please ensure that any medication being taken at or around the relevant time does not contain either ephed-rine or methylephedrine.

• It at all times remains the responsibility of each Jockey to be free of prohibited substances (jockey) whenriding in races or in track work in Hong Kong.

In particular, Jockey's should note the following:

• Alcohol - at or above a threshold of 22 micrograms of ethanol per 100 millilitres of breath, or 50 milligrams of ethanol per 100 millilitres of blood

• Amphetamines and amphetamine-like substances including the ‘Ecstacy’ group and excluding Pseudoephedrine, and Phenylpropanolamine

• Barbiturates

• Benzodiazepines and Benzodiazepine-like substances (Please note: Sleeping tablets are known to contain these prohibited substances - refer below)

• Benzylpiperazine(BZP), 3-Tri�uoromethylphenylpiperazine(TFMPP) and other similar piperazine-based substances.

• Cannabinoids - at or above a threshold of 15 nanograms of delta-9-tetrahydro-11-nor-cannabinol-9-carboxylic acid per millilitre in urine.

• Cocaine

• Ephedrine - at or above a threshold of 10 micrograms of ephedrine per millilitre in urine

• Methylephedrine - at or above a threshold of 10 micrograms of methylephedrine per millilitre in urine

• 4-Iodo-2,5-dimethoxy-N-(2-methoxybenzyl)phenethylamine (25I-NBOMe), 4-bromo-2,5-dimethoxy-N-(2-methoxybenzyl) phenethylamine(25B-NBOMe), and other psychedelic substituted phenethylamines.

• Ketamine and Tiletamine

• Lasix (Furosemide) and other diuretics

• Lysergic Acid Diethylamide (LSD)

• Opioids excluding the normal use of Codeine, Dextromethorphan, Dihydrocodeine, Ethylmorphine, Pholcodine, Propoxyphene and Tramadol.

JOCKEYS OVERWEIGHT LIMIT

If a jockey intends to carry overweight for any race the amount thereof must be noti�ed at the time of declaration. The following overweight allowances are permitted:

DRUGS & ALCOHOL TESTING – TRACK WORK RIDERS

1. It is the Club’s policy to carry out breath and urine testing of Track Work Riders to ensure work safety, horsewelfare and a drug free environment.

2. Testing may be undertaken by Stipendiary Stewards at any time during track work.

3. Any person who has been found  to have an alcohol reading at or above the prescribed level or to haveprohibited substances in their system, will be stood down from all duties and will be instructed to leave the stable compound with immediate effect. Any further approval to ride track work may be withdrawn.

4. The following are prohibited substances in accordance with the Club’s Prevention of Drugs and Alcohol Policy:

• Alcohol - at or above a threshold of 22 micrograms of ethanol per 100 millilitres of breath, or 50 milligrams of ethanol per 100 millilitres of blood

• Amphetamines and amphetamine-like substances including the “Ecstacy” group and excluding Pseudoephedrine and Phenylpropanolamine

• Barbituates

• Benzodiazepines and Benzodiazepine-like substances

• Benzylpiperazine (BZP), 3-Tri�uoromethylphenylpiperazine (TFMPP) and other similar piperazine-based substances.

• Cannabinoids - at or above a threshold of 15 ng/ml of delta-9-tetrahydro-11-nor-cannabinol-9-carboxylic acid

• Cocaine

• Ketamine and Tiletamine

• Lysergic Acid Diethylamide (LSD)

• Opioids excluding the normal use of Codeine, Dextromethorphan, Dihydrocodeine, Ethylmorphine, Pholcodine, Propoxyphene and Tramadol.

• Phencyclidine

• Tryptamine derivatives

• Such other drugs or substances as the Management of the Club shall direct from time to time

5. For avoidance of doubt, except for such drugs or substances in respect of which a threshold is speci�callyidenti�ed, presence of any quantity of a prohibited substance (or its isomers or their metabolites or markers) or the presence of alcohol at or exceeding the speci�ed threshold in a sample shall constitute a breach of theClub’s policy.

ELECTRONIC TRACKING SYSTEM1. Every horse when competing in a race shall carry an operational electronic tracking device as prescribed

by the Club.

2. This device will be �tted into the assigned number saddle cloth.

STABLING1. The Quarantine Stables are located at Sha Tin

Racecourse, around 45 minutes from Hong Kong International Airport.

2. The stable blocks are temperature controlled and rubber�oored throughout.

3. The isolation stables compound includes rubberisedhorse walkers, sand rolls, weighing scales and anall-weather arena.

4. Two types of bedding are available: newspaper strips and wood shavings.

5. The stables’ water supply is normal domestic drinkingwater through automatic water feeders. Alternatively,bottled distilled water will be provided upon request.

6. The Club imports fodder from Australia, China, NewZealand, South Africa, the UK and the USA. Largeselections of proprietary feeds are available.

7. Importation of feed and water, subject to examination, ispermitted within the limitation of aircraft space. However,the import of plant material, such as hay and chaff is subject to a valid Phytosanitary Certi�cate issued by the exporting country.Please note the Club has excellent stocks of Timothy Hay, Lucerne Hay and Chaffs.

8. Dietary supplements may contain unknown prohibited substances and all are used at the Trainer’s own risk. You are stronglyadvised to present any vitamins and feed supplements to a veterinary surgeon of the Club for advice in respect to the Rules ofRacing. Common supplements currently used by Trainers licensed by the Club will be made available to visiting Trainers, onrequest.

9. The Club’s daily track work training schedule must be observed by all visiting Trainers, Assistant Trainers, Head Lads, Jockeys,Track Work Riders and Grooms.

EQUIPMENT

1. Whips & Spurs

All padded whips used in races and in training must be of a design which complies with the requirementsof the Club’s Stipendiary Stewards. No spurs may be worn in races or in track work.

2. Nasal Dilators, Drop Nosebands and Other Unspeci�ed Equipment

Nasal dilators and drop nosebands are not permitted to be used on horses in Hong Kong. Any otherunspeci�ed equipment may not be �tted to a runner without prior permission from EM, VR and/or theStipendiary Stewards.

3. Bandages

Trainers must ensure that bandages �tted to horses’ legs are securely fastened for both racing andtraining. The use of cotton wool under bandages is not permitted.

4. Equipment

Blinkers, Hoods, Paci�ers, Visors, Sheepskin Nosebands/Shadow Rolls, Sheepskin Cheekpieces,Crossed Nose Bands and Tongue Ties, all of which must be of a design approved by the StipendiaryStewards, must be registered on the declaration form and submitted before declarations close at 8am onthe Thursday preceding raceday.

Any items of approved tack/gear which is to be worn in the Parade Ring and on the way to the start, but not in the race, must also be noti�ed to the Stipendiary Stewards before declarations close at 8am on the Thursday preceding raceday. Any item of approved tack/gear to be worn in these circumstances must have previously been approved to be worn by a Recognised Racing Authority.

5. Leather reins are not permitted to be used in races or in track work.

6. Only safety stirrups of a design approved by the Stewards are allowed to be used for track work.

7. The Stipendiary Stewards, in conjunction with the Department of Veterinary Regulation (“DVR”),will conduct an examination of the equipment intended to be worn in races and/or in the Parade Ring by overseas runners in the week leading up to the International race meeting.

TRACK CONFIGURATION

1. Sha Tin Racecourse - horses run right-handed on a �at turf course 30.5 metres wide with a 430 metres (alittle over 2 furlongs) homestretch.

2. Happy Valley Racecourse - horses run right-handed on a slightly undulating turf course 30.5 metres widewith a 310 metres (about 1.5 furlongs) homestretch.

VETERINARY & RACING PROTOCOLSCRITICAL DATES

1. During the 90 days prior to export to Hong Kong, butnot within 14 days, a horse must be administered eithera primary course of approved vaccinations againstequine in�uenza comprising of at least two doses with aninterval of 4 to 6 weeks (or according to the terms ofvaccine registration with the relevant government authority)or a booster vaccination given within 12 months of a primarycourse.

2. During the 14 days prior to export of the horse to Hong Kong,speci�c disease testing is to be performed.

3. No less than 10 days prior to a horse departing for Hong Kong,irrespective of the country in which the horse is located at the time,the trainer must submit the First Medication Declaration Form (MDF1)to the Club on the of�cial form provided.

4. Between six days (maximum) and three days (minimum) prior to the horsedeparting for Hong Kong, irrespective of the country in which the horse islocated at the time, a pre-travel veterinary inspection must be performed bya Club approved veterinary surgeon. At the time of this inspection, theinspecting veterinary surgeon must obtain from the horse’s trainer acompleted and signed copy of the Medications Declaration Form Two (MDF2),which records any additional medications administered to the horse since thesubmission of the First Medications Declaration Form (MDF1).

5. All medications administered to the horse after the veterinary inspection until its arrival in Hong Kong must be reported inwriting to the Club on the Medications Declaration Form Three (MDF3) provided.

The following items must be carefully read, understood and complied with:

1. Pre-travel Treatments

a. All racehorses must test free of prohibited substances on race day.

b. Trainers should be aware that advice given for the pre-race withdrawalperiods of medications used in Hong Kong may be different from thoseused/recommended in other racing jurisdictions and also, that withdrawalperiods may well be more conservative.

c. It is the responsibility of the Trainer, in writing, to seek clari�cation, from EM, VR (Fax: +852 2602 3305 or email: [email protected]), regarding therecommended pre-race withdrawal periods used in Hong Kong for SPECIFICmedications, before they are administered to their horses.

d. Trainers are reminded that certain corticosteroids, hormones, procaine penicillin and otherslowly-eliminating medications may be detected for several months and that they are responsible forensuring that their horses are free of all such substances.

e. In accordance with Article 6E of the International Agreement on Breeding, Racing and Wagering; any horse administered any of the substances listed as ‘not to be administered to racehorses at any time in their career’ (http://www.horseracingintfed.com/default.asp?section=IABRW&area=2#a6E), including andespecially anabolic steroids, will not be permitted to race. If however, any such substances were administered under exceptional circumstances and in accordance with the IFHA’s exceptional use for therapeuticpurposes facility, the horse shall be considered ineligible to race until a minimum of six months has elapsed after administration – irrespective of subsequent analytical test results and / or the country of residence at the time of the administration.

2. Medication Lists

a. The Trainer must submit the horse’s medication declaration using the supplied standard of�cial form, to the EM, VR no less than 10 days prior to the horse departing for Hong Kong, irrespective of the country in which the horse is located at the time and the Club will acknowledge its receipt.

b. The list must include all medications administered to the horse within one (1) month of the horse departing for Hong Kong and the last date of administration of all anabolic substances, long-acting corticosteroids,hormones, procaine penicillin and other slowly eliminated medications, including implants. This appliesirrespective of which country the horse is located in prior to departing for Hong Kong.

c. The Club approved inspecting veterinary surgeon must, at the time of his/her inspection, beprovided with an update of any medication administered to the horse since the �rst medicationdeclaration and document this in writing on the supplied standard of�cial form to be submitted to the EM, VR.

d. Any medications administered to the horse between the pre-travel veterinary inspection and the horse’sarrival in Hong Kong must be immediately declared, in writing, using the supplied standard of�cial form, to the EM, VR.

e. It is important to note that all medications administered to the horse must be declared, irrespective of whether or not they are considered as, or to contain, prohibited substances, under the Rules of Racing in any otherracing jurisdictions.

3. Pre-travel Veterinary Inspection

a. This compulsory inspection to evaluate veterinary aspects of the horse’s suitability for travel and racing MUST be performedbetween six (6) days (maximum) and three (3) days (minimum) prior to the horse departing for Hong Kong, irrespective of thecountry in which the horse is located at the time, and the report MUST be made on the supplied standard form.

b. It is ESSENTIAL that the Club’s approved inspecting veterinary surgeon sends his / her inspection report AND the updatedmedication list to the EM, VR at least three (3) days prior to the horse departing for Hong Kong. The Club will acknowledge receipt of the veterinary report. Failure to submit the forms on time may prevent approval being given for the horse to travel to Hong Kong.

4. Equine In�uenza Vaccination

a. Advance planning of racehorse vaccination programmes is essential as some countries' veterinary authorities may have differing and / or additional vaccination requirements for re-entry.

b. No horse shall be accepted for travel unless it is certi�ed by a registered Veterinary Surgeon to be correctly vaccinated againstequine in�uenza as follows:

During the 90 days immediately prior to export from its country of permanent or usual residency, but not within 14 days of export, the horse was administered:

EITHERA primary course of approved vaccinations against equine in�uenza comprising of at least two doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority.

ORA booster vaccination against equine in�uenza which was given within 12 months of a primary course, or within 12 months of a booster vaccination where it, and any other previous booster vaccinations, had been administered annually within a regular 12-month period since the primary course (which consisted of at least two doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority).

c. Please study the “Veterinary Guidelines for Horses Travelling Temporarily toHong Kong” later in this document for further details.

5. Pre-travel Tests

a. Equine infectious anaemia (EIA) and equine piroplasmosis tests MUST be performed within 14 days of export to Hong Kong.

b. An equine in�uenza test MUST be performed within 48 hours prior to departure in theexporting country.

c. Please study the “Veterinary Guidelines for Horses Travelling Temporarily to Hong Kong” later in this document for further details.

It is strongly recommended that every invited horse has a thorough veterinary clinical examination (including blood tests and endoscopy), performed by its usual veterinary surgeon, prior to travelling to Hong Kong, to ensure that it is suitable to embark on very long road and air journeys to reduce the risks of the horse being affected by “travel sickness”. A mild clinical or sub-clinical respiratory infection will undoubtedly be exacerbated by travel and could jeopardise a horse’s chance of competing in the race and adversely affect its future health.

3. All invited horses will be subject to a stringent pre-travel veterinary inspection by a Club approved veterinary surgeon before its departure to Hong Kong, irrespective of the country in which the horse is located at the time. The purpose of this inspection is to ensure that the horse is not suffering from any apparent problems, which could possibly:

• jeopardise its chances of competing in its race

• have an adverse effect on its performance in its race

• cause it to �nish lame or suffer an injury during the race

• adversely affect its health during travel

The inspection, as a minimum, requires the horse to be trotted-up in-hand on a �rm �at surface and to undergo palpation of its locomotor structures.

4. A Pre-travel Elective Urine Testing Service is available through the Club to assist the connections of horses to determine whether or not their horses are free of previously administered therapeutic medications. Please note that this is an advisory service only and that the of�cial samples are those collected in Hong Kong. Details of this service may be obtained from the EM, VR.

5. If a Trainer has more than one groom / representative for his / her horse or horses, then ALL accompanying grooms / representatives will be deemed to be able to represent that Trainer's interest in respect of ALL sample collection procedures, unless written noti�cation to the contrary is provided to the Club by the Trainer.

6. Upon arrival at the isolation stables in Hong Kong, all horses will be required to provide blood and urine samples for analysis for prohibited substances. The trainer MUST ensure that his / her representative is present at the time of the horse’s arrival in quarantine to assist with and witness the sample collection. Contracted �ying grooms or grooms travelling with other horses are NOT permitted to assist in this process.

7. Any sample reported positive to any prohibited substance as a result of this test and which is not consistent with the information declared on the pre-travel medication forms or with treatments documented to have been administered during travel (as declared in writing immediately upon the horse’s arrival in Hong Kong), may be withdrawn at the absolute discretion of the Stipendiary Stewards anytime prior to racing. If the horse is withdrawn under these circumstances, the travel subsidy and declaration fee may be forfeited at the discretion of the Stewards of the Club.

8. In accordance with the Rules of Racing, it is a requirement that each trainer must as soon as practicable, report to a Veterinary Of�cer or Veterinary Surgeon of the Club any condition, abnormality, injury or sickness that may have the potential to affect, or might have affected, a horse’s performance in a race.

9. All racehorses in Hong Kong are required to pass a pre-race veterinary inspection conducted after track work the day before they race.

Since all overseas racehorses temporarily visiting Hong Kong are of equivalent health status, they shall, unless otherwise advised, be permitted to use the training tracks at the same time as each other, but at different times to local horses. Access to the isolation unit is strictly restricted to authorised persons only and all such persons must be registered with the Club’s Security & Integrity Department.

3. The Trainer may also be punished for breaching the Rules, in the event that a horse which has been declared to start in a race, is found to have been administered or been exposed to a prohibited substance.

4. Whilst in Hong Kong, no treatment of any sort may be given to any racehorse without prior permission from the Club’s veterinary surgeons – who are the only persons authorised to administer all treatments. If in doubt about treatment of any sort, the horse’s Trainer, or his authorised representative, should contact one of the Club’s veterinary surgeons. There are many speci�c Rules and Instructions concerning the treatment of racehorses in Hong Kong and you should be aware that on the day it is to race, no horse shall receive any treatment, which includes any substance administered by injection, by stomach tube, by oral paste, by dose syringe, by topical application or by inhalation. Furthermore, the performance of manipulative therapy is not permitted on race day prior to the horse running in its scheduled race. No horse is permitted to be subject to an endoscopic examination on the day on which it is to race until after having competed in its race, without the express approval of the EM, VR. The use of ice, ice packs or cold water treatment on a horse’s limbs within two (2) hours of the scheduled time of the race is strictly prohibited.

5. It must be noted that any person providing veterinary services in Hong Kong must, as a statutory requirement under the Veterinary Surgeons Registration Ordinance, be registered with the Veterinary Surgeons Board of Hong Kong. To obtain such registration may take several weeks. Should a horse's connections anticipate that they may require the services of their own, or a specialist veterinary surgeon, then application to the Veterinary Surgeons Board of Hong Kong must be made at least four (4) weeks prior to such services being required.

6. It should be emphasised that all treatments given to, or procedures carried out on, a horse by a visiting veterinary surgeon, who has been properly registered in Hong Kong, shall be supervised by a Club veterinary surgeon.

7. The prohibited substances under the Club’s Rules are:

It is essential that, prior to embarking on any journey, the racehorse's connections make appropriateenquiries of the veterinary authorities of all countries to be visited, including the country of �nal destination, to ensure that they have ful�lled all import requirements.

2. It is strongly recommended that every invited horse has a thorough veterinary clinical examination (including blood tests and endoscopy), performed by its usual veterinary surgeon, prior to travelling to Hong Kong, to ensure that it is suitable to embark on very long road and air journeys to reduce the risks of the horse being affected by “travel sickness”. A mild clinical or sub-clinical respiratory infection will undoubtedly be exacerbated by travel and could jeopardise a horse’s chance of competing in the race and adversely affect its future health.

3. All invited horses will be subject to a stringent pre-travel veterinary inspection by a Club approved veterinary surgeon before its departure to Hong Kong, irrespective of the country in which the horse is located at the time. The purpose of this inspection is to ensure that the horse is not suffering from any apparent problems, which could possibly:

• jeopardise its chances of competing in its race

• have an adverse effect on its performance in its race

• cause it to �nish lame or suffer an injury during the race

• adversely affect its health during travel

The inspection, as a minimum, requires the horse to be trotted-up in-hand on a �rm �at surface and to undergo palpation of its locomotor structures.

4. A Pre-travel Elective Urine Testing Service is available through the Club to assist the connections of horses to determine whether or not their horses are free of previously administered therapeutic medications. Please note that this is an advisory service only and that the of�cial samples are those collected in Hong Kong. Details of this service may be obtained from the EM, VR.

5. If a Trainer has more than one groom / representative for his / her horse or horses, then ALL accompanying grooms / representatives will be deemed to be able to represent that Trainer's interest in respect of ALL sample collection procedures, unless written noti�cation to the contrary is provided to the Club by the Trainer.

a booster vaccination against equine in�uenza which was given within 12 months of a primary course, or within 12 months of a booster vaccination where it, and any other previous booster vaccinations, had been administered annually within a regular 12-month period since the primary course (which consisted of at least 2 doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority).

Providing that all tests required for importation of horses into Hong Kong from the country of origin arecompleted in that country, then no further testing will be required in the cases of multiple countryitineraries, providing that such horses are isolated from local horses and those not of equivalent health status, except during their races.

7. Please note that no vaccines may be administered within 14 days of import into Hong Kong.
