THE FIRST CALL In October 2000, Federico Mayor Zaragoza sent an introductory letter to a number of civil society actors throughout the world, calling for them to collaborate in the face of today's great challenges. We enclose some extracts of what at first was called "Towards a Network of Networks...", although at the first plenary meeting the name was changed to "UBUNTU - World Forum of Networks of Civil Society".

The 21st century is faced with a globalisation process in which the agreements, mergers and joint work amongst international networks carried out by major financial, industrial and service companies influence the rest of the world. This situation gives rise to the need to articulate, on a global basis, another main actor on the world scene, the so-called "civil society", with the object of influencing the main issues on the world agenda. For this reason, as many voices as possible should unite to attain the necessary magnitude to be listened and to promote interaction favouring the presence of the "human sense" in political, social, cultural and economic actions.

The main objective is to unite and federate efforts, to build bridges of dialogue and communication amongst national and international institutions which are focused on promoting peace, endogenous development, dignity and human rights. NGO's, together with academic, artistic, professional and humanitarian institutions, should coordinate to defend these basic principles. This would shape a debate that is favourable to all parties, which, well oriented and united, could play an important role on the worldwide scene.

It is intended as a network of networks, an organisation of organisations, where united yet diverse, these actors can jointly weave structures and forums of opinion aimed at promoting the principles and values which sustain democratic life and therefore attain a real human development on a worldwide scale, in harmony with nature and cultural diversity.

THE FIRST PLENARY MEETING On 31 March and 1 April 2001, the first plenary meeting of the UBUNTU Forum, then called Towards a Network of Networks..., was held at the Palau de Pedralbes in Barcelona.

>> First Meeting of the Coordinating Committee: At the first plenary meeting, the Coordinating Committee was created in order to channel the work of the UBUNTU Forum and its Secretariat.

MINUTES AND DOCUMENT OF AGREEMENTS REACHED AT THE CONSTITUENT MEETING OF THE INITIATIVE

“TOWARDS A NETWORK OF NETWORKS” HELD IN BARCELONA ON 31 MARCH - 1 APRIL 2001

To sum up the results of the Constituent Meeting of the initiative “Towards a NETWORK of NETWORKS”, which was held in Barcelona on 31 March and 1 April 2001, the participants decided to constitute the initiative and bring it into operation according to the ideas, objectives and questions raised during the two days of meetings and debate, after five months of preparation in response to the initial letter by Federico Mayor. By way of minutes of the meeting or document of agreement, the following was put on record:

0. The participants at the meeting were those herewith enclosed as list A) 1. The meeting was chaired by Federico Mayor and moderated by Josep Xercavins, co-ordinator of the Ad Hoc Secretariat. On Saturday

afternoon, the session was chaired by Inonge Mbikusita-Lewanika.

2. To a great extent, the meeting followed the agenda. The draft papers were used as an initial guideline for the discussion. They may be obtained from the initiative’s Virtual Space library.

3. At the end of the meeting, on Sunday afternoon, the almost unanimous opinion of the participants at the meeting was to constitute

the initiative and bring it into operation according to the ideas, objectives and questions raised during the two days of meetings and debate.

3.1 Find herewith enclosed the list B) of people / organisations which participated at the above-mentioned session, and who either confirmed their participation in the initiative or their positive personal position, pending consultation with their corresponding organisations.

4. The meeting agreed to give the Ad Hoc Secretariat the job of redrafting the draft working papers, to include the feeling and

opinion of most of the participants at the meeting. Afterwards, these papers will be debated again in the Virtual Space of the initiative until some initial reference documents are drawn up.

5. A Co-ordinating Committee of the initiative was made up of: Fatma Alloo (Development of Alternatives Women’s Network-

Africa), Erkin Alptekin (Unrepresented Nations and Peoples Organisation), Lois Barber (EarthAction), Phon van den Biesen (The Hague Appeal for Peace), Franz Eberhard (Association Internationale des Universités), Kin Chi Lau (Asian Regional Exchange for New Alternatives), Duncan MacLaren (Caritas Internationalis), Inonge Mbikusita-Lewanika (Federation of African Women’s Peace Network), Jorge Nieto Montesinos (Centro Internacional para una Cultura Democrática), Miquel de Paladella (Society for International Development), Anaisabel Prera and Federico Mayor Zaragoza (Fundación para una Cultura de Paz).

5.1 The Co-ordinating Committee is an “open” committee which welcomes any participant from the initiative who wishes to collaborate.

6. The meeting gave a vote of confidence to the group from the Thecnical University of Catalonia and commissioned it to continue

working as Ad Hoc Secretariat of the initiative, coordinated by Josep Xercavins and financed by Catalan institutions (Generalitat of Catalonia, Barcelona Provincial Council and Barcelona City Council) and the Foundation for a Culture of Peace, chaired by Federico Mayor.

7. The Co-ordinating Committee and the Ad Hoc Secretariat were given the job of taking the necessary steps to bring the initiative into

operation and to raise the necessary funds.

8. The second plenary of the Meeting of the initiative was convened for 1 and 2 March 2002

9. The meeting finalised with the agreement to allocate some time to deciding the name of the initiative, which could include the word UBUNTU (*).

(*) Ubuntu is an age-old African term for humaneness - for caring, sharing and being in harmony with all of creation. Ubuntu, as an ideal, means the opposite to being selfish and self-centred. It promotes co-operation between individuals, cultures and nations.

The Committee met for the first time on 27 and 28 October 2001 in the Rectorate of the Technical University of Catalonia. The meeting was chaired by Federico Mayor Zaragoza, and was also attended by the Coordinator of the Ad Hoc Secretariat, Josep Xercavins i Valls, and its members, Manuel Manonelles, Lluís Miret and Núria Molina.

In this meeting, a variety of issues were discussed, and the following was agreed:

- The objectives and agenda of the second UBUNTU Forum plenary meeting. - The commissioning of a preliminary document on global democratic governance to be

produced by Jorge Nieto (International Centre for a Democratic Culture, Mexico) for discussion at the second plenary meeting.

- The presence of the UBUNTU Forum at the Second World Social Forum in Porto Alegre, Brazil and at the Johannesburg Summit (Rio +10).

AMPLIFYING THE VOICE OF CIVIL SOCIETY One of the main objectives of the UBUNTU Forum is to find ways to amplify the voice of civil society. >> Statements to Public Opinion: From its birth, the Forum has drafted and released (using new technologies) the following seven statements to public opinion, showing its capacity to converge the opinion of a considerable part of civil society worldwide in a short space of time.

All of these can be found – in several languages – on the UBUNTU web site: www.ubuntu.upc.es

1: "Statement for World Environment Day": This statement, released on 5 June 2001, World Environment Day, called for the signing, ratification and application of the Kyoto Protocol by all countries, especially the USA; the need for careful preparation on a national and international level of the Johannesburg Summit (Rio+10) in the summer of 2002; and the ratification of the Earth Charter at this summit.

2: "On the situation in Genoa": This statement was released on 20 July 2001, only hours before the tragic death of a demonstrator. It calls for a reinforcement of the United Nations General Assembly in the face of oligarchic forms of international governance such as the G-8.

3: "On the terrorist attack on the United States": On 17 September 2001, six days after the attack, this statement was released, expressing solidarity with all those affected. It also expressed the need for a change in direction in international relations in order to avoid further attacks of this type.

4: "Peace, justice and security: values and proposals": In December 2001, Federico Mayor Zaragoza reminded us of the need to reinforce the values of the Universal Declaration of Human Rights, in the face of the new international situation created after 11 September. 5: "On the 2002 summits": As a consequence of the second plenary meeting of the UBUNTU Forum and in the face of the imminent celebration of the International Conference on Financing for Development in Monterrey, Mexico, this statement was released on 18 March. It urged that the summits of Monterrey, Rome (Food) and Johannesburg (Environment) take effective action against injustice and poverty worldwide.

6: "On the increasing militarisation of the conflict in the Middle East": On 19 March, a statement was released condemning the escalating violence between Israel and Palestine, and the violent attitude and flagrant violations of human rights by the Israeli army.

7: "Measures for the sanctioning of human cloning": On 12 April 2002 this statement was released to condemn the announcement by the Italian gynaecologist Severino Antinori that he had cloned a human being. It restated the Universal Declaration on the Human Genome and Human Rights, 1997, which explicitly forbids these practices and calls for appropriate sanctions.

PRESENCE WORLDWIDE: From its beginnings, the UBUNTU Forum has made every effort to be present at key international civil society meetings. The UBUNTU Forum has participated in: >> First International Meeting on a Culture of Peace 11-13 December 2000, Madrid

Where, on 27 January, the workshop "A proposal for the articulation of civil society actors" was organised.

>> Preparatory Committee of the World Civil Society Forum 18-20 July 2001, Geneva, Switzerland

The UBUNTU Forum participated in the Preparatory Committee of the World Civil Society Forum in Geneva, and coordinated the working committee on human rights.

>> 4th Assembly of the Peoples' United Nations 8-14 October 2001, Perugia, Italy

The UBUNTU Forum formed part of its Organising Committee, and participated through the lecture given by Federico Mayor Zaragoza in one of the plenary sessions.

USING NEW TECHNOLOGIES: A TOOL FOR ALL From its birth, the UBUNTU Forum has had new technology as one of its basic tools, in both dissemination and awareness-raising activities, as well as in its internal workings.

>> The web site: www.ubuntu.upc.es The UBUNTU Forum seeks to have a high profile on the Internet. Through its web site, it provides information on the UBUNTU Forum itself and other information of particular interest: a World Civil Society Database. In keeping with the Forum's general philosophy, a great effort has been made to work in as many languages as possible. Therefore, the web site is in the following four languages: English, French, Spanish and Catalan; There is also information in Arabic, Mandarin Chinese, Swahili and Russian.

The front page allows the user to select the language, or to go straight to public statements of the UBUNTU Forum or the World Civil Society Database. >> The intranet: From the web site, you can access the Forum's Virtual Space, which is restricted to participants with a user name and password.

>> Future challenges: Video-conferences: We are working on developing and adapting software that allows video-conferences in order to promote low cost interaction between civil society actors over the Internet. Virtual worldwide consultation: Within the field of studying and developing proposals for global democratic governance, one of the future areas of work of the UBUNTU Forum will be that of computer systems, processes and programs with a view to providing virtual consultation on a worldwide scale.

The World Civil Society Database is an information service of the UBUNTU Forum for all those interested in work related to world civil society. There are four areas to consult Actors: A list of prominent actors in civil society, with their links. Agenda: A list of the international events most relevant to the third sector. Campaigns: A list of the main campaigns run by civil society on a global level. Statements: The opinion of the various civil society actors through their statements.

THE SECOND PLENARY MEETING On 1 and 2 March 2002, the second plenary meeting of the UBUNTU Forum was held in the Catalan Parliament. This meeting was part of the process of preparing for the Universal Forum of Cultures – Barcelona 2004.

>> Agreements and future perspectives: A variety of issues were discussed at the meeting, two of which became the two main areas of work for the UBUNTU Forum for the coming years: - The preliminary document on global democratic governance which had been commissioned to Jorge Nieto (International Centre for Democratic Culture, Mexico) at the first meeting of the UBUNTU Forum Coordinating Committee was presented. This document was made possible thanks to funding by the Mª Francisca Roviralta Foundation. In the debate resulting from the presentation of this document, the Ad Hoc Secretariat of the Forum approved the preparation and launching of a: WORLD CAMPAIGN FOR THE IN-DEPTH REFORM OF THE SYSTEM OF INTERNATIONAL INSTITUTIONS

- In addition, Jordi Oliveres, Director-General of the Universal Forum of Cultures Barcelona 2004, presented the Forum to the participants of this meeting. The UBUNTU Forum is calling a WORLD CONFERENCE OF CIVIL SOCIETY within the framework of the FIRST UNIVERSAL FORUM OF CULTURES in BARCELONA in 2004.

THE AD HOC SECRETARIAT AT UPC: From its birth, the UBUNTU Forum has enjoyed special support from the Technical University of Catalonia, where the Forum's Ad Hoc Secretariat is based. The UBUNTU Forum's Ad Hoc Secretariat was born within the framework of the UNESCO Chair for Technology, Sustainable Development, Imbalance and Global Change. The Ad Hoc Secretariat is situated in the Torre Girona building, in the North Campus of UPC. There are three full time workers (Manuel Manonelles, Lluís Miret and Núria Molina), the activities of which are coordinated by Professor Josep Xercavins i Valls. Several UPC interns and volunteers also work there.

THE NAME AND THE IMAGE >> The name: As already mentioned, the Forum was born with the name "Towards a Network of Networks...", but the name was changed at the first plenary meeting to "UBUNTU - World Forum of Networks of Civil Society", which is a closer reflection of the project's nature and aims. The decision to introduce the word "ubuntu" was a result of the proposal of one of the attendants at the meeting, Inonge Mbikustia-Lewanika, from Zambia, representing the Federation of African Women's Peace Networks. The word has the following meaning, which describes the spirit of the Forum:

At the second plenary meeting of the Forum, the definitive institutional image of the Forum was presented. The design for this image was donated by Joan Costa and Albert Culleré of CIAC Internacional Consultoría en Imagen, Acción y Comunicación. This image or logo embraces the following meanings:

• Origin: because of its spontaneous and primordial shapes.

• Humaneness: because of the freehand nature of the design.

• Universality: because of the globe-like shape given to the word.

• Diversity: because of the variety of sizes of the letters that make up the word.

• Expansion: because of the dynamic distribution of the letters, which follow a clockwise pattern.

• Cooperation: because of the symbolic shape the word adopts, forming a whole.

UBUNTU is an age-old African word for humaneness – for caring, sharing, and being in harmony with all of creation. As an ideal, it promotes cooperation between individuals, cultures and nations.
