The New York State Department ofEnvironmental Conservation's (DEC)Commissioner Erin Crotty received a rec-ommendation by Administrative LawJudge Molly McBride on September 29to permanently shut down the diesel gen-erators at Freeport's Power Plant 2 byNovember 30. The decision came in anadministrative permit challenge broughtby the Village of Freeport to oppose anew draft air permit requiring shutdownof the diesels.

The Village of Freeport said it is imme-diately pursuing an administrativeresponse countering, the hearing reportthat requires the diesel gerieratoFs.be..decommissioned prior to operation of thenew turbine generator project.

"The burden of proof rests with theDEC," responded Freeport MayorWilliam Glacken, "yet it failed to demon-strate how keeping the diesels operablebut inactive would harm the environ-ment."

But arguments heard before JudgeMcBride brought by the DEC, the NewYork Public Interest Research Group(NYPIRG) and the Old LindenmereCivic Association of Merrick pointed tothe generators' inability to meet federalstandards .for both nitrogen oxides(NOx) emissions, a precursor of smogand particulate matter (soot).

"the facility had long plagued Freeportand Merrick residents," said Tracy Peel,NYPIRG staff attorney. "For more than30 years, Freeport's dirty diesels haveoperated in violation of the Clean Air Act.This decision says, 'No more," said Ms.Peel.

Since March of 2002 an agreement wasbrokered between the village and LIPA tokeep the diesels operable but inactive.Under that agreement, Power Plant 2diesels would only be activated if direct-ed by the New York Independent SystemOperator (NYISO) to meet emergencydemands or conditions or to meet emer-gency conditions affecting the FreeportElectric system, as was done during therecent blackout on August 14.

"Permanent closure of the dieselsbefore replacement capacity of the newturbine generator is Completed and incommercial operation, however, willresult in significant financial risks andpenalties to the village ratepayers, even ifthe diesels are not actually operated,"added Hubert Bianco, Superintendent ofElectric Utilities. But activists are concerned that theDEC must include specific language inthe facility's permit to ensure that thediesels are permanently shut down. "Itsays 'cease operation' but it doesn't sayhow to do that," said Ms. Peel. "In 1997the DEC told Con Edison to shut downtheir Hudson Avenue Generation Stationin Brooklyn. All they did was drill two-inch holes in some pipes. They ended upgetting emission reduction credits forshutting down. Then in 2001 they usedtheir emission credits and began operat-ing the facility again," she said.

"It's not a win for the long-sufferingpeople of this area if all that happens isthe switch gets turned off," said JoeKralovich, President of the OldLindenmere Civic Association.

The village believes that the August 14blackout proved "it is necessary for thevillage to maintain emergency capacityfor catastrophic Circumstances when sodirected by the NYISO," said Mr. Bianco,"Even with the PP2 diesels, Freeport•instituted -rolling blackouts, to .manage <• ' - , - , - ' < - * < P . What happens now?"Commissioner Erin Crotty must sign

off on the order and we anticipate thatthis will happen," said Tracy Peel. "Atthat point the village may have the oppor-tunity for an Article 78 proceeding instate court. In the meantime the DECcould propose the permit to theEnvironmental Protection Agency (EPA).They have 45 days to review the permitand then it goes into effect. Of course thevillage could appeal and ask for a stay ofdecision," added Ms. Peel.

The village plans to install a new natu-ral gas fired turbine, the GE LM6000, onthe site to generate electricity. AgainNYPRIG has concerns about the healthand safety of residents. Ms. Peel told TheLeader that the GE LM6000 has alreadybeen found to violate federal emissionlimits. "A facility in Brentwood as well asseveral New York Power Authority facil-ities in New York City are in violation ofemission limits," said Ms. Peel.

Activists have called for shutting downthe facility for years. In 2001, hundredsmarched to demand the plant shut down..More .than, SOjCUesidents. attended, a hear-,

ect at PP2 continues, as the PCB remedi-ation is progressing. Certain areas of PCBremediation have been completed toallow aspects of the turbine project toproceed. Bill Fonda, spokesperson for theDEC, said that "one to 10 parts per mil-lion of PCBs have been removed wherenew construction will take place. Thematerial was taken to 110 Sand inMelville. On October 13 Freeport willbegin to remove higher concentrations of10 to 50 ppms. That contaminated mate-rial will go to White Pines in Millville,Pennsylvania. Areas of contaminationover 50 ppms will go to Model City inNew York State."

The village reports that piles have beeninstalled and foundations are beingpoured. Consumers will soon notice alarge crane on site, awaiting installationof the turbine generator, emissions con-trols (SCR) and stack. The current sched- -ule for completion of the village'sLM6000 calls for April 2004 operationbut may need to be slowed slightly tocoordinate construction of the LIPA unitat the same site.

"The need for additional energy is aLong Island problem," said Mr. Bianco,"and by having both the developer's unitand the Freeport Unit available by June of2004 we are helping to address the needsof not only Freeport, but all of LongIsland."

Caroline G. Atkinson School inFreeport kicked off "another year of fam-ily reading with its second annual Read-A-Thon. Students came to school withtheir parents to share an evening ofactivities to celebrate the joys of reading.

Families got to choose fromScrabble, acting, poetry readings, artsand crafts and other activities-that gaveparents and children a chance to readand spend time together. Three guestauthors, Mark Weston, Lynette Velascoand Elaine McGrowder, -were on handto read their stories with students. Theevent incorporates several themes inFreeport's vision: inspiring the desire tolearn, and encouraging active partner-ships with families.

- "The idea behind our' Read-A-Thon is,two-fold," explains Principal Gladys-Andrews. "First, we want to get studentsexcited about reading. Second, we wanl togive parents a chance to have fun with theirchildren and to feel welcome and involvedin our school. Younger siblings were alsoinvited, so it made the event a real familyaffair."

Local merchants supplied pizza foreveryone, the PTA gave the students booksto take home with them, and KeySpandonated money for T-shirts and other-prizes.

The event was co-organized by guid-ance-counselor Rosemarie Alario andDr. Frances Razzano from the languagedepartment..

HMS Bounty comes toFreeport's Nautical Mile

A village with a traditional workingwaterfront on Long Island's SouthShore, Freeport will play host to the.180-foot-long ship the HMS Bounty,which was featured in the 1960 film"Mutiny on the Bounty." The square-rigger will be docked at the Esplanadeon Freeport's Nautical Mile fromOctober 17 to October 31.

The Bounty, decked out as a HauntedGhost Ship, will be among the featuresat Freeport's Fall Festival scheduled for10 a.m. to 5 p.m. on Sunday, October26. Complete with cobwebs and skele-tons, the ship will be available for visitsby adults and teens prepared to enjoy aHalloween-theme tour that includes the

haunting sounds of sailors long gone toa watery grave. Special performanceswill take place on Sunday, October 26,during the Fall Festival between 12noon and 3 p.m. for younger children.

The Fall Festival on October 26, willbe held in the parking lot of the LongIsland Marine Education Center at 202Woodcleft Avenue. The Festival willinclude a chowder tasting contest, spe-cial booths featuring nautical gifts,entertainment and games for the young-sters and various maritime demonstra-tions. 'An ounce of prevention. . . is worth a pound of cure." That old saying especiallyapplies to fire prevention. This is National Fire Preventionweek, when local departments try to get the word out to resi-dents to take steps that can save their lives.

As we winterize our homes, it is a good time to take stockof hazards such as cords, that may be frayed and to hold afamily fire drill, reminding everyone where to meet outsidethe home. .

When daylight savings time ends on Sunday, October 26,you are urged to replace your fire alarm batteries at the sametime that you set your clocks ahead an hour.

Have you noticed Halloween comes on a Friday night thisyear? That means children have extra time to celebrate, or getinto mischief. Which means it will be parents' reponsibility towatch over them. The time to think about ways to make this asafe Halloween is now. It's kind of sad to think that "Trick orTreat for UNICEF," helping the world's hungry children, hadto be stopped in many places because older children werestealing the collection boxes from the little ones. Most chil-dren collect too much candy on Halloween and should belearning to share.

Let's clean up ourlanguage

Columbus Day always reminds me of my high schoolSpanish teacher who taught us the expression "Columbus,Caracas, Sacramento" in place of their related swear words.

In English, we've got "gosh darn," "heck" and "sugar," allof which would make you sound just as hokey, though, if yousaid them often.

Teens and even younger kids often learn to swear from'theirfriends, but just as often they pick up on what their parentssay, even as they say, "Do what I say, not what I do."

Most people, if they stub their toe really hard or miss a train,just can't help letting their tongue let out some rude expres-sion. It is a habit, almost a visceral response.

My mother used to say, "Just imagine when you meet yourfiance's parents for the first time, if you let loose such lan-guage. You couldn't take it back."

A friend of my daughter will speak up to a rude strangersaying, "You kiss your mother with that mouth?"

Recently, we were sent an item from an 1885 issue of theLancaster Star, first printed in the West Baded, Indiana,Journal, and entitled "Here is truth." "Young men, don'tswear. There is no occasion for it outside the printing office,where it is useful when the paper is behind time. . . Outside aprinting office it is a foolish habit." "

Guess we all make exceptions for ourselves, but our liveswould all be more civilized if our way of talking was lessrough.

THE FREEPORT LIONS CLUB held their annual yard sale at the First Presbyterian Church onSeptember 20. They would like to thank the public for their support in making this fund-raiser asuccess. THE MEMBERS OF PACK 18 observed a recent Board of Trustees meeting as one of the pre-scribed activities needed to receive a Citizenship in the Community merit badge. Some of theother activities include writing a letter to the Mayor and the Board of Trustees suggesting animprovement in the Village, reading a copy of the village budget, and learning the services thevillage provides in return for the property taxes collected. The Mayor invited,the youngsters toreturn for a tour of the building, learn about the different departments, and view the hi-techpolice communications desk.

SETTING FINANCIAL PRIORI-TIES...Each weekday, BaldwiniteMichael Godino gets up, has breakfastand goes to work. He takes a cab fromnortheast Baldwin to the Long IslandRail Road station where he catches the9:13 train to Jamaica. From there hetakes a bus about 25 blocks to his desti-nation. The whole trip is fairly expen-sive and can take anywhere from anhour to two or even three hours depend-ing on weather and traffic.

Why doesn't he drive? Wouldn't it beeasier, cheaper? Those are not optionsfor Mr. Godino; He is legally blind.

Mr. Godino works at the QueensIndependent,Living Center, Inc. wheresome of his responsibilities includeadvocacy. He also volunteers as anadvocate for the American Council forthe Blind. Those are some of the reasonswhy on September 29, he attended apublic session of the Nassau CountyLegislature where Neal Yellin, Presidentof Long Island Bus, gave a presentationon the impact of County ExecutiveThomas Suozzi's budget proposal to cut$4.8 million in subsidy to the company.

The problem that Mr. Suozzi has issimple: the county doesn't have enoughmoney, and so the County Executive isdoing what elected officials at everyother level of government are doing - heis trying to get someone else to pay thebills.

Long Island Bus, which manages thebuses and facilities owned by NassauCounty, says it doesn't have the extramoney either. Mr. Godino noted that L.I.Bus is required by the federal govern-ment to provide paratransportation tothe disabled who meet certain criteria.

That service is delivered by using (hesmall buses you might see around thecounty which complement the routes ofthe regular buses.

But the requirement to provide thatservice to the disabled is an unfundedmandate, a mandate that L.I. Bus mustdeliver, no matter what the cost. In orderto continue to do that without a subsidy,Mr. Godino said that Mr. Yellin indicat-ed that the company will have to cutapproximately 28-32 regular fixedroutes in order to make up the financialdifference. Apparently most other coun-ties contribute much more in subsidy fortheir mass transporation than doesNassau County.

Mr. Godino described the legislators,most particularly Kevan Abrahams ofthe first legislative district and MajorityLeader Judy Jacobs, as engaged in thediscussion and asking.numerous ques-tions. No doubt, the legislators arebetween a rock and a hard place. Howcan they balance the county budgetwithout cutting services in mass trans-poration that affect so many residentswith limited transporation options?

A discussion with Mr. Godino illus-trates the problems that non-drivershave in Nassau County. Because he alsohas an artificial limb, Mr. Godino cannotwalk too much in excess of 1/4 mile to aregular bus line, particularly when it iscold, raining or snowing, thus his deci-sion to take a cab to the station in themorning. The Able Ride paralransporta-tion that could technically be availableto him would require that he leave a fair-ly lengthy window of time for pick-up inthe morning, one that could excessivelydelay his getting to work on lime. The

paratransportation would also only gethim to the station, not take him into NewYork City which is a different trans-portation jurisdiction.

Another issue is that even with thereduced fares allowed to those with dis-abilities, mass transportation isn't cheapif a person has to rely on it for numerousseparate parts of a daily journey. In addi-tion to the $4 for the cab, Mr. Godinopays a reduced fare of $3 for the trainprovided he travels during off-peakhours. The city bus requires anotherreduced fare of $1. It costs Mr. Godino$16 a day round trip for transporation.For a while, there was the hope that anew bus route would be initiated alongBrookside Avenue in Freeport, but thatoption was squelched only a few daysbefore it was due to begin in January,

Undoubtedly there wi l l be further dis-cussions between L.I. Bus officials andcounty legislators on how to solve thedilemma. Can L.I. Bus cut some admin-istrative overhead? Can Nassau County

.find some oilier ways to cut i ts budgetwhich would be less harmful to so manyof its citi/cns. some of whom arc dis-abled, some elderly, but many who justcannot afford the costs of a car?

'em back, push 'em back. Way back!"The Freeport Red Devils football teamhas given the cheerleaders lots to cheerabout as the players have put on threeawesome defensive and offensive per-formances against Hempstead, Baldwin,and most recently Farmingdale.

Playing under the lights last Fridaynight, both Farmingdale and Freeportentered the game with a 2-0 record andboth were confident that they wouldwin. Eight minutes into the game, theRed Devils announced to the crowd ofnearly 2,500 that Freeport was going toreign. On a quarterback keeper, RandyMills ran in the first touchdown from thefive yard line. Adrian Palazzo kicked hisfirst of seven extra points. With 4:46remaining in the first quarter, LeslieJackman caught a pitchout from Millsand scored. Mills connected with EricReitmayer for an 88 yard TD. This wasthe most electrifying play of the gamefor many fans and was broadcast overand over again on Channel 12 sportsnews.

Jet Bates intercepted the ball on the43-yard line, setting the stage for Millsto connect with Jackman on a screenplay. Jackman's zig-zag run put the ballon the 10, allowing Mills to connectwith Bobby Hagan for a TD on the nextplay. Two exchanges later Freeporl tookover the ball again on the 41-yard line.Bates scored again on a pass from Mills,giving Freeport a commanding 35-0first half lead. . '"

"The following are corrections theVillage of Freeport has asked TheLeader to make with regard to thearticle on the Work Site Project inFreeport.

The village did not donate the trail-er; the trailer was donated directly-toCatholic Charities by.another organi-zation. Catholic Charities pays $250.a month in rent for the site.

The village has provided a total of$20,000 in two separate CommunityDevelopment Agency ' grants toCatholic Charities to support the pro-gram. A third grant for $10,000 wasapproved by the Board of Trustees inApril. The money, which is distrib-uted by Nassau County, is expected tobe awarded in early 2004.

Catholic Charities pays the villagefor the use of water and electricity atthe trailer from the grant money.

The village has assisted CatholicCharities in starting up the work siteby offering to rent the site where thetrailer is located, as well as enforcingtraffic safety laws. The village pro-hibits all commercial parking, bycontractors who had pickup trucks,vans or other vehicles with commer-cial plates, in the village's municipalcommuter parking lot at the Freeportrailroad station and Long Island Busstation.
