STATE LIBRARY SERVICES

State Library Services, a division of the Minnesota Department of Education, is the Minnesota state library agency. The state library provides leadership and support to the Minnesota library community in planning, developing and implementing high-quality library and information services statewide. State Library Services administers federal and state grants-in-aid programs for libraries.

Vision Statement

State Library Services, acting as the State Library Agency for the Minnesota Department of Education, leads in developing, planning and implementing excellent library and information services statewide. The State Library Agency ensures that Minnesota libraries and their communities have access to the present and future information resources they need through partnerships with public information and cultural institutions.

Mission Statement

To provide the library services and information resources needed by Minnesotans, the Minnesota State Library Agency will:

• Administer statewide library services;

• Develop and implement standards of accountability of state and federal funding recipients;

• Develop and implement statewide and regional library services, initiatives and programs;

• Implement statewide planning and evaluation for library development for all types of libraries;

• Develop and implement standards for libraries;

• Provide leadership for career and education opportunities;

• Certify library eligibility for state and federal assistance;

• Advise the governor, the legislature and regional and local governing bodies on library-related issues; and

• Facilitate partnerships between libraries and other agencies.

Minnesotans deserve equitable access to library services and information resources regardless of geographic location, economic or social status, cultural background, age, or level of intellectual or physical ability. The library network of trustees, friends, librarians, administrators and their communities must work together to voice their concerns and support for equitable access to their funding entities, including their congressional, legislative, county and city officials. This collaboration will help to foster a more informed citizenry, a stronger democracy, and more economically viable communities statewide.

NOTES, GLOSSARY AND ERRATA

1. Officially, as cited on 2008 Statistical Highlights, page i, Minnesota has 138 public library administrative agencies responsible for 359 library buildings. Three regional public library systems, Metropolitan Library Service Agency (MELSA), Southeastern Libraries Cooperating (SELCO) and Traverse des Sioux Library System (TdS) provide support services to their member libraries that benefit library users but do not work directly with the public. When applicable, most notably in the financial report sections, their data are included in the regional and statewide summaries.

2. State funds that federated member libraries receive from their respective regional public library system or multicounty multitype cooperative

system are now listed in the Other category. Previously, such funds were entered under State funding. The old method consequently caused a double count of a portion of state funding. The individual reports of each library provides a breakdown of funds that come from regional systems, multicounty multitype systems and other sources. See Note 7 concerning accessing the individual reports.

3. Federal operating revenue (pages i, 2, 6, 9 and 34-39) includes Library Services and Technology Act (LSTA) funds allocated to regional

public library systems or individual public libraries only. The state dollar amount does not include state library agency initiatives funded by LSTA. The total LSTA funds received for state fiscal year 2008 was $2,030,907

4. State operating revenue (pages i, 2, 6, 9 and 34-39) includes funds allocated to regional library systems or individual libraries. The state

dollar amount does not include the $900,000 annual appropriation to support the Electronic Library for Minnesota databases, which are available at all affiliated public libraries.

5. Populations of the 12 regional public library systems are based on the 2008 county population estimates of the Minnesota State

Demographic Center. Individual library populations are estimated by the library directors. Because of overlapping estimates by directors, often the sum of populations served by individual libraries within a region exceeds the population of the regional public library system designated population.

6. Minneapolis Public Library merged with the Hennepin County Library in 2008, which explains its absence in this report and the decrease in

the number of public library administrations.

8. Physical materials are tangible items that are available on-site from a library. As technology increases the availability of downloadable library

resources such as books, music and films, a decrease in tangible resources may not reflect a decrease in available resources.

9. An unaffiliated library is one whose city has decided not to be a member of a regional public library system. Their status prohibits them from receiving any state-derived benefits. The five communities are: Clarkfield, Crosby, East Grand Forks, Hendricks, and Taylors Falls.

10. Reciprocal borrowing is defined as occurring when an individual whose residence is in one regional public library system personally borrows

materials from a library located in a different regional public library system. An interlibrary loan occurs when a request for materials is made remotely and the material is transported to the library of choice of the individual.

11. The Traverse des Sioux (TdS) Regional Library system previously included its members’ resident and reciprocal borrowers in its totals, thus

essentially doubling the total for those measures. Starting with the 2008 data, TdS is exclusively reporting only resident and reciprocal cards that is issues.

13. Corrections to earlier edition A. Due to an error in reporting Reciprocal Borrowing, the following have changed:

• Page 1, Materials Sharing: Reciprocal borrowing total changed to 874,115 from 848,006. • Page 7, Reciprocal Borrowing by System: Traverse des Sioux lent to residents of systems all changed and the total lent

changed to 27,800 from 1,691. • Page 7, Reciprocal Borrowing by System: Total of all systems changed to 874,115 from 848,006. • Page 8, Materials Sharing: The 2008 total reciprocal borrowing changed to 874,115 from 848,006; the percentage change

between 2004-2008 changed to 39.3% from 35.2% and the percentage change between 2006 and 2008 changed to 15% from 11.6%.

B.
