My sister Carole, emptied the first of three corners of a nest she and her husband Denny have been preparing, as they sent their first of three children, daughter Rebecca, off to Vanderbilt University in Nashville, Tennessee. A BIG MOVE, to say the least, for Rebecca, who will not only be beginning a new chapter in her life, but, will also be away from home on her own for the first time. For Mom, Dad, Sister and Brother... they will be left to tend to the home nest, harnessing a myriad of emotions themselves as they experience a natural phase of our changing lives. Here in our own world, CO-OPP is in the initial stages of some growing pains of our own and a need to foster a mission growth in Northern Ohio where there is a hunger for a “branch” of CO-OPP to be formed to include members from the Cities of Akron, Cleveland, Independence, Lakewood, Shaker Heights and Youngstown; from Summit, Cuyahoga, Portage and Mahoning Counties; from Cleveland’s Metroparks, Metropolitan School District and Regional Transit Authority; from the Northeast Ohio Regional Sewer District, the Ohio Lottery Commission and the Ohio Department of Veteran Services. To that end, CO-OPP has scheduled a Meet & Greet Luncheon for October 27, 2011, from 11:30am – 2:00pm at Lake Metroparks Pine Ridge Country Club in Wickliffe, Ohio to introduce the benefits of having a local CO-OPP Chapter in Northern Ohio. This grassroots effort to make provision for these procurement professionals, is in direct alignment with NIGP’s guiding principles to “provide its chapter members with educational and technical tools in their continued pursuit of professional development and commitment to public service.” Our own Mark Evangelista, Co-Chair of the Outreach Committee, will sit as Pro-D Chair for at least one year on the proposed CO-OPP branch. Ten years ago this month, our Nation’s sense of security was shattered in the attacks of 911, taking with it our neighbors, our friends, our husbands and wives, brothers and sisters, children and parents. What followed was a decade of mourning, of rebuilding, of remembering and coming together. Yesterday, in somber reflection, we paid tribute to those 2,977 lost souls, from the rubble of the World Trade Center, to the Pentagon in Washington and the fields of Shanksville, Pennsylvania. Through the entire experience, the overriding and most poignant script written, were those words echoed by the children of 911, who learned first hand how to keep such terror from defining their lives. Just like a million other high school graduates this world over, Rebecca will find her niche... her new freedom... her new alone... and in the here and there of new experiences and lessons alike, she will be turning over leaves in the way she thinks and does things, in the allowances she gives and takes from herself, in the new worlds of exploration and learning she discovers. In our Nation, we have learned that even in the face of the most heinous acts of terror, we will find the resolve to move ahead, turning over new leaves, to build a better world than we had before and to recognize the power of freedom and fight for her in the face of every circumstance. And, here at home in our own little slice of turf, we will continue growing, starting branches all over the State if need be, realizing that the secret of real change in every facet of this life is how we respond to the opportunities we are given. We can be comfortable where we are... doing our best at the good things we do and making a mark every now and again... or we can reach beyond our expectations every once in a while to stir up a new sense of energy... another hungry soul or a new high we thought was too much mountain to climb, turning over new leaves along the way. PRESS RELEASE FOR IMMEDIATE RELEASE

Public Procurement Professionals Announce Northern Ohio Outreach

With a Mission to Promote, Support, and Develop best practices when spending public dollars, the Central Ohio Organization of Public Purchasers (CO-OPP), an organization of professionals who procure goods and services for government agencies, announces plans to reach out to Northern Ohio and establish a branch of the CO-OPP. The “branch” concept will enable Northern Ohio convenient access to continued professional development opportunities, certification opportunities, and fellowship with other government procurement professionals. To kick-off the event, the CO-OPP has scheduled a free meet and greet luncheon for October 27, 2011 from 11:30 to 2:00 at Lake Metroparks Pine Ridge Country Club. Attendees will learn of the benefits of membership in a local branch of the CO-OPP. Communication with The National Institute for Governmental Purchasing (NIGP) members in Cuyahoga, Lake, Mahoning, Portage, and Summit counties received overwhelming support for a branch in Northern Ohio. This event will bring together those various Northern Ohio government procurement professionals and agencies. CO-OPP along with NIGP will lend support and guidance for the successful outcome of the outreach and formation of a Northern Ohio branch of CO-OPP. NIGP has expressed great interest in the branch concept hoping to capitalize on CO-OPP’s success by introducing the concept to other chapter locations. This is a free event, however; sitting is limited to government procurement professionals. Here it is September. Schools are back in session, fall weather is arriving, and signs of Christmas are slowly popping up at the stores. Ready or not, here it comes! Here at State Purchasing we have seen a lot of changes with staffing due to retirements and career changes. We have felt the tides shift, and are still reeling from its aftermath. Change is happening all around us. One thing that has not changed is the demand for the contracting of goods and services. Our customers, the agencies, are still buying these commodities every day and they rely on us as purchasing professionals to meet those needs. They rely on us to get the biggest bang for their buck. Some days it would be easier to take the customer’s specifications, plug them in to a template and issue an RFP or ITB. After all, the customer is always right, correct? While they may be correct in knowing what their agency has a need of, they are not the experts in knowing the market, finding competition, and analyzing multiple offers for the best outcome and solution. Procurement is its own special field and it takes special talents to be the best. I am convinced that CO-OPP is made up of some of the best in the procurement field. People that take great pride in their work, and often excel above and beyond the norm. So, before we enter in to the busiest time of year, take a moment out of your day, pat yourself on the back, pat a co-worker while you are at it, and say “Well Done”. It’s okay to be proud when you have given your best and it shows! So, CO-OPP, Well Done! Looking forward to seeing you all at the luncheon in November when we can take time together to say well done and share a few laughs, and of course a great meal! One of the most consistently upbeat and informative committees from which there is not only an exchange of good information, but, equally good participation from the attendees, is the Intergovernmental Cooperative Purchasing Committee (ICPC), under the direction of chair Bonny Rickerson, CPPB, Central Ohio Transit Authority. At the most recent Service and Commodity Summit, held on July 20th, Jean Stephenson, CPPO, C.P.M., A.P.P., facilitated the meeting with assistance from panelists, Kay Devault, Cassity Butler, Bruce Reichenbach and Val Piccininni all from the State of Ohio, as well as Karl Kuespert, with Franklin County. Eighteen (18) attendees enjoyed lively and participative discussion on: ELECTRONIC DOCUMENT MANAGEMENT SYSTEMS; DOCUMENT AND EQUIPMENT DESTRUCTION, at the MORPC Headquarters, 111 E. Liberty Street, Suite 100, in downtown Columbus, OH. The Intergovernmental Cooperative Purchasing Committee (ICPC) is happy to announce the next two (2) Service & Commodity Summits that have been scheduled for your participation and involvement. NIGP and the Gaylord National Harbor Hotel did a wonderful job preparing us to meet and greet Hurricane Irene. Although she was not a registered delegate, she made her presence known in and outside the Conference venue. NIGP and the Board, met on-site to reprogram our agenda to ensure that all events could be held, even if the power went off at the Hotel and Conference Center. The Hotel set up a common use ballroom to serve as an information center that included light snacks, coffee, water, and lots of television sets. Power did go out to ½ of the rooms of the hotel on Sunday morning around 2 am. The electronic card key doors were on battery back up so that folks could get into and out of their rooms. By 1pm on Sunday, the power was back on and the Forum was back in full swing. The Forum itself was excellent and it was great to have all events under one roof. We started out with a great “first timers” event that included all things related to Maryland Crabfeasting, including some landlubber foods! We wore “CRAB” bibs (I wanted to wear mine back to the office) and generally had a great time seeing each other again….sort of like an annual procurement-family-reunion! NIGP’s plenary sessions included great speakers and great messages; from leadership to overcoming obstacles, we were better prepared to move our procurement functions to the next level. The Product and Service Expo was bigger and better than ever and the participants were lively. Workshops targeted skills or methods we would need to succeed. The Awards and Recognition Luncheon was very inspiring and we cheered everyone on! The Presidential Banquet was lovely, and the programming was short. That enabled us to take the time to enjoy saying goodbye to each other, having survived not just an excellent Forum, but a Hurricane too. ~Barbara Johnson

Carrie Rawn is undoubtedly one of the busiest people in the NIGP family prior to and during the Annual Forum every year. Currently, she serves as Director, Meetings and Conferences and Executive Director, Programs at NIGP. She has been in the meetings profession for nearly 20 years, beginning her career as a hotel sales person and eventually found her true calling as a hotel catering and convention services manager. During her hotel career, Carrie serviced association and corporate clients hosting meetings and conventions with as few as 20 to as many as 1000 attendees. Additionally she served the social catering marketing, including weddings, socials and fundraisers. Carrie joined NIGP in 2001 as the Meetings Coordinator, assisting with registration, housing and logistical planning for the annual forum and board and committee meetings. Throughout her tenure at NIGP, Carrie received various promotions, eventually landing as the Director, Meeting and Conferences in 2005. She now serves a dual role as Director, Meetings and Conferences and Executive Director, Programs. Carrie has a Bachelor of Arts in Business Management/Marketing from Frostburg State University in Maryland. In 2004, she earned her Certified Meeting Professional designation. She also completed ASAE and the Center’s Business of Meetings Certificate program in 2010. In 2007 at the Hartford Forum, Carrie was honored to receive NIGP’s Anne Deatherage Meritorious Award, having worked under Anne’s leadership and guidance. Carrie resides in Charles Town, West Virginia with her husband and two sons.

MICHAEL E. BEVIS, JD, CPPO, CPSM, C.P.M., PMP CHIEF PROCUREMENT OFFICER, CITY OF NAPIERVILLE, IL Michael Bevis has been an instructor for NIGP, is a former member of the Board of Directors of NIGP, has served as a member and Chair of the NIGP Research Committee and is active in NIGP’s PMAP programs. A graduate of Georgetown University Law Center in Washington, D.C., he has practiced law in Ohio, Illinois and several Federal courts before focusing on Procurement Management. In his current position, he has led the City of Napierville to OUTSTANDING Agency Accreditation from NIGP and is an eleven (11) time winner of the Achievement of Excellence in Procurement Award; the 2006 NIGP Innovation Award; 100% Certification and the City of Napierville is also the first municipality to receive the Pareto Award of Excellence in Public Procurement. He is one of three (3) individuals awarded this year’s Distinguished Service Award, the second highest form of recognition offered by NIGP, as awarded at this year’s Annual Forum in National Harbor, Maryland. Michael is the Secretary of UPPCC Board and spoke about Certification/Recertification and the Changes Coming in 2014. He started off his informative session asking the membership present what being professional means. A myriad of responses were cast before he proclaimed that being professional means you have: a specialized body of knowledge, an application of that knowledge for someone else’s benefit, and, a code of ethics governing your actions. In its essence... CERTIFICATION gives you evidence that you have that specialized body of knowledge. Michael also gave some subtle hints for test taking and shared an informative chart outlining the changes to expect in 2014 that will effect Certification and Recertification (see page 13 of this issue of PE). As I look back on the years that I have been affiliated with CO-OPP, my mind is filled with images of those folks who have paved the way with their knowledge, their fellowship, their networking and their work ethic... all of which has played an immeasurable role in keeping me interested in pursing this association even further than I had originally imagined. Like with every endeavor, we start enjoying it so much that we lose track of the years and eventually our friends and associates reach that retirement age and move on to other things with their families and loved ones. I make it a point to not let an opportunity go by to tell my peers how much I appreciate them, knowing that ultimately we will find our memories as our only source of connection. Gretchen Adkins and Jack Hill II are the most recent from our CO-OPP family to join the ranks of the retired, taking with them the quiet leadership and years of experience both in their vocation and in this organization with them. I will miss both of them for their friendship and camaraderie, but, mostly for their willingness to serve wherever and amazingly whenever they were called upon. Anyone who has had the pleasure of knowing them will surely miss them. Join us for one last stroll with this dynamic duo, reflecting on two friends, and enjoy their spotlights written by our own, Geri Berry. **************************************************************************************************************

JACK HILL II, CPPB As each individual retires in our office we find that they take with them a wealth of knowledge and experience. In the last year, at State Procurement, we have lost innovators, leaders and those individuals whose quiet contributions are extremely vital to the continued successful operations of the procurement team. These quiet individuals tend to be organized, planned, detailed, maintaining a high standard of consistency and performed their job with intelligence and discipline. One such quiet individual was our Jack Hill who approached problems practically, maintained order and control of his projects and carried out his responsibilities in a highly intelligent

and highly effective fashion. Jack’s contracts were vital to the agency and state government and he managed them with the ease of an individual who knew his strengths and talents. Jack lives in Reynoldsburg with his wife, Molly of 41 years but he actually grew up in the Springfield, Ohio area. He attended Indiana University where he majored in Business Administration. He started working for the family manufacturing business at locations in Lima and Springfield. Later he moved onto Rockwell International working for them for five years in the B1 Program. After Rockwell, he worked for three years at BMY at Marysville. BMY was the manufacturer of 2 ½ and 5 ton military truck so you see this experience can in handy when he joined State Procurement in October 1992. Jack worked for State Procurement for the last twenty eight plus years and was a member of

CO-OPP Chapter since its inception and is a longtime member of NIGP. Jack has served on numerous committees including but not limited to Membership, Activities, Programs and Public Information. Jack will be remembered for being thorough, helpful, detailed and a real team player. Jack was not only willing to service but he carried out his responsibility thoroughly, timely and punctual, always friendly and helpful.

Jack and Molly’s children include their son Chip who is 38, married to Adrienne, lives in Atlanta George where he is the Assistant Dean of Administration and Finance at Georgia State University College of Law along with their eight year old daughter. The eldest daughter is Ann (37), or Missy as the family calls her, is married to George Hemingway, lives in Brooklyn, New York, works in Public Relations and has a 3 year daughter. The younger daughter Mary, 32 years of age, is married to Curt Singh, has a son and her profession is teaching. Jack and his wife, Molly, took a vacation to Hilton Head immediately after retirement (first time in years), but he is looking forward to babysitting with his grandchildren, tending his yard, relaxing, volunteering in an area of interest, and resuming his interest in swimming by joining a fitness club or organization with a facility that has a pool larger enough to meet his needs. Jack’s pride in his children and their accomplishments, his love for his grandchildren and the love and respects he exhibits toward his wife tells you the importance of family to Jack. Jack will be remembered in our office as quiet, unassuming, intelligent, highly efficient and effective that came and gave it his all. We wish Jack all of the best in his future endeavors and hope that we will continue to see him at our CO-OPP meetings. ~Geri Berry

GRETCHEN ADKINS, CPPO The growth and development of CO-OPP as a professional organization can be directly traced to its early founding members. Many of those early leaders, CO-OPP’s founding members, have or are now reaching retirement. As each of those members exit from their employment we have been fortunate in that they are continuing their affiliation with CO-OPP sharing their skills and experiences to help those of us who remain in the public sector. As a founding member of CO-OPP, the first woman in our chapter to achieve the CPPO designation, served two terms as Chapter Secretary, served as Chapter Vice-President, President, Past President, Chaired the Membership Committee, Chaired the Awards and Scholarship Committee, served on the Code of Regulations committee, at one time she edited the Public Information Newsletter, Chaired the NIGP – Columbus Forum Vendor Products Expo and chaired the first CO-OPP Reverse Trade Fair -- Gretchen Adkins has been a leader in the CO-OPP community. Additionally, she served on the UPPCC Board of Examiner and was involved in the first rewrite of the current UPPCC Certification Test. Although, Gretchen now lives in Columbus, she grew up nearby in the Blacklick and Gahanna areas, where she graduated from Gahanna Lincoln High School. Gretchen married Ron Adkins and they have two children (their son – Ronnie has two children a little boy and girl, while their daughter Tiffany has two little girls). In addition to her involvement with her family, job and CO-OPP, Gretchen has taught water aerobics at different location in the Columbus area. Gretchen starting her career at State Procurement when the department was located on Fourth Street downtown. Gretchen’s responsibilities included typing all bids and contracts on a word processor (which was called a CPT and lovingly referred to as the cheap, plastic typewriter/terminal) once typed Gretchen would go back to buyers for edits and finally she would print the documents for distribution to vendors. This experience provided Gretchen with insight and knowledge that she would build on over the years and her experience, attention to detail, compassion, work ethic and leadership helped her to progress to Procurement Manger, PeopleSoft Implementation Procurement Lead, eProcurement Manger, to State Purchasing Contract Manager and finally to the Interim Procurement Administrator. Gretchen’s early influence at State Procurement was the Contracts/One-Time Bid Manager who encouraged her to take advantage of the opportunities given her. Everyone has fond memories of Gretchen and those early years with State Procurement and CO-OPP – Mark Hutchison recalled their Friday lunch walks through German Village and how they had to dodge the pothole in the street sometimes unsuccessfully. Tammy Marcum related that Gretchen had not only been a friend but a role model for her and many others in the office, they watched her work her way to the top by taking the initiative to learn all aspects of the Procurement profession. Tammy indicated that they had worked together for almost 26 years and Gretchen had always provided positive insight on issues that arose, she was a good friend. Barbara Johnson commented that “I can’t remember when I didn’t know Gretchen Adkins during my professional career. That is how excellent a “constant” she has been as a colleague co-evolving our local NIGP Chapter-as a steward and servant-leader for CO-OPP.

CONGRATULATIONS TO OUR CO‐OPP BUYER OF THE YEAR, TRACY OSBORNE, CPPB, Columbus Regional Airport Authority. 

 Tracy Osborne, CPPB joined the central Office of Contract and Procurement Administration (OCP) in late 2008.  She had been procuring for the Airfield function of the Columbus Regional Airport Authority prior to that.    In a short time, Tracy joined CO‐OPP, NIGP, and the Airport Purchasing Group (APG) while taking classes at Columbus State AND learning the Body of Knowledge that is Public Procurement.  Tracy has achieved her CPPB, and has become very active as a volunteer in our profession.  She is on the Code of Regulations Committee with CO‐OPP, She was the APG Programming Committee Chair, and at Forum (APG has its Forum along with NIGP) this year, she was elected to 

Vice President of the Airport Purchasing Group.    Tracy has pursued many successes in procurement including several technology services purchases and professional design services.  She was instrumental in establishing the OCP “SharePoint” site – a centralized electronic processing site from which we share procurement information.  Tracy also worked to revise the policies and documentation related to establishing wage rates for design professionals.  Often praised by her procurement clients, Tracy meets and exceeds the needs of various functions at the Airport Authority so that we can “Connect Central Ohio with the World.” 

Her keen insight into the Code of Regulations, Policies and Procedures related to Scholarships, and in general, her ability to focus on the key elements of any effort, made CO-OPP a much better governed Chapter. It is Gretchen’s finely honed sense of fairness, her appreciation for her colleagues and her excellent ability to write accurately that has forged improvements in CO-OPP and for which I sincerely respect and value her contribution. I hope that Gretchen continues to build on her legacy of stewardship that she has shared with CO-OPP, while she is in retirement. (As if any one of us could imagine Gretchen in a “retiring” state of mind!!)”. Our Newsletter Editor, Steve “Sammy” Sammons considers Gretchen to be one of those faces in the CO-OPP family that will always come to mind when the word CO-OPP is mentioned, for her tried and true leadership, but, more commonly for her spirit of professionalism and contagious energy for doing things the way they needed to be done... a “giant in our procurement family.” When Gretchen was asked for a lesson learned or quote that she had never forgot – her response was to “treat others as you want to be treated” and “share knowledge”. Gretchen will be remembered as a caring, compassionate person who shared her knowledge and lead by example. Asked for three words or phrases that she felt described her and she responded - detailed, compassionate and enjoying life. Gretchen is all of those things and more – she is a leader who understands that to accomplish your vision you must have a plan and the skills to execute that plan, she provided the leadership and inspires others to follow her lead. If you know Gretchen you will realized that her plans to keep busy in the future, working occasionally in the profession and staying involved in the Chapter are true to her character and there is the hope that we may work with and for her sometime in the near future. ~Geri Berry

Effective January 1, 2014, the Minimum Eligibility Requirements for CPPB and CPPO Candidates, amongst other things, will be changing... perhaps your timetable for pursuing Certification will to. This is must read information.

CONTINUING EDUCATION – Non-Accredited (Chapter and regional conferences and meetings, NIGP Forums, etc.). 3. PROFESSIONAL CONTRIBUTIONS. Total Number Of Points Required – The required number of points to maintain your recertification will also change. These clarifications will be published once they are finalized. Lifetime Status – Current Lifetime Status replaced with a new Retired Status. * CEU’s (Continuing Education Units) and/or credit hours are typically issued to the student/participant upon completion of an accredited educational course, seminar, training, etc.

You’ve seen her before... she’s the one who pulls on her favorite blue jeans and sweatshirt to go and clean the

community park on her day off, so neighborhood kids can play free of environmental hazards; and, she’s the one taking your $5 bill for two Coney’s and a bag of chips at the American Cancer Society fundraiser; and, yes, that’s her again... the one who refused to give up on the relevance of a committee thought to be without purpose and dried up, so, she jumped in and refueled it with vision, and like minded professionals and new ideas into one of the MOST

PURPOSEFUL committees in our organization, ICPC. In fact, you could pretty much summarize that Bonny Rickerson, CPPB, has that contagious “Can Do” attitude that makes a difference in every venture she is part of. She has been employed by the Central Ohio Transit Authority (COTA) for 24 years and is currently responsible for MRO supplies, Vehicle Maintenance Equipment and Supplies and many other related commodities. In addition to contract administration for these procurements, she has management responsibilities for the Procurement Card program. Bonny was the first female President of the National Association of Purchasing Management – Columbus (then NAPM, now ISM-Columbus), serving from 1985-86, and, received the NAPM District Six, Public Relations Person of the Year Award twice. A charter member of CO-OPP in 1994, Bonny received NIGP Certification as a Certified Professional Public Buyer in 1999, a Presidential Citation for Spirit in 2008 and the CO-OPP Buyer of the Year award in 2008. When she’s not refueling her skills at the numerous purchasing and related classes/seminars she has taken at

Columbus State, The Ohio State University and Wright State, she might be found in a training opportunity afforded her with her affiliations through ISM, NIGP, CO-OPP and the National Transit Institute. Still, she finds time in her schedule to juggle work and the myriad of volunteer hats she wears with family and friends who crave her attention. Camping, traveling (has been to nearly every state in the US), monthly Euchre parties, gardening and MORE volunteering accentuate her time with husband John, two sons Brad and Brian, five (5) grandchildren and two (2) great-grandsons. You get the picture... she is full of that wonderful contagious zest for all things that makes her a joy to be around and the consummate worker to be associated with.

Bonny Rickerson is someone you should know.
