Our foundation continues to expand its presence in the community. In addition to the main office in
Parsons, the Run For It headquarters in Davis is open and staffed year round. The newly created Preston Community Fund and our investment in the food and farm economy helps us increase our outreach and further our mission.
Patience, hard work and proven success built on civic engagement, community support, and personal collaborations have placed us on the radar of large grant making bodies.
In the fall of 2012, a grant from the Claude Worthington Benedum Foundation enabled us to establish the Potomac Highlands Food & Farm Initiative (PHFFI), an economic development project focused on food and farm production. Under the direction of Kimmy Clements, this project will encourage both agricultural and economic growth in the region.
The support of Benedum is an endorsement that motivates and challenges us. Their support is only possible because of yours.
The bulk of our support continues to come from donors who create and support endowed funds. Our donors are the cornerstone of our organization and the source of more than $5 million dollars of grant and scholarship awards.
Our foundation provides the kind of transparency and accountability investors deserve. Investors come in all sizes and shapes and so do our donation options. Keeping in line with our food and farm theme, we’ve engaged “Penelope” to lead the charge on our new feed the pig campaign (p. 31).
This report is a snapshot of our donors’ accomplishments. Our region is blessed by your vision and generosity.
Your humble servant,David Cooper

An autumn storm clears over the Poor Farm in Belington, WV.
2
As the greater world experiences sporadic growth and decline, communities are increasingly looking inward for inspiration and solutions.
The Tucker Community Foundation sprouted in 1989 in response to a need in its namesake county. As the Foundation grows it puts down roots in neighboring counties–providing resources and encouragement to a wide range of philanthropic projects. The roots are the solution.
In 2012, the Foundation received a Claude Worthington Benedum grant to investigate the local food system. This project, which has been termed the Potomac Highlands Food & Farm Initiative (PHFFI) acknowledges the local growers as an integral part of building a vibrant local economy.
Good farmers are adept at reading the land and reacting to the weather. Their solutions are defined by the landscape. Some farmers pursue Community-Supported Agriculture (CSA) in which their shareholders pay a seasonal rate for a share in the farm’s harvest. Others are utilizing the PHFFI in order to reach new markets or add value to their crops.
By joining forces with the local growers, the Foundation seeks to nourish and strengthen its own roots in order to provide the most opportunities for the communities it serves.

Endow a fund to create your legacy, honor the memory or life of a loved one, or to further a cause you are passionate about. Donors can create and name a fund for as little as $5,000 and take up to five years to fund it. Establishing a fund raises awareness and provides a destination for donations in support of the same cause. Endowed funds receive ongoing recognition through print media and online. Visit our web site to view the complete list of funds managed by the Foundation.
Endowed Fund donations are invested for growth and income, preserving the historical value of the donation. The income generated provides grant and scholarship awards based on criteria established by the fund advisor.

True to its mission, the Foundation is increasing its outreach by creating an opportunity specifically for Preston County. In the fall of 2011, the board committed a $1 for $1 match up to $5,000 for donations received prior to Jan 1, 2015 to endow the PrestonCommunity Fund.
Donations are invested, and once the fund reaches $10,000, the income generated will be available for
unrestricted grant and scholarship awards for Preston County. Representatives from Preston County will be appointed to advise the Foundation on how to best use those assets to meet the area’s charitable needs and opportunities. Establishing the Foundation’s first Area Fund is a pilot project the board hopes to replicate in other counties.
Tucker Community Foundation started this fund to provide a perpetual funding
source for Preston County projects.
The Preston Community Fund is an unrestricted
endowed fund that provides support for
nonprofits, community and economic development, educational services and other charitable causes in
Preston County.

The Foundation received a $75,000 grant from the Claude Worthington Benedum Foundation to establish the Potomac Highlands Food & Farm Initiative (PHFFI); a multifaceted approach to promote and enhance the regional food and farm economy.
This is a collaborative project developed primarily by the Tucker Community Foundation, Tucker County Extension Service, Tucker County Development Authority and the Tucker County Convention Visitors Bureau.
Stakeholders providing support for the initiative include WV Food and Farm Coalition; Tygart Valley Growers Association; WesMonTy Resource Conservation and Development Project; Tucker County High School Greenhouse Project; Canaan Valley Institute; Rolling Thunder Farm; several local businesses, community developers and many other interested individuals.
The Claude Worthington Benedum Foundation has served West Virginia and Southwestern Pennsylvania since 1944 encouraging human development through education, economic development, Health and Human Services, and Community development in the region.
Food & Farm
pHFFI will focus on expanding production and sales of locally produced foods and promoting culinary tourism in West Virginia by:
• Expanding participation in the local food economy.
• Increasing production and sales by small plot growers.
• Developing a year round retail site based on food and farm products.
• Increasing exposure of food and farm products through a targeted marketing plan.

Davis Thomas Elementary & Middle School (DTEMS) is developing a new strategy for engaging students and increasing academic achievement by developing a science, technology, engineering, arts, and math based curriculum centered on sustainability. Students will be involved in projects that focus on watershed health, stream monitoring and wildlife habitat. The curriculum introduces and enhances learning opportunities within the national forest, state parks and other public lands. The Foundation awarded a $5,000 grant to support the project.

2012 UPDATES
In the fall of each year, The Parsons Advocate asks readers to donate to Warm the Children, a program that provides winter clothing to children in Tucker County. All of the money donated is used to buy clothing; there are no administrative fees. In 2012, $12,335 was raised in donations. This money provided coats and warm clothing to 110 children. The program accepts donations year round. Warm the Children, c/o The Parsons Advocate, PO Box 345, Parsons, WV 26287.

The community effort to promote regular school attendance continued to mount with classes competing for year-end prizes based on attendance records. A public awareness campaign included print media, radio ads and social networking.
“ Attendance rates continue to improve each nine weeks. Through the first semester of the 2011-2012 school year, attendance rates have improved in every grade level for all tucker county schools when compared to the previous school year.

Thomas Shelter Shower
In the fall of 2012, representatives from the Bernard McDonough Foundation paid a visit to Tucker County. They spent a part of the day touring the area to view the devastation left by Storm Sandy.
The first stop at the Thomas Shelter identified a project that fit with the McDonough Foundation mission of addressing basic human needs. At our request, New Historic Thomas filed a McDonough grant for $18,000 to build a handicapped accessible shower room in the Thomas Shelter. The grant was approved in December, Filler Construction started the project in late January, and by early March 2013 the shower project was complete.
Grant to Study Generational Wealth
The Social Welfare Research Institute at Boston College projects a transfer of wealth between generations of at least $41 trillion in the United States within the next 25 years. With the help of a $5,000 grant from TCF, West Virginia Grantmakers (WVG) will take the lead in marketing, facilitating and implementing a WV Wealth Transfer Study to establish a baseline and help identify strategies to help communities capture and maximize the benefit of that transfer.

If we have omitted a donor’s name, please accept our sincere apologies, and notify us so that we can make the
appropriate corrections.
Samantha Burns of Parsons was elected to serve a one year term as a volunteer representative on the Board of Directors. She is a student and class officer at Tucker County High School. Burns brings a refreshingly youthful perspective on community needs and opportunities.
In December, Davis resident Kimmy Clements was hired as the Project Coordinator for the Potomac Highland Food & Farm initiative (p. 24). Clements is committed to promoting and marketing quality farm and garden products, helping entrepreneurial growers get started, and serving as a networking agent for local growers and producers.
Dave Parker of Elkins came on board in March as part time Office Manager working three days a week in the main office. Parker is part of the highly acclaimed Gingsangers band, well known beyond the Randolph County borders.
