EXECUTIVE SUMMARY April 2017
The Sonoma County Economic Development Board (EDB), in partnership with the Sonoma County Workforce Investment Board (WIB), the City of Rohnert Park, and the Rohnert Park Chamber of Commerce is pleased to present the 2017 Rohnert Park Local Economic Profile.
Highlights from this Local Economic Profile include:
• Rohnert Park’s seasonally unadjusted unemployment rate was 3.9% in September 2016, slightly above Sonoma County (3.8%), and lower than California (5.3%) and the nation (4.8%) for the same month.
• Between 2000 and 2016, the median household income in Rohnert Park grew by 12% to $58,611. Looking into 2021, this growth is expected to continue, with median income rising to $63,438, an increase of around 8.2% from 2016.
• The average sales price of a home in Cotati-Rohnert Park for 2015 was $377.530. This is lower than the County average by $205,060, and reflects Rohnert Park’s relatively high percentage of condominiums and town homes. Furthermore, Rohnert Park is adding substantial amounts of new housing, including single-family homes, townhouses, and apartments.
• Commercial real estate vacancy rates in Rohnert Park have decreased in recent years for retail, office, and industrial spaces, while total taxable sales have been increasing, both pointing towards economic expansion.
This report is meant to act as a spot-in-time profile to reflect conditions in the city in a given year. POPULATION & DEMOGRAPHICS
The population of Rohnert Park hit 42,661 in 2016, and projections expect it to rise 4.1% to 44,401 by 2021. Rohnert Park’s growth rate makes it the third-fastest-growing city in the county. This exceeds the projected population increase of 3.8% for Sonoma County for the same period.
In 2016, in the population of those 25 and older, 23% of residents held solely a high school diploma. This is higher than Sonoma County in the same year with 20% of residents having a high school education. The category of ‘Some College,’ this consists of individuals who have taken college courses but who have never received their degree, which makes up the largest percentage (28%) of Rohnert Park‘s population. In 2015, about 18% of residents held a bachelor’s degree and around 7% held a graduate or professional degree in addition to a bachelor’s degree.
The growth of the Hispanic population and the decline of the White population, a trend observed from 2010 to 2016, is expected to continue into 2021. Between 2016 and 2021 projections estimate a 2.4 percentage point increase in the Hispanic population and a 3.2 percentage point decrease in the White population. This remains consistent with the whole of Sonoma County, which is expected to experience a 2.3 percentage point increase in Hispanic population.

POPULATION & INCOME PROJECTIONS
The population of Rohnert Park follows a widespread trend in the county: the increasing concentration of citizens in the highest age range. However, Rohnert Park represents the only city in which predictions show the population aged 25-44 growing by more percentage points than those 65 and over.
Between 2000 and 2016, the median household income in Rohnert Park grew by 12% to $58,611. Looking into 2021, projections show this growth continuing, with median household income rising to $63,438, an increase of around 8.2%.
As income in Rohnert Park rose between 2000 and 2016, the percentage of households earning less than $35,000 fell by about 2 percentage points. The fastest-growing income range was $100,000-$149,999.
A trend that remains consistent into 2021 is the shrinking percentage of households earning less than $75,000. Predictions show the proportion of Rohnert Park residents in this range decreasing by 5.2 percentage points from 2016 to 2021. This trend, coupled with the increasing proportion of Rohnert Park earning over $75,000, will result in further concentration of households in higher-income tiers and further gains in median income.

EMPLOYMENT
Rohnert Park’s seasonally unadjusted unemployment rate hit 3.9% in September 2016, just higher than the rate for Sonoma County (3.8%) in the same month. Unemployment remains significantly lower in Rohnert Park compared to its peak of 11.9% in March of 2010. Rohnert Park’s unemployment rate is well below the state (5.3%), as well as the nation (4.8%).
Total employment in Rohnert Park reached 23,000 in September 2016, up 900 jobs from a year earlier. The most recent data represents the peak of an ever-increasing trend, however employment in Rohnert Park has yet to regain it’s maximum from 2008, prior to the recession.
A total of 1,560 business establishments operated in Rohnert Park 2015 in Rohnert Park.
About 50% of Rohnert Park’s employed population works in the service sector, which includes education, health care, tourism and legal services. This is very similar to the county average, though there is a higher prevalence of Services and Retail Trade in Rohnert Park, while the county has higher percentages of agriculture and manufacturing. This shows Rohnert Park’s economy relies heavily on the service sector and consumer spending.

In 2015, median home prices in Cotati/Rohnert Park fell slightly from 2014, coming in at $387,750. This represents a decline of only $11,250. After the housing bubble burst in the late 2000’s, the median home price in Rohnert Park consistently climbed upward since 2011, until 2015. Median home prices have yet to reach pre-recession levels.
The number of houses sold in Rohnert Park/Cotati reached its highest level since the recession, increasing to 622 in 2015. This represents a 30% increase from the previous year.
The average sales price of a home in Rohnert Park for 2015 came in at $377,530, down from the year before. This puts Rohnert Park at the bottom of the price spectrum for homes in the county. The average sales price for a home in Rohnert Park is lower than the County average by $205,060. The lower sales price for homes most likely stems from the high number of town homes and other more affordable options developed in Rohnert Park.

REAL ESTATE & CONSTRUCTION
At the end of third quarter of 2016, the retail property vacancy rate in Rohnert Park was 5.9%. Rohnert Park’s office vacancy rates significantly declined from mid-2013, from 54.20%, to 30.3% in the third quarter of 2016. Rohnert Park continues to have the highest office vacancy rate in Sonoma County. The industrial vacancy rate continues to fall from a peak of 13.5% in the second quarter of 2009. The industrial vacancy rate reached 7% in the third quarter of 2016.
Rohnert Park’s residential housing vacancy exhibits a tightening trend, in both rental and homeowner inventory. Homeowner vacancy rates fell from an already constrained 2% to 0% in 2015. Although the vacancy rate may not actually be 0% due to a slight margin of error in U.S. Census estimates, this does show that the housing market is incredibly tight.
The value of residential and non-residential building permits in Rohnert Park fell to $11,618,117 and $10,281,407, respectively. The value of both class of permits declined from the previous 12 month period. Building permit values reflect trends in future construction activity. As the first step in the construction process, value of permits represent the intention to build. Therefore, a decline in the value of permits points to less construction activity in the future.

CONSUMER ACTIVITY
Rohnert Park’s taxable sales continue to rebound, increasing to $648 million in 2014, an increase of 3.7%. This continues the upward trend starting after taxable sales bottomed out in 2009. The gain seen in 2014 is below the increase observed in the whole of Sonoma County, as the county saw an increase of 5.6% in taxable sales from 2013 to 2014. Taxable sales in Rohnert Park have yet to reach pre-recession levels.
Approximately 31% of Rohnert Park residents’ spending goes towards housing, which is on par with the other cities and the county average. Transportation, other, and food make up the next three largest categories.

EDUCATION
The percentage of English learners in the Cotati-Rohnert Park Unified School District is 17.7%, down from 19.3% in the school year before. This includes elementary, middle, and high school students. The ratio of English learners in the Cotati-Rohnert Park Unified is below the county average of 22.8%, as well as the state average of 22.1%. An English learner is defined as a student in kindergarten through grade twelve who, based on objective assessment, has not developed listening, speaking, reading, and writing proficiencies in English sufficient for participation in the regular school program.
The average SAT score for a student from the Cotati-Rohnert Park School District in the 2014-15 school year was 1496, down from 1568 in the previous school year. This places the Cotati-Rohnert Park Unified below the county average of 1570 but above the state average of 1473.
